Government repeatedly acknowledges that security officers are involved in rights abuses but has done little to hold to account those responsible and to provide justice to victims. What are the gaps in the function of oversight institutions in ensuring accountability?

We documented 70 torture techniques commonly applied by security agencies on suspects. These include plucking out teeth, squeezing suspects’ balls, hitting the elbows, knee joints and ankles. Why is torture persisting? We will share the responses at the symposium.

Arbitrary & unlawful arrests by non-uniformed personnel whose status is unknown continue to happen; suspects are held incommunicado for days and months in disregard of the law. Why has government failed to hold to account those responsible?

In 2019, we found that torture is rampant, planned, committed & condoned by security officers for purposes of extracting information, confessions, extortion & instilling fear. How can institutions take responsibility for actions of officers that engage in torture?

Uganda acceded to the UN Convention Against Torture, which provides a robust legal regime prohibiting and punishing torture. However the vice continues. HURIPEC & HRW are holding a symposium on this matter at the School of Law Makerere University on June 30th at 2pm
