[2022港都模聯因疫情正式停辦]
各位代表,大家好。
活動期將近,相信各位代表都非常期待這次的盛大會議。然而,因為防疫政策窒礙難行,致使籌備團隊必須遺憾地宣布,2022港都模聯正式停辦。
感謝主席及工作人員為會議盡心準備,也感謝所有代表們為通過徵選做出的努力,港都模聯誠摯感謝您的理解及支持。
雖然今年度的會議已取消,但相信所有參與人員都已從準備及徵選過程中學習成長,希望您在接下來的日子裡能繼續活躍於參與模擬聯合國活動,也感謝這段期間您對港都模聯的指教。這些都將成為我們寶貴的經驗,也期待在來年的會議上見到您。

[KHMUN2022 is officially canceled due to the pandemic]
Dear delegates,
After thorough consideration, and in light of the ongoing COVID-19 developments, we regretfully had to cancel this year's KHMUN.
Thanks to all the participants for your hard work. We know that it is a very challenging time for everyone now, and appreciate your understanding and support.
Although the conference this year has been canceled, we believe that all participants have learned and grown from the whole process. We hope you can continue to be active in participating in Model United Nations activities for years to come. Moreover, we would like to thank you for all your advice to KHMUN during these days. They will be our valuable experiences, and we look forward to seeing you in the future.

【港都模聯針對先前的限時動態飲酒內容道歉聲明】
針對先前在「KHMUN TO-DO LIST」上的不當內容「偷喝酒隔天宿醉」,港都模聯秘書處僅代表全體籌備團隊希望以此文作為公開的道歉聲明:
我們清楚認知到該篇圖片既為 To-do List,後面也提到其他港都模聯特點,將該文的脈絡作為鼓勵代表喝酒的解讀是無誤的,際此,港都模聯雖在發現問題時將圖片撤換,但未做出進一步解釋,不僅沒有釐清誤會更帶來負面的影響。作為一個大型活動、模擬聯合國會議,甚為一個教育場合,港都模聯團隊做出錯誤的行為,後續亦沒有糾正自身的錯誤影響,實屬錯誤。
偷喝酒該詞本希望表達合法飲酒者在會議期間晚上的飲酒行為,因其對隔天會議有所影響而使用「偷」,會議本身不認為該用詞造成負面印象。然而,如前文所述,限時動態的行為脈絡確實有鼓勵意涵,而港都模聯更應因其教育初衷、維持活動品質而禁止、不鼓勵飲酒行為的發生。
模擬聯合國會議需所有成員的專注參與,任一成員的飲酒行為皆會干擾到會議議程的進行,進而造成會議品質的影響,也干擾到成員的學習權益。在會議刪除限時動態後沒有公開道歉,更造成了負面影響,也使活動偏離教育的目的。
綜上,港都模聯秘書處、全體籌備團隊為 1. 鼓勵參與者飲酒、 2. 並未即時說明、道歉,對於其參加者、模聯社群的公開致歉。同時,秘書處為與團隊討論、反覆溝通,原秉持教育活動同需教育自我的想法而花費較長時間,難以即時回應,亦深感抱歉。
最後,感謝各方模聯前輩先行發聲,即時糾錯,感激不盡。

《SPECPOL Topic Introduction》
Following the detrimental deaths and human rights violations in the Occupied Palestinian Territory including East Jerusalem and the occupied Syrian Golan, General Assembly resolution 76/80 called for the cessation of unlawful Israeli practices and measures - especially condemning the acts of illegal settlement, construction of blockades, excessive use of force, forced displacement, and imprisonment of thousands of civilians. Investigations have been continuously conducted by the Special Committee on the issue, whereas the Security Council and Human Rights Council have remained seized on the matter.
In pursuant to prior decisions and reports, delegates of SPECPOL will be facing one of the world’s most enduring conflicts, by understanding the history and ideologies behind the hostility in the region, studying the atrocities committed against international law, and concluding resolutions that reaffirm past UN decisions, measures, and hopefully alleviate the impediments of conflict that deprived the involved from enjoying their human rights.

《GA3 Topic Introduction》
Ever since the 17th and 18th centuries, human trafficking has become an important mark in human history with the age of discovery and the introduction of industrial revolution came economic growth and the expanding market of international trade. Yet despite the efforts made to improve this catastrophe, it is still an existing problem. Which causes numerous humanitarian crises worldwide; victims are mainly trafficked for sexual exploitation and forced labor. Even worse, trafficking for criminal activities poses a serious threat to global society.
Asia, where human trafficking is notorious, with a long history of human trafficking, is still suffering and is in the progress of tackling the said issue. Victims have become the main source of labor as the economy of Asia begins to develop rapidly, causing demands for both labor and sexual exploitation. Though some nations are implementing laws and protocols to eradicate and prevent further forms of human trafficking. However, it does not mean that human trafficking victims will decrease. Calling for stronger protocols and legislation is still urgent, and needs to be tackled immediately.
Under the framework of SOCHUM, participants are encouraged to reach accordance with acknowledgment and draft feasible solutions in combating the issue of human trafficking.

《GA2 Topic Introduction》
Since the establishment of the United Nations in 1945, the violations of international law have been performed by governments, such as an invasion of another country’s sovereignty. In order to avoid war and direct opposition between nations, sanctions are imposed in order to penalise and prevent infringing international law in the future. Sanctions are means, such as restrictions on financial transactions or the suspension of trade, that are applied to a country in order to force it to obey international law. Moreover, sanctions pose a threat to the country, affecting a wide range of transactions. Especially if economic sanctions are imposed, examples of consequences would include the distribution of trade flow in different industries and the inflation of currencies. If countries are able to impose effective sanctions, world peace is meant to be sustained.

《UNSC Topic Introduction》
With the rapid advancements of information and communication technologies (ICTs) in the past decades, regulatory frameworks on cyberspace in the context of international security have expanded significantly. Since the COVID-19 pandemic, there has been an increase in governmental dependency on sensitive military information in the digital space as well as national reliance on critical information infrastructures (CIIs), making states becoming more vulnerable to a possible future cyber warfare.
The concept of responsible state behavior in cyberspace was first introduced by the United Nations Group of Governmental Experts (GGE) in 2015, which aimed to promote voluntary, non-binding, obligatory norms as a diplomatic approach toward building interstate confidence in cybersecurity. Although such preemptive measures may effectively prevent conflicts as a consequence of a cyber Thucydides Trap, the current international laws are still insufficient to legally enforce the ideal in terms of penalties for government-sponsored cybercrimes, etc.
Upon this issue, delegates must consider the roles of international law, normative frameworks, capacity and confidence-building measures (CBMs) in the aspiration of interstate cooperation on cyber and international security.

《聯合國糧食及農業組織 議題介紹》
近年來因為新冠病毒的肆虐、烏俄戰爭的爆發,供應鏈的斷鏈及全球經濟的波動下,從既有的秩序之中,讓糧食安全陷入前所為見的危險:運輸成本、化石能源、穀物價格的上漲與波折,導致從糧食配送、當地農民乃至民生飲食產量的供給,每個層面悉數告急,讓一向備受重視的糧食分配問題再現危機。在氣後變遷日趨嚴重的現況,病蟲害的猖獗與極端氣候災害的猖狂,糧食議題夾雜著動盪與緊張。諸多地方:急缺石化肥的北非、動亂倥傯的中東、天災爆發的馬達加斯加、及仰賴小麥進口的孟加拉、喬治亞……情勢迫在眉睫。
在諸多外力的干擾,經濟、戰亂、疫情、天災乾旱下,該如何建立糧食系統的強韌(Food Resilience),使其能夠達到系統的內部穩定性,顯得至關重要。在新威脅的催誘時,潛伏的問題浮現之際,「重審糧食強韌系統的框架」變得發人深省。
模擬聯合國糧食及農業組織希望代表能夠在既有的國際規範中審思其中的完備性,如何確保食物市場的可獲量?如何轉型現有食物系統在自主性與依賴性的缺乏?如何人道援助高風險區域與族群?又如何在永續的規章下建立有效的政府秩序?希望代表能在科技與制度的創新中,思考未來糧食系統的可能性。

Greetings, my name is Rubin, a current senior of National Yang Ming Chiao Tung University majoring in law under the Arete interdisciplinary honors program.
My Model UN stretches way back to my high school days, where I served as the Secretary General of FongMUN and participated in most of the prominent conferences of Taiwan. Model UN has since been my greatest hobby and vocation, hence why you can often find me presiding as chairs or sharing my experiences at relevant occasions.
As a chair, I work to provide accurate simulations of international regimes by incorporating my studies and experience. If you are an eager learner looking to test your limits and bolster your understanding of the UN through a substantive and rigorous approach, I highly encourage you to join our committee.
On an ending note, I believe that the essence of Model UN lies not in your ability to out-perform others, but your vigor and courage to become the initiative. I look forward to meeting all of you personally, and learning how Model United Nations has inspired you, just like how it ignited the spark within me.

How do you do?
Welcome to KHMUN, this is your co-chair Aleksander. I cherish the chance to serve in GA4 of this year’s KHMUN respectfully with sheer honor.
Stories are of great significance to me, they are a demonstration of what life and imagination combined can craft. Model United Nations are also a story to me, observing a sequence filled with intense twists and turns. Under the structure of the committee, delegates script their own chapters, face challenges, as well as blaze new trails. No matter what you seek, do not stop in the pursuit of the greater.
In MUN, there is no such thing as perfect. We all have our glorious moments, likewise, we have our lows. The times weren’t meant for us to gain arrogance, nor were we to lose confidence. It is my belief that we shouldn’t forget the essence of MUN: Debating toward a successful resolution.

Greetings comrades!
My name is Comrade Chang, I am the co-chair of the GA4 committee.
My MUN experiences consisted of conflict and clashes between nations. I started my first conference as a delegation of Côte d'Ivoire to the security council. After being impressed by the mightiness of international law, and seeing delegates tackling an issue using international law at that conference for the first time, I started my path towards learning international law.
Although still naive and infantile on the path of studying international law, I encourage new muners to touch and explore it. At first glance, the sheer amount of information and knowledge international law could give a newcomer on this path could be overwhelming, this is where most new-muners would stop and turn their heads away. But I would encourage a little further exploration, from there, you would understand and be impressed by all the inexplicable “rules' ' that you had encountered during the conference, as they now had once again appeared in front of you in the form of international law. You are familiar with these “rules'' but not in the form of international law.
Aside from MUN, I do consider myself a gamer, a PC gamer. I play all ranges of games: Elden ring, Escape from Tarkov, Warthunder, Titanfall, Hearts of Iron, etc. And I also read a lot……….. There isn't much for me to talk about myself. I’m running out of materials…….
Delegates, it will be your time to shine at the conference, hope you have a good time researching and preparing for it.

Greetings to all! My name is Olivia, currently an 11th grader from Makong Senior High School, and it is my privilege to serve as your chair of the Social, Cultural, and Humanitarian Council at KHMUN 2022.
Model United Nations has become a significant part of my life ever since 2020 and has never failed to fascinate me with all the detailed and thorough opinions. I always say "Every opinion matters, and each expression values" to delegates so as to prompt them to voice their opinions, and I hope this can encourage all the participants at this conference as well.
In addition to MUN, I have been playing the piano for more than 12 years and have arranged several pieces as well, and I'm also a big fan of the Sherlock series. As a student in the natural science group, I am particularly interested in biology, especially immunology. If you have any similar interests, feel free to approach me.

I'm Gloria Wu, currently a freshman studying at Kaohsiung Girls' Senior High School. It's my pleasure to serve you as co-chair of GA3 in KHMUN 2022.
MUN provides me a stage to demonstrate my ability in countless aspects, building up my confidence through debates and negotiations. While venturing the world by discussing international issues, MUN expands my knowledge and enhances my public speaking ability. Debating global issues from different perspectives, in my opinion, is the most fascinating moment at MUN.
Since I started my MUN career in 2021, when I joined KGMUN enthusiastically, I have met lots of talented delegates and created numerous delightful memories with them. Please feel free to contact me during KHMUN 2022! Hope all of us can enjoy the conference with plenty of beautiful moments.

My name is Christine Ko, a current sophomore at Kaohsiung American School, and it is my utmost honour to serve as the co-chair of the Social, Cultural, and Humanitarian Council at KHMUN 2022. Model United Nations to me signifies intense debates, exchanging ideas, and presenting your words and ideas to massive crowds. I fell in love with the idea of incorporating debates with issues that I already formed interest in, and I began to devote even deeper into this extra curricular. I believe that MUN trained your critical thinking skills, public speaking ability, and most of all, I hope that after each conference, you leave with satisfaction and new friends.
Besides MUN, I enjoy literature, listening to music on spotify, crochet, scrolling through Tik Tok, and occasionally watch anime. Please do not feel intimidated while approaching me or other chairs, and I am more than welcome to help you on anything that you might have a question on. It'll be a pleasure to greet you all in July, and I hope that this conference will be one of the most memorable conferences that you'll attend in your everlasting MUN career.

Greetings! My name is Yankee Leung, a junior at I-Shou International School, and it is my utmost pleasure to serve as your chair at the Economic and Financial Committee (ECOFIN) in KHMUN 2022. Ever since my first contact with a formal MUN conference February of 2021, I fell in love with the experience this extracurricular activity has brought to me. As a lover of history and debate, MUN created the perfect platform for me to share my passion in the most significant way. Being a MUNer is so remarkable because everyone gets the opportunity to negotiate with one another, share different perspectives, and spark numerous fruitful discussions. Please don’t hesitate to ask any questions regarding the procedure, techniques during debates, or just to talk to me in general. Aside from MUN, I also enjoy watching and playing sports, most notably, soccer and volleyball, and also eat a lot of food. Along with my co-chairs Joanne and Michael, we hope that this conference will be an enjoyable experience for both you and me. I sincerely look forward to meeting you all!

My name is Michael, currently a freshman at Kaohsiung Senior High School (KSHS), and it is my honour to be able to serve you as a chair. I will be chairing the topic of “The Discussion of Sanctions and its Economic Impacts on Member States” if you encounter any difficulties, feel free to ask me any questions during the conference.
MUN plays a large role in the way I view the world, which has helped me widen my perspective of all he ongoing issues around our planet. Some of these issues contrast disaster, ranging from Nuclear proliferation to Global Poverty, on the other hand diligent and cooperative delegates dig up ways to resolve these issues occurring around the world. In my opinion, MUN is a passageway to develop a powerful way of thinking and thoroughly understanding a country's position in connection to international relations. Hopefully we can all have a great experience, and be prepared…for an unforgettable conference!

Greetings! I am Joanne Lee, a sophomore at National Tainan Girls' Senior High School. It is my utmost pleasure to serve as the co-chair with Yankee and Michael at the ECOFIN in KHMUN 2022. In the year 2020, I began participating in MUN. Throughout several conferences I've attended, I've come to realize that MUN plays a significant part in my life and has profoundly influenced me. MUN is, in my opinion, a place for people to express their unique points of view and exchange a wide range of fantastic ideas. I feel more confident when it comes to public speaking and negotiating with various delegations. MUN enhanced my critical thinking skills and taught me how to think as if I were in someone else's shoes in order to reach a consensus. I believe that the MUN journey will undoubtedly provide us with a wealth of new knowledge. I am looking forward to meeting every delegate.
