The Texas House Committee on Ways and Means met recently to discuss the costs and benefits of additional property tax relief, including Gov. Greg Abbott’s proposal to eliminate all school property taxes. Education Commissioner Mike Morath testified it would cost the state at least $29.2 billion every year in other taxes and fees to make up for lost revenue to public schools if all school property taxes were eliminated.

Every time the Legislature passes property tax relief in the form of rate compression or higher homestead exemptions, the state is required to hold school districts “harmless” by making up lost revenue. But Morath admitted that the Texas Education Agency overestimated projected revenue for several school districts — including El Paso, Ysleta, Socorro, Dallas and Houston ISDs — because of mathematical errors in calculating these “hold harmless” provisions. After state funding readjustments, these districts were forced to make tens of millions of dollars in cuts to their budgets.

"It has been teacher appreciation week.

I’ve thought of all the teachers who made me a better person. I’ve watched my friends and colleagues be that type person to students.

But not the Federal Department of Education. Like a bully they mocked the job we do. Trivializing Educators into comical cartoon teachers. ED didn’t pick inspiring educators. They picked those who are jokes.

I just don’t get it. I don’t get how in the last 30 years being a teacher has become a career that isn’t to be respected. I know my teachers went above and beyond. I know my fellow educators still do the same. Let’s respect education again." -Elaine Tilley
