FY2025 Annual Financial Report Submissions in Audit 2.0
The Texas Education Agency (TEA) has updated the Audit application used to submit and upload Annual Financial Report (AFR) information in the Texas Education Agency Login (TEAL). The new audit application is referred to as Audit 2.0 and opened for AFR submissions for all users on January 29, 2026.
The FY2025 annual financial report (AFR) due date for all FY2025 annual financial reports to be completed, approved by the board, and submitted to the Texas Education Agency is February 27, 2026.
Users will need to apply for access to the new Audit 2.0 application. Role assignments in Audit 2.0 mirror those in the legacy Audit system. Please refer to the Electronic Submissions web page for additional information.

State Fiscal Year 2026 Travel Reimbursement Rates
As of January 15, 2026
The Texas Comptroller of Public Accounts has published the travel and mileage reimbursement rates for state fiscal year 2026, as summarized below:
• The automobile mileage reimbursement rate was increased to 72.5 cents per mile.
• The meal reimbursement rate for overnight travel is listed by city on the federal per diem rate map. If the city you are traveling to is not listed, use the daily rate for the county. If the county you are traveling to is not listed, use the current maximum daily reimbursement rate, which remains $68.
• The meal reimbursement rate for non-overnight travel remains $36.
• Lodging reimbursement rates for in-state and out-of-state travel are listed on the federal per diem rate map. If the city you are traveling to is not listed, use the daily rate for the county. If the county you are traveling to is not listed, use the current maximum daily reimbursement rate, which remains $110.
The mileage, lodging, and meal rules and reimbursement rates published by the comptroller apply to all grants that the Texas Education Agency (TEA) administers for individuals on travel status.
Note that if the local travel policy is more restrictive and states a lower rate, that rate must be applied consistently to all grants administered by TEA. TEA grant funds may only reimburse allowable travel rates at the lower amount of the state travel guidelines or local travel policy.

TEA - 2025 Preliminary Comptroller "T" Values
The 2025 preliminary comptroller “T” values have been released and can be accessed at https://comptroller.texas.gov/taxes/property-tax/pvs/
If the 2025 value assigned is not equal to or less than the local tax roll value and the PTAD value estimate, respectively, then the local value will be found to be invalid. Should that be the case, the district has 40 days from the release date of 1/30/2026 to file a protest with the comptroller. Even if the district was assigned local value and that value was found to be valid, it is still recommended that the district consider filing an appeal with the comptroller after the 40-day protest period has expired in an effort to have the assigned, valid value lowered. Please remember this value as used in the state funding formulas determines the district’s state aid and recapture. A decrease in the assigned value will, in general and in most cases, increase state revenue and lower recapture. Should you need assistance with filing a protest or appeal, a recommendation will gladly be provided upon request as to a professional contractor that can file this protest or appeal on behalf of the district.
Now that the 2025 comptroller values have been released and the new TSDS PEIMS SUPERINTENDENT’S SUMMARY REPORT OF STUDENT ATTENDANCE (PDM5-130-008) for the first semester has been submitted to TEA, it is recommended that the district’s state funding template for school year 2025-26 be updated using these new data as well as any supplement to the local tax roll value for 2025 that may have been recently released by the county appraisal district. It is further recommended that the most recent state funding template (R.5) dated 1/9/2026 be used for this update (https://esc13.net/resources/state-aid-budget-template).
For districts that are subject to recapture under chapter 49 of the Texas Education Code, please be reminded of the following:
• February 1: The approximate date for revised Cost of Recapture Reports for school year 2025-2026 to be available to districts with local revenue levels in excess of entitlement.
• February 1: The approximate date for the Option 3 Payment Report for school year 2025-2026 to be available to districts with a local revenue level in excess of entitlement.
• February 15, 2026: For districts selecting the monthly payment option, the first payment for the 2025-2026 school year is due from districts with excess local revenue to the state (Option 3) and/or to the partner district(s) for districts exercising Option 4. A district must submit any revised CAD costs for the prior 2024-2025 school year by this date. A district that does not submit its 2024-2025 CAD costs by this date will not receive a CAD cost reduction for the 2024-2025 school year.
• March 1, 2026: A district must submit any revised CAD costs for the prior 2024-2025 school year by this date. A district that does not submit its 2024-2025 CAD costs by this date will not receive a CAD cost reduction for the 2024-2025 school year.

The College Preparation Assessment Reimbursement, authorized by Texas Education Code (TEC) §48.155 and §39.0261, provides funding to districts for the cost of the administration of college preparation assessments (SAT, ACT, and TSIA) once per student either in the spring of their junior year or in their senior year, beginning in the 2019-20 school year. TEA provides each district estimated funding annually for assessment reimbursement, which can be found in the Summary of School Finance Report (line 41). TEA will settle up with districts in the spring of the following fiscal year once all student assessment data is processed.
For the 2024-25 school year, ACT invoiced a price of $39 per eligible student for school day administrations, while the College Board invoiced a price of $41 per eligible student for the same. National day administrations were billed at a national day rate determined by each vendor.
**Please note that students who received a reimbursement in the 2023-24 school year are not eligible to receive a reimbursement in the 2024-25 school year.
