An independent Ukrainian non-for-profit think tank focused at countering hostile hybrid operations
Center for Defense Reforms (C4DR), an independent Ukrainian non-for-profit think tank focused on the development and promoting reforms in the defense and security sector with the prime focus at countering hostile hybrid operations. Since its foundation in 2016 C4DR develops and utilizes its own monitoring and research methodology, constantly improving its models of collection and analysis of poten
tial conventional and unconventional threats imposed toward Ukraine and its security partners. The Russian Federation is waging aggression against Ukraine and its global partners exercising kinetic operations combined with subversive efforts including strategically planned and executed destabilization operations and with strategic disinformation/ manipulation. These activities constantly penetrate and harm virtually every country’s social and economic sector, undermining national & public security of Ukraine and the partner countries. In response to these challenges C4DR initiates and carries out research and institutional assessments, training, capacity building for the Ukrainian government and civil society organizations, and a variety of outreach activities. C4DR’s primary goals are to (1) develop the measures, tools and methods of countering security threats that provide Ukrainian Government and its security partners with applicable hybrid security instruments, (2) develop training products and programs for government officials, civil society groups, and (3) maintain public outreach on the matters of security for wider public within Ukraine and beyond.
