From the time of Polish rule, namely from 1590, come the first mention of the neighboring estate - the estate of Verro (Veremoiza). After the Great Northern War, when the so-called Russian times began, the then Tsarina Elizaveta Petrovna presented a part of the Horodyshche estates to Count Bestuzhev-Ryumin. Kirumpäe lands were sold and bought. During their tenure with the Mueller family, one of Mueller's daughters inherited the Verro estate. Mueller sold the estate of von Mengden, from whom, in turn, he bought it for the newly established county center

The first mention of the settlement of Kirumpäe, which was built to protect the eastern border of the Diocese of Dorpat, dates back to 1322. Around the stone settlement there was a large settlement of merchants and artisans Kirumpäe. The modern city of Võru is located a kilometer south of the ruins of the settlement of Kiruppää, which was finally destroyed during the next Moscow-Swedish war in 1656. Kirumpäe was a land trampled by wars, the settlement and the adjacent lands belonged to the Livonian Order, Russia and Poland.

The official founding date of Võru is considered to be August 21, 1784, when the Governor-General of Livonia signed a decree establishing a new city.

The oldest archaeological find in the modern city of Võru is a woman's skull dating back to the Middle Stone Age (dating back to about 4000 BC).

In 1943, the oldest treasure was found in the settlement of Tamula, which contained interesting pendants made of amber and bone objects.
