Dr. Elizabeth Ekirapa-Kiracho of Makerere University School of Public Health : "When you look at our situation in Uganda, Health care services are supposed to be for free. But then in reality, they are not free. When you look at the total health expenditure for Uganda about 40% of that expenditure comes out-of-pocket. It comes from workers, it comes from you know desperate people in the village and so on which means that people are incurring a lot of costs trying to receive this care."
