The Second Ukrainian International Education Forum was held on March 26-27, 2019 in Kyiv.
The Forum was opened by the Minister of Education and Science of Ukraine, Mrs. Lilia Hrynevych, who, mentioned all the important aspects of teaching international students in Ukraine. The positive changes started with the number of international students, which increased for 10,000 compared to 2018, even though students continue complaining about the injustice of recruitment agenices, and it leads to economic and image losses in Ukraine.๐
During her speech, Lilia Hrynevych, as well as a year ago, emphasized that the training of international students in Ukraine should be based on three principles: the transparency of the entry procedure, the safety of students while staying in Ukraine, and the quality of educational process itself.๐ฉโ๐
The Minister announced the first complex language exam this autumn: โthis will be a pilot project, participated by some Institutions of Higher Education. But, starting from 2020, all international students will pass the language External independent evaluation after finishing first academic year of study. This issue is covered by The Ukrainian Center for Education Quality Assessment (UCEQA),โ said Lilia Hrynevych.๐ฉโ๐ซ๐จโ๐ซ
The new licensing conditions international for departments at universities were highlited as well. They will let strengthen the requirements for educational institutions that train international students. โTo admit international students for study, the institution must have a structural office for working with foreign citizens, which will, in particular, issue invitations for study and ensure that international students are staying in Ukraine legally. It is also obligatory to have student accommodations in institutions of higher education, where international student can live comfortably,โ โ said Lilia Hrynevych in her speech.โ๏ธ
The Deputy Minister of Education and Science of Ukraine, Roman Greba about the establishing of the StudyPass system (studentโs electronic cabinet). Now the studentโs personal information is protected by modern Blockchain technology, which has been working since 2018. This innovation was very welcomed by Embassies of partner countries. Now, on the site www.studyinukraine.gov.ua, the student has the opportunity to check the data from his invitation letter and learn information about the university, agent, Embassy and find more useful information.๐ฉโ๐ป๐จโ๐ป
During the Forum, there were a number of discussions and speeches concerning the teaching of international students in Ukraine, the normative and legal provision of higher education in Ukraine, the problems and prospects of medical education in Ukraine were discussed.๐ฉโ๐ฌ๐จโ๐ฌ
Deputy Minister of Education and Science of Ukraine Yuriy Rashkevich spoke about licensing requirements for the training of international students in Ukraine. โUnder the current Licensing Terms, the preparation of international students is licensed for each program of study. It means, that if the higher education has a wide range of specialties and wants to teach international students for every program, the university must prepare a separate package of documents for each direction. As a result, we have many complaints from educational institutions that they have to spend a lot of time and resources on the preparation of documents, despite the information is often duplicated. Therefore, in the preliminary program of changes to the Licensing Terms, we offer institutions to obtain one, separate license for the training of international students. It should be issued only for accredited specialties โ โ said Yuriy Rashkevich.๐ข
During the second day of the Forum a number of projects were presented, including ERASMUS + academic mobility programs by Ivanna Atamanchuk; international programs of the US Government and the opportunities of the internationalisation of education by Elizaveta Shchepetylnykova and Veronica Aleksanich. Taras Finikov presented bilateral Ukrainian-Polish project called โInnovation and Leadership University โ.
