Travellers from countries that have more infected people than 150 infected per 100,000, or over 50 infected per 100,000 if the proportion of positive tests is over 4 per cent (see table below), must be in quarantine hotels until a negative test result from a PCR test taken no earlier than 3 days after entry. The remainder of the entry quarantine can be carried out in your own home or in another suitable location. Protected people who have received the first dose of vaccine between 3 and 15 weeks ago and minors (under 18 years of age) who have travelled alone or with a person protected against COVID-19 do not need to stay in quarantine hotels.

People who arrive in Norway from areas with a quarantine duty must present a certificate of negative COVID-19 test (cf. COVID-19 regulations §4a). Approved test methods are PCR or rapid antigen test. The test is to be taken within the 24 hours prior to arrival in Norway. For people arriving by plane, 24 hours apply before the scheduled departure time of the first flight. The certificate must be in Norwegian, Swedish, Danish, English, French or German. People who cannot present such a certificate may be refused entry.

Everyone arriving in Norway from abroad shall be in quarantine, with the exception of specified countries in Europe with sufficiently low transmission (yellow areas and countries), unless they are mentioned in the exemption provisions in the COVID-19 regulations.
From 11 June at 3 pm, those who are fully vaccinated or who have had COVID-19 during the past six months can be exempt from entry quarantine. They must still be tested on arrival. Protected people who have had their first vaccine dose between 3 and 15 weeks ago, and children under 18 years must go into entry quarantine, but can end quarantine if they test negative by a PCR test no earlier than three days after arrival.

A very narrow scheme has been introduced which allows people to provide documentation of compelling compassionate grounds for an exemption from the requirement to stay at a quarantine hotel when arriving in Norway. Very few people will be granted an exemption under this scheme. The Norwegian Directorate of Immigration processes these applications and can answer questions relating to the scheme.

Travellers arriving from countries/areas in the EEA/Schengen/UK with more than 150 new cases of COVID-19 per 100 000 inhabitants must stay at a quarantine hotel until they have a negative result from a PCR test taken no sooner than 3 days after arrival. The rest of the travel quarantine may be completed in their own home or other suitable accommodation where it is possible to avoid close contact with others and stay in a private bedroom with a separate bathroom and kitchen or food service.

In order to improve infection control, people arriving in Norway from countries/areas that are subject to a duty to quarantine must register before crossing the border. This also applies to Norwegian citizens. Travellers must complete their registration prior to their arrival in Norway and may only register their journey in the 72 hours before their time of arrival.
