Oulu is located in a subarctic climate with cold, snowy winters and short, warm summers. The average annual temperature is −2.7ºC (36.9 ° F). The average rainfall is 508 mm; fall out mainly in late summer and autumn. Despite the fact that the city has never been a resort, there are always many tourists and vacationers. The city especially attracts lovers of active recreation.

The University of Oulu (Finnish: Oulun yliopisto) was founded in 1958. It is one of the largest universities in Finland. In 2015, 14,221 students studied here at 6 faculties. The university is part of the Botanical Garden (Finnish: Oulun yliopiston kasvitieteellinen puutarha), located on the main campus of the university in Linnanmaa, a suburb of Oulu.

Roztashovani at the winter entry of the country, when the Ouluyoki rivers flow into the Botnichnu inlet of the Baltic Sea. Established 1605 to rock, Oulu is the oldest place in Pivnichniy Finland. The status of the place has become the same. Until the middle of the 18th century, the port town of Oulu was transformed into a significant center of shipbuilding.
