PRESS RELEASE ON THE 60% TUITION POLICY DEMONSTRATION- MAKERERE UNIVERSITY GOVERNMENT SPONSORED STUDENTS' ASSOCIATION (MUGOSA

9th April, 2016

Makerere University Government Sponsored Students' Association (MUGOSA), the representative body of all government sponsored students at Makerere University in the strongest terms condemns the proposal by the university council as communicated by the Council chairman dated in the letter dated 7th April 2016 to strip government sponsored students of their meritorious scholarship.

In this communique, the council has come out to intimidate and victimize government sponsored students who engage in demonstrations while at University, threatening to strip them of the scholarship. Whereas the association discourages acts violence and destruction, it is a constitutional right of every Ugandan to demonstrate against the injustices around them at their own discretion. It is therefore not only illegal but un-just, too harsh and an encouragement of impunity by the University council to punish a student who comes out to express their grievance against the unfairness that affects them and their academic environment.

As the Government Sponsored Students body, we reject this decision and we shall take all the necessary measures including seeking for redress in courts of law should any of our members be victimized. A government scholarship is earned on merit and a manifestation of commitment and hard work by the student. It is therefore very prejudicial and inauspicious for a university council to unceremoniously chose and strip the scholarship simply because a student engaged in showing their dissatisfaction with a policy. More so, it's not the statutory responsibility of Makerere University to award or strip government scholarships. Instead of being reactive, we would rather pray that the Honourable Council Members seek preventive and better means of addressing the challenges that both the Government and Private sponsored students face while at university.

We urge the entire university to remain calm as the Student leaders, university management and the Government find amicable solutions this impasse.

As promised this morning, we have had a meeting with the Cash office and we have been assured of release of the money this Wednesday 24th. Good as it may seem, as a person who has spent a big proportion of t his last fortnight in demand for release of these allowances, i feel these people are rather inconsiderate and far detached from the perils and demise of our fellow students who need this money urgently to clear for rent and meals. I therefore call upon every concerned member to join as we make our voice heard on this critical issue. We shant give up on the demand for fair treatment and this should be the responsibility of each one of us when called upon .thank you all.

Hello Friends,
Hope you had peaceful elections and you're safe wherever you may be. As you are aware, the accounts office had committed to having our allowances released before the voting. Disappointingly however, they didn't live up to their promise. I personally engaged one of the officers in charge through a phone call who attributed this to the fact the staff at accounts office stopped work on Monday 15th Feb at 2pm,just before the onset of the FDC presidential rally that had been scheduled to take place that day.
I, on behalf of MUGOSA apologize for this disappointment to all of you my friends. Nevertheless, we shall not leave the accounts offices until our money is released at the immediate on set of the semester slated for 22nd Feb. I thank you all for the patience and i urge to keep peaceful in these turbulent times. For God and My Country.

HELLO FRIENDS,
REACTING TO OUR DEMANDS IN OUR LETTER TO THE TOP MGT TO HAVE THE ALLOWANCES RELEASED BEFORE THE BREAK, THE PRESIDENT TOGETHER WITH THE GENERAL SECRETARY MUGOSA HAVE BEEN RELIABLY INFORMED THAT THE FIRST BATCH ALLOWANCES ARE TO BE RELEASED THIS EVENING AND WEDNESDAY. INFORMATION WE HAVE GATHERED IS THAT THEY SHOULD HAVE BEEN EARLIER THIS MORNING BUT THE DELAY IS ATTRIBUTED TO A TEMPORARY SYSTEM FAILURE AT THE CASH OFFICE. WE SHALL CONTINUE WITH THIS STRUGGLE TO HAVE OUR ALLOWANCES RELEASED BEFORE THE BREAK.THE ALLOWANCES ARE OUR ENTITLEMENT NOT A PREVILEDGE. THE STRUGGLE TO REVISE THE PEANUT ACCOMODATION ALLOWANCE(230,000) TO A BEFITTING MARKET COST IS ALSO ON AND WE EXPECT POSITIVE RESULTS AT THE END OF THIS SEMESTER.

Warm Welcome to Gov’t Students and the entire university. It’s my hope that we utilize this semester effectively.
Fees and Registration:
• All government Sponsored Students shall not pay any University Fee this semester II of academic year 2015/16.
• The SCR (Hall) and functional fees are paid only once per academic year.
• Non- Residents need not register with halls of attachment for the Living out Allowance (LOA). Hall Registration for Non- Residents is done only for Semester I.

Those who wish to make changes on their Bank details should do so in room 317 main building as early as possible to avoid the regrettable inconveniences and delays.

Students that did not receive their LOA for last semester due to errors and mistakes in registration should submit their correct details in room 317 main building.

You are entitled to receiving the allowance you missed last semester on top of that of this semester-We shall send reminders to those whose contacts we have.

MUGOSA and Guild Leadership Positions
We encourage all Gov’t sponsored students to vie for leadership positions in the association’s Executive Board and in the University Students’ Guild Council for our ‘own good’. We can only achieve what we so much desire when we are at the forefront of the decision making and the struggles.

MUGOSA will only support a candidate that is committed to addressing and prioritizing the challenges of the Government Sponsored Students.

In conclusion, we commit our fellow students who lost their beloved ones and those having poor health into the Lord’s arms for encouragement and comfort in these trying times.

Non resident Gov't sponsored students Hello,

Just yesterday alone, we managed to follow up complaints of 33 students who felt they registered earlier yet they haven't received their living out allowance up to now.

It was shocking that the vast majority of them had their allowances released but the money just bounced.

This was attributed to faults on the banks and account numbers they submitted. We managed to inform the victims and advise them on the course of action to have their money finally on their accounts.

We therefore call upon all other non residents who are also victims to in-box or post their name,reg. no, account details and contact to official page of "President Muk Government Sponsored Students Association (MUGOSA)" for assistance. Encourage your friends to do the same too.

Third batch is also under audit and shd be released as soon as the audit is finished.

MUGOSA will continue struggling for the victims because it is a right of non -resident students to receive the LOA and on time. IT'S NOT A PREVILEDGE.

HELLO FRIENDS,
I regret to inform you that today's general assembly for all govt students has been pushed to next week on Thursday 4.30pm- 6.00pm. This has been due to unavoidable shortcomings in preparation for the assembly stemming from the genuine struggles we have been engaged in since monday.
In the general assembly the following key issues are to be tackled;

1. Announcement by the concerned authorities of a comprehensive road map to be followed in the election of fresh leaders for MUGOSA effective from the general assembly.

2.Addressing and registering of members with complaints regarding the LOA for urgent follow up.

3. Deliberations on the associations' milestones, challenges plus way forward.

4. Updates on the scrapped Faculty allowance and the state of meals

5.Any other business

MUGOSA ENCOURAGES EACH ONE OF US TO COME UP AND EMBRACE AND TAKE UP THE POSITIONS OF SERVICE THAT SHALL BE ANNOUNCED ON THE GENERAL ASSEMBLY.

RE: SECOND BUNCH FOR LIVING OUT ALLOWANCE (LOA)

hello friends,

At the start of this week, MUGOSA issued an ultimatum to the university to have second bunch allowances paid. yesterday evening, we met with key top administrators and we demanded that second batch money be released immediately.

We also received information that the delay has been mainly due to correction and editing of the errors in our accounts details especially for those of the first years in second bunch.

Nevertheless, am happy inform you that the administration agreed to our demand. They therefore committed to releasing the money to all account numbers that have no errors by this Friday while those accounts in second bunch still having some errors will receive their money this coming midweek upon rectification.

I commend each one of us for patience and restraint in such trying times as we continue to struggle for the remaining living out allowance.

RE:LIVING-OUT ALLOWANCES
Hello friends,
Am happy to inform you that the accounts department has heed to the immense pressure we have piled on it and finally released the Living out Allowance. This morning,the accounts dept has in my presence and witness released the first bunch of over 2000 students to your different bank accounts. We expect the banks to credit your accounts with the LOA as soon as possible.The money is as follows;
-UGX. 708,000
-UGX. 580,000 (for those who take lunch).

Notably, this money was supposed to be released by last week but as accounts dept claims, they had to first verify and audit the accounts to w**d out ghost accounts.
I regret and apologise for the delay though we did our best to keep the pressure on in till today.

i thank other MUGOSA executives for the struggle.
We request those in the later bunch for slight patience as they finalise auditing and cross-checking of your accounts.

Hello Colleagues,
Am glad to inform my fellow non-resident govt students that after MUGOSA's endless efforts, the university has committed to releasing the first bunch of living out allowance to the over 1200 students that registered earlier by the end of this week. We need this money to pay our rent and meals.
In the same spirit, I appeal to all other govt students who haven't yet registered with their halla of attachment to do so as early as possible. Other govt students that registered later will also have their allowances in the coming week.

TO ALL NON-RESIDENT GOV'T STUDENTS

All Non-resident gov’t sponsored students (continuing & first years) who have not yet registered with their halls of attachment are reminded to do so within this week in a bid to have our allowances’ (living-out) released as early as possible.

Living-Out Allowance (LOA) for 2015/16 semester one is as follows;
• Meals - Ugx. 476,000
• Accommodation - Ugx. 232,000
Total - Ugx. 708,000
NB: Non-Residents who register to have lunch shall receive LOA of Ugx. 580,000. (Less lunch)

The money is readily available but on the contrary, only 890 out the over 3500 non-resident gov’t students have so far registered with their halls of attachment hence frustrating the process.

All gov’t sponsored students are mandated to register with their hall of attachment every first semester of the academic year,-paying the specific functional fees, depending on the year of entry.

RE: SPECIAL FACULTY ALLOWANCE FOR GOVERNMENT SPONSORED STUDENTS
Reference is made to the following circulars/letters highlighting the issue of the Special Faculty Allowance for Makerere University government sponsored students hereinafter attached.
i. From Deputy Vice Chancellor Finance and Administration, dated 23rd February 2015, on the Subject of Special Faculty Allowance.

iii. Mak/US/128/12
It beyond reasonable doubt that the following deductions pursuant to the aforementioned references hold.
1. We as government sponsored students at Makerere University are very grateful for the continued support we receive from the government, despite these challenges within the university that we are facing.
2. The University Management is totally confused about the Special Faculty Allowance issue.
3. The decision to abolish the allowance was illegal and has genuinely never been accepted by the students who are stake holders to this money based on its impromptu adjustments in 2012 in the wake of fierce resistance from the students.
4. Whereas the Allowance was to be diverted into a so called Special Faculty Requirement Fund with effect from 2012, we as victims three (3) years later have no idea about the existence of that Fund and don’t at all see its relevance to our diverse academic challenges.
5. The University management is regrettably using the admission letters as a pretext of advancing and indoctrinating this illegal policy amongst the unsuspecting and innocent students joining the university for their first time.
6. The government sponsored students have been overly patient and have chosen the option of peace in finding a mutual solution to this mysterious policy, however the university management has taken us and our peaceful approach for granted.
7. Notably, students in other public universities receive the above mentioned allowances up-to-date, raising questions why we at Makerere are facing this un-just decision.

8. Students need the Faculty Allowances in person to purchase their individual vital scholastic materials, facilitate individual research projects during the semesters and to supplement their humble recess term budgets at the end of every academic year.
9. These allowances now account to a tune of over 1.5 Billion Uganda Shillings, raising questions of the whereabouts of this money since the Special Requirement Fund is none-existent purposefully.
10. Majority of the government sponsored students come from humble backgrounds thus face financial challenges and hardships during their stay at the university-something that is now affecting our once good academic performance standards.

Based on the above grounds THEREFORE, WE the Undersigned -Government Sponsored Students at Makerere University representing with one voice all our fellow students who are victims, appeal for your URGENT intervention in the REINSTATEMENT of the Special Faculty allowances FOR ALL the government students and pursuant to the constitution of the Republic of Uganda seek for your protection as we demonstrate against this injustice throughout this Week beginning Monday 9th March 2015.
