PRESS RELEASE ON THE 60% TUITION POLICY DEMONSTRATION- MAKERERE UNIVERSITY GOVERNMENT SPONSORED STUDENTS' ASSOCIATION (MUGOSA

Makerere University Government Sponsored Students' Association (MUGOSA), the representative body of all government sponsored students at Makerere University in the strongest terms condemns the proposal by the university council as communicated by the Council chairman dated in the letter dated 7th April 2016 to strip government sponsored students of their meritorious scholarship.
In this communique, the council has come out to intimidate and victimize government sponsored students who engage in demonstrations while at University, threatening to strip them of the scholarship. Whereas the association discourages acts violence and destruction, it is a constitutional right of every Ugandan to demonstrate against the injustices around them at their own discretion. It is therefore not only illegal but un-just, too harsh and an encouragement of impunity by the University council to punish a student who comes out to express their grievance against the unfairness that affects them and their academic environment.
As the Government Sponsored Students body, we reject this decision and we shall take all the necessary measures including seeking for redress in courts of law should any of our members be victimized. A government scholarship is earned on merit and a manifestation of commitment and hard work by the student. It is therefore very prejudicial and inauspicious for a university council to unceremoniously chose and strip the scholarship simply because a student engaged in showing their dissatisfaction with a policy. More so, it's not the statutory responsibility of Makerere University to award or strip government scholarships. Instead of being reactive, we would rather pray that the Honourable Council Members seek preventive and better means of addressing the challenges that both the Government and Private sponsored students face while at university.
We urge the entire university to remain calm as the Student leaders, university management and the Government find amicable solutions this impasse.

As promised this morning, we have had a meeting with the Cash office and we have been assured of release of the money this Wednesday 24th. Good as it may seem, as a person who has spent a big proportion of t his last fortnight in demand for release of these allowances, i feel these people are rather inconsiderate and far detached from the perils and demise of our fellow students who need this money urgently to clear for rent and meals. I therefore call upon every concerned member to join as we make our voice heard on this critical issue. We shant give up on the demand for fair treatment and this should be the responsibility of each one of us when called upon .thank you all.

Hello Friends,
Hope you had peaceful elections and you're safe wherever you may be. As you are aware, the accounts office had committed to having our allowances released before the voting. Disappointingly however, they didn't live up to their promise. I personally engaged one of the officers in charge through a phone call who attributed this to the fact the staff at accounts office stopped work on Monday 15th Feb at 2pm,just before the onset of the FDC presidential rally that had been scheduled to take place that day.
I, on behalf of MUGOSA apologize for this disappointment to all of you my friends. Nevertheless, we shall not leave the accounts offices until our money is released at the immediate on set of the semester slated for 22nd Feb. I thank you all for the patience and i urge to keep peaceful in these turbulent times. For God and My Country.

REACTING TO OUR DEMANDS IN OUR LETTER TO THE TOP MGT TO HAVE THE ALLOWANCES RELEASED BEFORE THE BREAK, THE PRESIDENT TOGETHER WITH THE GENERAL SECRETARY MUGOSA HAVE BEEN RELIABLY INFORMED THAT THE FIRST BATCH ALLOWANCES ARE TO BE RELEASED THIS EVENING AND WEDNESDAY. INFORMATION WE HAVE GATHERED IS THAT THEY SHOULD HAVE BEEN EARLIER THIS MORNING BUT THE DELAY IS ATTRIBUTED TO A TEMPORARY SYSTEM FAILURE AT THE CASH OFFICE. WE SHALL CONTINUE WITH THIS STRUGGLE TO HAVE OUR ALLOWANCES RELEASED BEFORE THE BREAK.THE ALLOWANCES ARE OUR ENTITLEMENT NOT A PREVILEDGE. THE STRUGGLE TO REVISE THE PEANUT ACCOMODATION ALLOWANCE(230,000) TO A BEFITTING MARKET COST IS ALSO ON AND WE EXPECT POSITIVE RESULTS AT THE END OF THIS SEMESTER.
