Masaka High Court Chief Magistrate, Her Worship Justice Sylvia Nvanungi has remanded three suspects of examination malpractice to Saza Prison, Masaka Prison till December 19, 2022.
The suspects are charged with unauthorised possession of examination materials under section 25 of the UNEB Act, 2021. They are alleged to have committed the offence between November 8th-9th , 2022, during the conduct of PLE.
According to the UNEB Act 2021, the offence carries a maximum sentence of five years imprisonment or a fine of 20 million shillings, or both.

All the three sets of the 2022 National Examinations have ended successfully, with the last set of candidates writing their papers on Friday December 9, 2022. The Examinations started on October 14h with the briefing of UCE candidates, followed by the Primanry Leaving Examination (PLE), from November 7-9, and finally, the Uganda Advanced Certificate of Education (UACE) that was conducted from November 18- December 9th. 2022.

Marking of both the and Examinations has commenced at all our marking Centres that include 20 UCE Centres and 13 PLE Centres.
We hope to be done with the marking for the two levels before the end of January, 2023

Janet K. Museveni. It was agreed that considering the exceptional circumstances under which the vulnerable candidates missed their examination, after fulfilling all the requirements, the Board administers another mathematics paper to the affected candidates.

*Examination malpractice suspects remanded*
Two of the three suspects arrested in relation to cutting a UNEB examination envelop in Butambala last week, have been remanded till next Wednesday, November 23rd, while one has been released on bail.
Chris Mutayisire, 30 yrs, a photographer and Resident of Namasuba, has been granted a cash bail of two hundred thousand shillings, (200,000=), while each of his sureties were bonded to Five Million shillings, (5M=), not cash.
Grade 1 Magistrate, Gombe Magistrate's Court, His Worship Asiimwe Bob granted the accused bail on grounds that he is a first time offender and a freelance photographer who is not likely to interfere with the investigations.
The other two accused persons, Mulindwa Micheal, 32 yrs, a property broker, and a resident of Nsangi, Wakiso District, together with Mbayo Nelson, 45 yrs, a teacher and Resident of Namasuba Kikajo, Wakiso, were remanded to Kabasanda Government Prison till next Wednesday, November 23rd.
Court in Gombe, Butambala heard that on Tuesday November 8, 2022, at Kibibi Town Council in Butambala District, the trio wilfully, and maliciously damaged examination material of the Primary Leaving Examination Mathemarics Paper , contrary to section 28 of the UNEB Act 2021.

In Kakumiro District, we had an unfortunate incident where 23 out of 26 candidates of St. Christine Primary School arrived 1 hour and 16 minutes, after the commencement of the mathematics examination, essentially making
them late for the paper, and were therefore not allowed to sit the paper.
According to the UNEB regulations, " Any candidate who comes after 15 minutes from the start of the Examination MUST NOT be allowed to sit the examination' The Board has requested the District Inspector of Schools to give a full report of what transpired to enable management ascertain the circumstances under which the candidates failed to write their paper. UNEB also plans to meet the
District Leadership, and will consult with the relevant authorities to guide in making a final decision regarding these candidates.

Uganda Police Force has arrested 3 people who were found cutting a sealed UNEB envelope containing the mathematics examination paper this morning, in Butambala, Kibibi. The three include; Mbayo Mamba Nelson , the Head Teacher, and Resident Director of Namasuba Parents Primary Shcool, in Wakiso. The other two include Chris Rutayisire, distributor of exams,
Micheal Mulindwa, of Nsangi, who was the driver.
They were intercepted b4 sharing the Examination paper, so there was no leakage of the paper.

Statement on purported Leakage of Papers

Nabweru Grade 1 Magistrate, His Worship Kibuuka Christian yesterday sentenced Rebbecca Munyeretsi to two months imprisonment or a fine of two hundred thousand shillings.
Munyeretsi, 30 years, is a private candidate, who registered for UCE at St. Francis S.S. Kawempe. She pleaded guilty of hiring the services of an impersonator to write for the examination on her behalf.
The magistrate said he gave a linient sentence based on a number of reasons; including but not limited to the fact that the accused pleaded guilty on her 1st appearance, and therefore did not waste court's time;
2. She has missed out on an entire academic year
3. She was remorseful
4. Her parents had already lost money in terms of school fees, which will not be recovered;
5. Court also considered the period she has spent on remand, and the fact she is still young and capable of reforming.
The 2nd accused in the case, Ms Nanteza Milly Matovu, the HM of St. Francis is still out on bail. She will appear in court on December 5, 2022.

Court in Nabweru, presided over by Grade 1 Magistrate, His Worship Christian Kibuuka, has today heard a case pertaining to examinations malpractice in form of impersonation, that occurred at St. Francis S.S. Kawempe.
The 1st accused, Rebecca Munyeza, 30 years, on strength of her own plea, pleaded guilty of procuring the services of a one Kidawuli Asumani, to write papers on her behalf. She allegedly paid 2.5 Million shillings to the Headteacher of St. Francis S.S Kawempe, Ms . Nanteza Milly Matovu, the 2nd accused, who is charged with aiding and abetting malpractice in form of impersonation. Ms. Nanteza is also charged with providing the Board with false information when she registered Munyeza Rebecca as a first time UCE candidate, which is not true.
Rebecca Munyeza was convicted as charged on the strength of her own plea and remanded to Luzira Prison. She will appear again in Court on November 1st, 2022.
The 2nd accused, Ms. Nanteza Milly Matovu pleaded not guilty and was released on a cash bail of five hundred thousand shillings ,(500,000=), only, while her two sureties were given a none cash bail of one million shillings, each. Her case is alsobdue for hearing on November 1st, 2022.
According to the UNEB Act 2021, impersonation attracts a fine on 20 million shillings or five years imprisonment, or both.

The first two days of the examinations have gone smoothly in most parts of thcountry, except for a few incidences as indicated in the statement below;

Day 1 of the UCE Examinations successfully ended without any major incidences in all parts of the country. In Mubende and Kassanda, movement of the contracted professionals ( scouts & invilators) was facillitated by the security. UNEB was given preferantial permission to conduct exams in the two lockdown districts.
Day 2 the candidates are set to write Chemistry Practical in the morning, and Music Aural, in the afternoon.

*NATIONAL EXAMINATIONS IN MUBENDE & KASSANDA DISTRICTS TO BE CONDUCTED AS EARLIER PLANNED*
Uganda National Examinations Board, (UNEB) informs the public that National Examinations in Mubende and Kassanda districts will go on as originally planned, starting tomorrow , Monday October 17th, 2022.
This follows consultations with both the Ministries of Health & Education, as well as the Security.
Contracted professionals involved in the conduct of examinations in the two districts are advised to move up to Mityana Police Station for further instructions, or to contact their Area Supervisors for guidance.
Those travelling should use transit vehicles through Mubende to Fortpotal or through Mubende to Kibaale.
Anyone conducting UNEB examinations should identify themeselves by presenting an Introductory letter & a copy of their National IDs to the security any other relevant officials.
The Board urges all those conducting examinations at different levels to follow the SOPS as guided by the Ministry of Health.
Remember integrity and security in the management of examinations, the health and safety of learners, is a joint responsibility. You are therefore urged to be vigilant and responsible .
A total of 349,445 candidates registered for the forthcoming UCE Examinations.
We wish all the candidates and those conducting the examinations God's blessings and protection.

The Board has introduced a toll free line 0800-211-077 which members of the public can use to report any suspected case of examinations malpractice. The Board also has now in place a whistle Blower's policy to protect those reporting from victimization andalso ensure their compensation once the information is proven to be accurate.

The Uganda Certificate of Education (UCE) Examination for the 2022 candidates will officially start on Friday October 14, 2022 with the briefing of candidates. The briefing is a very important exercise which must be conducted by the head teachers themselves. During the briefing session, candidates must be made aware of the instructions contained in the timetable and the Rules and Regulations on examination conduet. The head toachers must explain clearly to the candidates the
consequences of their not adhering to these rules and regulations, and of cheating in
the examination. UNEB has found out that cases of irregularities and malpractice
by candidates quite often arise from candidates receiving inadequate, or no briefing at all. We wish to encourage parents who can do so, to attend the briefing as well.
