In order to increase transparency and accountability, as well as minimising the existence of “ghost” staff on the government payroll, the Finance Minister Ms Maria Kiwanuka said in the new 2014/15 Budget Framework Paper to Parliament, all accounting officers and heads of cost centres are required to print and display monthly payrolls on public notice boards for scrutiny.
