藝術「進駐」如何「進住」社會？從新竹鐵道藝術村的實踐談起
How Do Art Residencies Become Part of Society? Practices from the Hsinchu Railway Art Village
在台灣，藝術進駐已迅速在藝術個體與總體發展過程中成為醒目的關鍵角色。一方面，藝術家仰賴這些計畫取得關鍵資源：包含經費補助、空間支持與創作媒材——且優先順序往往正如上述；另一方面，地方與社群則日益將其視為推動區域再生的契機。藝術進駐的演進歷程，映照出政府政策與策略的宏觀轉型；與此同時，其對台灣當代藝術生態的形塑力量，亦面臨著毀譽參半的評價。無論從何種視角切入，此一現象都值得投入嚴謹的學術關注。
In Taiwan, artist residencies have rapidly become a cornerstone of artistic development. On one hand, artists look to these programmes for vital resources: financial aid, studio space, and creative materials—often in that specific order of priority. On the other hand, local regions and communities increasingly view them as catalysts for urban regeneration. The evolution of these residencies reflects broader transitions in governmental policy and strategy; furthermore, their influence on the contemporary Taiwanese art scene is a subject of both acclaim and critique. Regardless of the perspective, the phenomenon warrants serious scholarly attention.
在即將於五月舉辦的講座中，我們很榮幸邀請到智邦藝術基金會副執行長暨新竹市鐵道藝術村總監李育萱，分享她對藝術進駐與社會間交織關係的見解。她將探討這些計畫如何不單只為藝術家服務，更能牽動所在地內外的多元利害關係人。
In our upcoming talk this May, we are honoured to host Yu-hsuan Lee, Deputy Executive Director of the Accton Arts Foundation and Director of the Art Site of Railway Warehouse in Hsinchu. She will share her insights into the intertwined relationship between artist residencies and society, highlighting how these programmes serve not only the artists themselves but also a diverse array of stakeholders both within and beyond the immediate locality.
本次分享將以「新竹市鐵道藝術村」為核心案例，回顧智邦藝術基金會自 2016 年至 2026 年間，在勞務委託模式下累積的十年實踐經驗。講座亦將對照國內外相關場域與機構的運作模式，為後續討論建構紮實的參照框架。我們期望透過這次交流，與參與者共同探討：藝術進駐如何超越單純的「駐地」，進而真正「進住社會」，並在不同的脈絡下，催生具持續性的公共連結與社會影響力。
Using the Hsinchu Railway Art Village as a primary case study, this session reviews a decade of practical experience accumulated by the Accton Arts Foundation between 2016 and 2026, managed under a service contract model. The presentation will contrast these findings with the operational modes of comparable venues and institutions, both domestically and internationally, to provide a robust framework for further discussion.Through this sharing, we aim to explore with participants how artist residencies can transcend "residing in a site" to truly "inhabiting society", fostering sustained public connections and social impact across diverse contexts.
李育萱，現任智邦藝術基金會副執行長、新竹市鐵道藝術村總監，並擔任台灣藝文空間連線（TASA）協會理事。自2010年起，長期以專案經理身份投入台灣、日本與芬蘭之間的藝文交流與合作計畫，累積豐富的跨國實務經驗。其專長為促進團隊共識建立，並推動跨領域專案之整合與協作。
Yu-hsuan Lee is currently the deputy executive director of Accton Arts Foundation, director of Art Site of Railway Warehouse, Hsinchu City, and serves as a director of Taiwan Art Space Alliance (TASA). Since 2010, she has worked as a project manager on various art and cultural initiatives connecting Taiwan, Japan, and Finland, building extensive experience in international collaboration. Her expertise lies in facilitating team alignment and leading interdisciplinary projects across diverse sectors.
