This film traces the high-stakes history of water management in the American West through the lens of a single, vital river basin. Directed by CRS award-winning filmmaker Arcie Chapa, the film chronicles the river's journey from centuries of peaceful Pueblo coexistence to its post-Western expansion transformation into a floodplain "menace." The film uncovers the complex rise of the Middle Rio Grande Conservancy District and examines the modern climate realities facing Colorado, New Mexico, and Texas as they navigate a diminishing water supply.
