【海地駐台大使潘恩訪國立臺北大學 促進雙邊教育與國際合作交流】
國立臺北大學林道通校長於115年4月21日接待海地共和國駐台大使潘恩(H.E. Roudy Stanley Penn),並就雙方未來合作及國際交流等議題交換意見。出席貴賓包括海地駐台大使館政治事務官Mr. Jackson Merinor。
本校出席人員則包括林道通校長、學術副校長陳宥杉教授、國際事務處國際長韋岱思(Dr. Thijs Velema)、國際事務處張容瑛副國際長、國際學院詹佳縈院長、國際學院暨智慧永續發展學士學程馬國勳副院長、國際學院秘書巴桑塔(Dr. Haobijam Basanta)老師、國際事務處國際合作組陳克瀚組長、國際學院財務金融英語碩士學程盧建霖主任、城市治理英語碩士學程游尚儒主任、創新華語教學學士學程暨華語中心趙雪君主任,以及多位國際學生代表,包括Clovens Elie(城市治理英語碩士學程)、Wilande Avena(財務金融英語碩士學程)及Chaterine Senjaya(智慧永續發展學士學程)。
校長致詞時表示,誠摯歡迎海地駐台大使潘恩再次蒞臨國立臺北大學,此次為繼去年的「2025 TICA CUP國際學生交流活動」之後,大使第二度來訪,除帶來海地人民之友好問候外,更進一步深化雙方情誼與相互理解,謹代表全校師生致上最熱烈之歡迎與謝意。他指出,臺灣與海地長期維持穩定且深厚之夥伴關係,雙方合作涵蓋教育、農業、公共衛生及基礎建設等領域,充分展現互助合作與共同發展之精神。
校長並說明,本校持續推動國際化與教學創新發展,透過「X+AI」發展策略,結合法律、商學、公共事務及社會科學等專業領域與人工智慧應用,致力培育具跨域能力與社會責任之人才,並誠摯歡迎海地優秀學生來校學習與交流。
潘恩大使回應表示,適逢今年海地與台灣建交70週年,別具歷史意義。他指出,大學在人才培育與促進國際連結方面扮演關鍵角色,並表達願意擔任橋樑,協助串聯臺灣與國際學術及政策資源。他進一步提出以海地公務員為對象之短期培訓計畫構想,期盼與本校合作,並結合政府部門及城市機構,規劃兼具理論與實務之課程,內容涵蓋城市治理與地方分權經驗,並透過實地參訪深化學習,期盼建立長期且具體之國際合作模式。
校長對於建立短期國際交流與行政培訓課程之構想表示肯定,並指出學校具有跨城市、跨校合作之短期交流經驗,可作為未來推動之基礎。他強調大學應發揮社會影響力,透過大學社會責任計畫及產官學合作,結合地方發展與政府政策(如永續發展與減碳議題),並建議未來課程可擴大對象至政府人員及企業人士,發展為具國際合作與實務導向之培訓平台。
最後,校長對潘恩大使蒞臨本校並分享寶貴見解表達誠摯謝意,並期盼本次交流能為本校師生帶來啟發。雙方亦對未來持續深化交流與合作表達期待,並期盼共同推動具體且務實之合作成果。

Haitian Ambassador Penn Visits National Taipei University to Strengthen Educational and International Cooperation
On April 21, 2026, President Daw-Tung Lin of National Taipei University (NTPU) received H.E. Roudy Stanley Penn, Ambassador of the Republic of Haiti to Taiwan, for an exchange of views on future cooperation and international collaboration. Mr. Jackson Merinor, Political Attaché at the Embassy of Haiti, also attended the meeting.
From NTPU, attendees included President Daw-Tung Lin, Vice President for Academic Affairs Prof. Yu-Shan Chen, Dr. Thijs Velema (Dean, Office of International Affairs, OIA), Dr. Jung-Ying Chang (Associate Dean, OIA), Prof. Chia-Ying Chan (Dean, International College of Sustainability Innovations, ICSI), Dr. Kuo-Hsun Ma (Associate Dean of ICSI and Director of SSDM), Dr. Haobijam Basanta (Secretary of ICSI), Dr. Kenneth Han Chen (Director, International Cooperation Division, OIA), Dr. Chien-Lin Lu (Director, Master’s Program in Finance), Dr. Shang-Ju You (Director, International Master’s Program in Urban Governance), and Dr. Hsueh-Chun Chao (Director, Chinese Language Center and ITCSL Program), along with international student representatives Clovens Elie, Wilande Avena, and Chaterine Senjaya.
President Lin expressed his sincere welcome to Ambassador Roudy Penn of the Republic of Haiti to Taiwan on his return visit to NTPU. This visit marks the Ambassador’s second time on campus, following the “2025 TICA CUP” held last year. He noted that the visit not only brings warm greetings from the Haitian people, but also further deepens mutual friendship and understanding between both sides, and extended his heartfelt welcome and gratitude on behalf of the entire university community. He added that Taiwan and Haiti have long maintained a stable and close partnership, with cooperation spanning education, agriculture, public health, and infrastructure, reflecting a spirit of mutual support and shared development.
President Lin also highlighted that through its “X + AI” strategy, the university integrates disciplines such as law, business, public affairs, and social sciences with artificial intelligence applications, aiming to cultivate talent with interdisciplinary skills and a strong sense of social responsibility. He also warmly welcomed outstanding students from Haiti to study and engage in academic exchange at the university.
Ambassador Penn noted that 2026 marks the 70th anniversary of diplomatic relations between Haiti and Taiwan. He emphasized the important role universities play in talent development and international connectivity, and expressed his willingness to serve as a bridge between Taiwan and global academic and policy networks. He also proposed a short-term training program for Haitian public officials in collaboration with NTPU and relevant government and city institutions. The program would combine theory and practice, focusing on urban governance and decentralization, with field visits to deepen practical understanding.
President Lin welcomed the proposal, noting NTPU’s experience in cross-city and inter-university short-term programs, which could serve as a foundation for future initiatives. He emphasized the university’s social impact through USR (University Social Responsibility) programs and industry-government-academia collaboration, linking local development with policy priorities such as sustainability and carbon reduction. He also suggested expanding future programs to include government officials and industry professionals, developing them into an internationally oriented, practice-based training platform.
Finally, President Lin expressed his sincere appreciation to Ambassador Penn for his visit to the university and for sharing his valuable insights, and expressed his hope that the exchange would be an inspiration to both faculty and students. Both sides also conveyed their expectations for continued engagement and deeper cooperation in the future, with the aim of achieving concrete and practical outcomes.
