各位HSMUN的支持者：

於此，必須向所有關注我們的各路好友宣布，非常抱歉HSMUN將停止一切的辦理。

在2020全球面臨危機的同時，HSMUN也面臨了許多的艱難之處，由於我們面對到社團及模聯生態整體結構的變化，以及疫情肆虐下對所有營隊所帶來衝擊，使得HSMUN的整體計畫在短時間內確實難有被實現的可能性。在經過籌備團隊的討論及達成內部共識之後，雖然於今年暑假宣布延期，然由於實際情況切實不允許，只能作出停辦的決議，也在此向各位關注我們的朋友致上感謝及抱歉。

對於前次已經報名且保留的參加身分的代表們，HSMUN2020籌備團隊向你們致上十二萬分的歉意。此團隊理解到你們期待參加的心情，以及事後被延期且再次被取消的不悅及所帶來的不便。後續的退費及代表資格相關事宜的程序，我們將透過電子信箱的方式與您聯絡進行確認，敬請查看信箱。再次為停辦帶來的不便感到十分抱歉。

在此艱困的的時段，我們很遺憾只能離開，但希望模聯會更好，也期待HSMUN能有機會再次回歸。謝謝大家對HSMUN的支持，謝謝。

【2020 全國高中生模擬聯合國營 HSMUN 延期通知】

受到武漢肺炎的影響，為了配合政府與學校「建議停辦室內100人以上集會活動」的防疫措施，經過團隊內部多次討論，2020年全國高中生模擬聯合國營 (HSMUN) 將延期至明年寒假期間，最終時程會於日後在粉專上公布消息，

因此，HSMUN於2020年7月15日至7月18日的會期將取消。對於已經在早鳥報名期繳費成功的代表，我們將全額退費，再麻煩代表們注意自己的電子信箱與通訊軟體，我們將於近期內與您聯繫並處理退款事宜，若有相關問題，也歡迎至粉專私訊。

今年HSMUN的延期是2020年籌備團隊幾經研討決議的結果，籌備團隊深感遺憾與不捨，在此也感謝一路以來關注HSMUN粉專並參與報名的家長及同學們，讓我們一起平安度過這次疫情。

【Organization of Islamic Cooperation (OIC): Topic Introduction】(單／雙代混合)

Topic: Human Rights Under Religious Persecution

Islam first rose in the 7th century and spread across the Arabian Peninsula. Islam, which is widely recognized in today's society, is more than just a religion. In a broader sense, Islam is the basis for consideration of social setups, ideological systems, political and economic development, and cultural patterns. Muslims (the followers of Islam) rely on Islam as their spiritual sustenance and adhere to Islamic precepts as a rule of life. Since it covers a wide range and has a large number of believers, many different factions have emerged, the most important of which are Sunni and Shiites.

Religious persecution is a discriminatory policy and act that has systematically adopted a series of activities for a certain person or group based on the grounds of a certain religious belief or lack of such belief. Among the more common acts include deprivation of citizenship, abuse, murder, massacre and even genocide, etc., and such actions are often regarded internationally as a persecution of basic human rights. However, it must be emphasized that the scope of the definition of religious persecution is rather vague and is not limited to Islam. It may be the conflict between religions or the division within religions. Religious persecution has occurred in various religions, notable examples include the Witch-Hunt, the reconstructions of a large amount of churches which changed into mosques by Ottoman Turkish Empire, the Cultural Revolution in China, the Rohingya incident, and the Xinjiang ethnic purification campaign.

Struggles between Sunni and Shiite has persisted throughout the history, and there are also quite a lot of cases of Sunni and Shiite attacking minorities. To some extent, the combat between Sunni and Shiite often transcends the realm of religion. In today's complex international relations, national interest-based thinking is way more dominant, while sectarian and national interests often bring serious problems in the balance of human rights violations. Delegates are expected to search for solutions that address humanitarian issues of the cases provided by the dais team and seek for preventive measures to avoid similar events.

【Economic and Financial Committee (ECOFIN): Topic Introduction】(⚠️僅限單代報名)

Topic: Addressing Currency Manipulation To Facilitate Free Trade and Prevent Trade War

Throughout history, trade wars between countries have occurred and re-occurred, making it seemingly inevitable. Just almost two years ago, the clash between two of the world’s largest economies initiated a trade war affecting not only those within both countries but also others around the globe. The actions from both countries and the consequences it held made this trade war one of the most highly-interested issues for the international community. The trade war between the US and China exhibited numerous failures to negotiate a mutual agreement and displayed the lack of cooperation needed between countries.

Moreover, following the collapse of the Bretton Woods System, the floating exchange rate system was widely adopted. Therefore, countries were no longer forced to accept the fixed exchange rate and this allowed the central banks to intervene as a tool of monetary policy. By having the central bank manipulate the currency exchange rate and deviate it from market price, the country could gain disproportionately large advantages in the global economy, which is harmful to free and fair trade.

【General Assembly (GA): Topic Introduction】(單／雙代混合)
在早鳥報名期中，我們將會依序介紹此次會期三個委員會各自的議題。第一個介紹就是我們的第一個委員會General Assembly！

Topic: The Removal of Hong Kong from UN Non-Self-Governing Territories List

Since the restoration of the sovereignty of China from the Republic of China (Taiwan) to the People’s Republic of China (PRC) in the United Nations, the People’s Republic of China (PRC) has gradually shown their influence in the United Nations. Under the UN Charter, those who were listed as non-self-governing territories should receive assistance from UN to develop self-government and free political institutions. However, the People’s Republic of China declared that British Hong Kong and Portuguese Macau weren’t colonies but instead a Chinese territory ruled by foreign authorities, namely British and Portugal authorities.

In this conference, we would like to invite delegates to trace back to November 2, 1972, where the General Assembly initiated a discussion based on the “Non-self-governing Territories List” which included the Removal of Hong Kong from “UN Non-self-governing Territories List” and requires delegates to focus on the request of the removal of Hong Kong. Furthermore, delegates shall redeem segments regarding the removal of Hong Kong as a non-self-governing territory in Draft Resolution 2908 and eventually revote on the document.

除了前面關於議題的介紹，此次議會的最後一個session將會特別以論壇的方式呈現，希望以前項會議的結論作為基礎，延續其結論並探討此次會議對於香港局面的整體影響。依循前者會議結論，我們希望代表藉此投射至今日香港現狀，並探討此局面造成的可能因素與未來無論香港政府抑或香港公民將面對的情境。於今日香港現狀之下，香港與中國的關係極為複雜。當中，中國利用一國兩制之法，對外宣稱香港仍保有高度自由權，然 2019年香港的示威遊行卻是港民對於中國政府與香港政府不信任的徵兆。因此，如何確保香港保有其司法、立法、行政之獨立性乃是一大課題。此次論壇，我們希望代表以香港自治與其未來為題，從國體、政體的不同可能性中提出看法與可能的解方。最後延伸探討至香港該如何面對回歸時鄧小平提出的「五十年不變」大限，與2047 後的香港前途問題。

In the past years, HSMUN has served as an opportunity for high school students to become one of the Model UN community. Through the four day series of MUN related activities, we look forward to providing a chance for those interested in MUN to gain a better understanding of it.
HSMUN 2020 aims to provide a platform of Model UN that broadens the insights of its participants. We aim to become a conference where the involved grow and improve, where ideas clash and create, where bonds and bridges build.
Intending to pursue higher academic quality and aspire to the transcendence of the conference itself, HSMUN 2020 seeks those that share the same thought and have the same vision.
