The Abilene Black Chamber of Commerce was founded in May 1975 by John E. McCowan, Thomas H. Mays, and Robert English.

The purpose of the Abilene Black Chamber of Commerce is to promote the economic, cultural, and social growth of Abilene benefiting the entire community while specifically empowering Black individuals and businesses to create opportunity through unity. It was the second Black Chamber organized in the State of Texas. The Chamberโ€™s accomplishments were many- -Juneteenth Festival and Rodeo, Black Law
