文化研究國際中心 International Center for Cultural Studies 本中心的設立宗旨為推動具有地緣分析以及全球視野的亞際文化批判研究,從社會文化現狀切入,探討背後的政治經濟以及歷史因素,進行歷史化以及理論化的學術研究,俾使本中心成為帶動知識發展的學術重鎮。

陽明交通大學「文化研究國際中心」(International Center for Cultural Studies, ICCS_NCTU)於2012年成立,旨在促成陽明交通大學人文社會領域跨系所合作,整合交通大學、清華大學、中央大學以及陽明大學四所優秀大學的人文社會領域研究人才,共同支持台聯大系統「文化研究國際中心」(International Institute for Cultural Studies, IICS_UST),以及「亞際文化研究國際碩士學位學程(台灣聯合大學系統)」(International MA Program in Inter-Asia Cultural Studies, IACS_UST),同時推動跨領域、跨校與跨國合作的學術研究計畫以及國際化教學環境。

本中心推動的工作包括:建立跨國合作的研究中心聯盟與學術交流連結,推動國內以及國際學術出版,邀請國際學者進行長短期訪問或駐校講座,規劃年度主題性講座系列、議題導向的國際學術工作坊以及研討會,爭取校外經費推動階段性整合研究計畫,推動校園國際化的教學環境。

2018年起本中心榮獲「教育部高等教育深耕計畫---特色領域研究中心」經費補助「衝突、正義、解殖:亞際社會批判研究」計畫,由交通大學、清華大學與中央大學共40位跨系所與跨校研究員,包括社會學、人類學、經濟史、政治哲學、思想史、物質史、性別研究、論述分析與藝術實踐等不同領域,共同推動「衝突、正義、解殖:亞際社會批判研究」計畫,五個子計畫,41個議題。

文化研究國際中心以「亞際社會批判研究」作為研究對象的主體。亞「際」所凸顯的是亞洲社會之間的遷徙交會、歷史關聯、相互影響、衝突矛盾、互惠互利等等不同形式的關聯。面對後冷戰及新自由主義盛行的二十一世紀,全球資本流動、亞洲快速崛起、區域政治經濟重組,東北亞、東南亞以及南亞出現了的大量的跨國移動勞工,各地社會因為發展主義而導致城鄉以及貧富差距懸殊,也出現不同形態的內部衝突。當前臺灣積極推動南向政策之際,對於亞際社會的歷史文化以及社會現狀進行深度理解與批判研究,是刻不容緩的學術工作,也是介入國際學界的必要知識生產。

亞際社會巨大變化中不同型態的衝突,必須結合跨領域、跨校以及跨國的研究團隊,進行歷史重估、當前問題分析、知識解殖以及共同體難題探討,以便提出亞際地區跨地合作與共生社會的思考策略與解決方案。

目前本中心的發展,著重於跨域、連結、深耕、實踐四大面向:
本中心凸顯跨域、連結、深耕、實踐的四大方向的年度亮點成果:

(一)跨國連結,建立國際研究機構聯盟,加強跨國合作
強化跨國研究機構聯盟
持續跨國合作單位學術與教學交流協議書的簽訂
合作舉辦國際學術活動:根據本中心總計畫以及各子計畫推動方向,合作舉辦國際講座、工作坊,以及系列專題講座。2018年度舉辦系列國際學術講座共10場,國際工作坊/營隊共4場,國際學術研討會2場。
(二)延攬優秀國際人才,建立國際研究以及教學環境
玉山學者:Alain Brossat擔任駐校研究員,進行研究與教學授課,帶領博碩士生進行研究,協助邀請著名國際學者訪問,建立國際合作關係。
國際學者駐校講課:延攬國際優秀教授來臺駐校講課二人。
短期國際訪問學者:延攬國際優秀學者擔任短期駐校/講座研究員37人。
(三)培育人才,落實教育深耕實踐,訓練高階學術以及領導人才
博士後研究員:延攬國內外優秀博士後研究員7人,執行中心計畫,並協助中心研究計畫之行政業務。
學生短期跨國訪問:延續TEEP計畫的理念,持續接受國外研究生進行訪問研究,尤其鼓勵合作單位的學生來訪,以及本地生赴外移地研究。2018年支持學生出國田野以及出席國際會議共128人,接受國際研究生短期訪問7人。
強化延攬優秀境外生:目前本中心支持的交大社會與文化研究所博士生50人中有26位國際生,碩士生45人中15位外籍生;台聯大亞際文化研究學程52位碩士生中有23位國際生。本地生與境外生共同參與課堂學習以及執行研究計畫,打開國際化的學習環境。
研究生資料庫計畫:透過國際生與本地生合作,執行數位資料庫計畫 Conflict, Justice, Decolonization: Critical Studies of Inter-Asian Society,促成境外生與本地生參與本中心的研究計畫,共同學習,訓練學生學術資料蒐集與撰寫文章的能力,同時建立各地研究資源共享平台,加強國際學術連結。
鼓勵研究生組織研究計畫與國際工作坊:由國際學生與本地學生合作策展「民眾在何處?亞際社會民眾劇場工作坊」,邀請東南亞、東北亞及非洲8個國家30餘民眾劇場行動者與學者參與,並執行文獻展。
跨校合作:透過台聯大平台,結合四個學校教師人才資源,共同推動亞際文化研究國際學程,實質促成學生與教師的跨校合作與交流。
(四)學校與社會對話,多元知識生產,社會實踐
異鄉人合作社 STRANGER COOPERATION:由本地生與國際生共12人一起合作,駐點於新竹東門市場,以工作室的形式,「推動不分本外、不分階層的文化交流,匯集各地、各階層的文化,在市場中拼湊成新的景色」,共同探討各地社會的底層人民議題,包括移工、移民、難民、性別不平等、環境正義以及社會支援體系,促成學校與公民日常生活的對話,並出版小誌,作成電子書,廣泛傳播。
「移工現狀、難題與出路」論壇:邀請泰國、韓國以及本地7個NGO組織,進行討論。
六燃計畫,藝術介入:透過藝術實踐介入社區營造、以智慧科技進行生態保育監控、結合文史田調與混合實境再現歷史現場,帶動新竹市民與國際社會的參與,讓新竹六燃二戰遺址變成一座活的「新竹生博物館」(Hsinchu Living Museum)。
(五)學術出版:專書、期刊、論文
出版:學術專書7本,期刊論文11篇,專書論文4篇,研討會論文24篇。
支持國際學術期刊的出版:Inter-Asia Cultural Studies, 《文化研究》以及《人間思想》等期刊8本。
執行working paper series網路出版。

🌏2026年5月4日,國立陽明交通大學舉辦「全球生產網絡、國家與移工:半導體產業中的勞動治理」演講,邀請國立高雄師範大學陳亭茜助理教授主講。

💫陳老師從跨國勞動體制的角度出發,帶領聽眾重新理解臺灣半導體產業的成功背後,如何仰賴一套由企業、國家、仲介與移工共同構成的多重尺度勞動體制。

🏭半導體產業升級背後,是移工成為不可或缺的基層勞動力
臺灣在全球半導體生產鏈中扮演重要的代工角色,從晶片設計、製造到封裝測試,形成高度分工的產業體系。以新竹科學園區與楠梓加工出口區(現已更名為楠梓科技產業園區)為例,新竹科學園區主要集中於晶片設計與製造,楠梓加工出口區則以封裝測試為主。根據2018年資料,新竹科學園區的移工比例約為5.7%,楠梓加工出口區則達13.2%。

這說明,即使半導體產業常被視為高科技、高附加價值產業,其生產運作仍高度依賴大量基層作業員與移工勞動。尤其楠梓加工出口區的發展歷程,更呈現出臺灣科技產業勞動結構的轉變,該區早期以成衣、電子零組件等勞力密集型產業為主,後來逐漸轉型為半導體封裝測試產業。隨著臺灣教育普及、在地勞動力進入工廠工作的意願下降,移工也逐步成為園區內不可或缺的重要勞動來源。

⚖️移工勞動條件不是單一企業決定,而是多重尺度共同形塑
本次演講的核心概念,是「多重尺度的勞動體制」。陳亭茜老師提醒,若要理解移工在臺灣科技業中的工作條件,不能只從單一工廠或個別雇主的管理方式來看,而必須同時放在全球、國家與地方三個層次中觀察。從全球層次來看,跨國品牌買家透過訂單、交期與企業行為準則,對臺灣代工廠形成商業壓力;同時,NGO與RBA等私人治理機制,也試圖介入供應鏈中的勞動治理。從國家層次來看,《就業服務法》、簽證政策與移工配額制度,規範了移工如何進入臺灣、如何工作,以及能否轉換雇主。至於地方層次,則涉及代工廠、私人仲介與地方勞動市場如何共同安排移工的工作、住宿與日常生活。

在全球生產網絡中,臺灣科技廠商雖然具有高度技術能力,但多數仍處於合約製造商的位置,必須回應品牌商短交期、零庫存與即時生產的要求。這種生產模式反映到基層勞動現場,便形成12小時輪班、產線不停機與高度時間壓力。換言之,移工所承受的勞動強度,並不能單純歸因於個別企業的管理選擇,而是全球供應鏈競爭、國家移工政策與地方用工制度相互交織後的結果。

📖 Introduction to the Event:
Amid the restructuring of global supply chains and intensifying geopolitical competition, trade policy is no longer limited to tariff reductions 🌐📈. It has increasingly become an important policy instrument for advancing labor rights protection and human rights standards. The National Yang Ming Chiao Tung University School of Law and the International Center for Cultural Studies (ICCS) have long been concerned with this issue and have continued to explore related institutional developments. This event is organized by ICCS Subproject III, “Migration, Unequal Citizenship, and Critical Legal Studies,” and features Associate Professor Ying-Jun Lin of the Fu Jen Catholic University School of Law as the keynote speaker 👩‍🏫. The event will be moderated by Associate Professor Yu-Fan Chiu, the principal investigator of the project, with Attorney Yen-Po Chen of InfoShare Tech Law Office and Bonny Ling, Executive Director of Work Better Innovations, serving as discussants 🤝⚖️. Together, they will explore the complex relationship between trade policy and labor rights protection. This lecture will approach the issue from the perspective of international trade law, analyzing the interaction between trade liberalization and labor rights protection, while also examining the development and institutional implications of labor provisions in contemporary trade agreements.

📖 活動簡介:
1985年,胡耀邦在箇舊發表演說,敦促地方官員配合國家政策,推動對周邊礦產資源的「放開」。隨後,數以萬計原本被排除在礦業之外的勞動者湧入附近山區,參與礦產開採,並在接下來十年間帶動錫產量的顯著提升 。本論文透過考察此一時期礦業部門的開放過程,探討不同群體之間的競爭如何賦予政府既有「大」與「小」分類以新的意義。

自1980年代初以來,這些分類已被廣泛使用,既可指涉地殼中礦石品質的差異 ,也可指涉開採規模的大小 ,甚至涵蓋被授權從事採礦活動的組織類型。在雲南南部山區推動礦業改革的過程中,地方行動者必須發展出新的方式來吸納或排斥不同背景的勞動者 ,並在既有國有企業礦工與新進者之間建立山區中的社會關係 ,同時創新開採實踐,進一步改變國家、集體與私人經營組織之間的運作模式。關於規模、政府監管、勞動階序 、所有權、毛澤東時期基礎設施的命運 🏛,以及更為根本的問題——即「群眾」如何、以及是否能夠被納入這一開放中的經濟體系——等關鍵辯論,皆在箇舊周邊山區的具體實踐與衝突中被形塑與裁決。

📖 Abstract:
In 1985, Hu Yaobang gave a speech in Gejiu urging local officials to follow national efforts to “release” nearby minerals. Tens of thousands of workers who had previously been excluded from the industry subsequently flocked to the nearby mountains to aid in extraction efforts 🏔️. Tin outputs surged over the next decade . This essay explores the opening of the mining sector in this period by attending to how competition among different groups gave new meanings to the government's categories of Big and Small.

Common since the early 1980s, these designations could refer to the quality of ore in the earth's crust , the scale of extraction efforts 🏭, as well as the types of organizations authorized to mine. Reforming this sector in the mountains of southern Yunnan required local actors to pioneer new ways of both recruiting and repelling workers of various backgrounds, foster mountainside relationships between long-standing SOE miners and newcomers , and innovate extraction practices that further transformed state, collective, and privately run organizations. Crucial debates about scale, government oversight , hierarchies of labor, ownership, the fate of Maoist infrastructures , and, most fundamentally, if and how the “masses” (qunzhong) could be integrated into the opening economy came to be adjudicated on and in the mountains around Gejiu. This talk will offer a discussion of the broader context within which I undertook this research and a critical assessment of the legacies of this Reform era set of experiments.

📖 活動簡介:
1985年,胡耀邦在箇舊發表演說,敦促地方官員配合國家政策,推動對周邊礦產資源的「放開」。隨後,數以萬計原本被排除在礦業之外的勞動者湧入附近山區,參與礦產開採,並在接下來十年間帶動錫產量的顯著提升 。本論文透過考察此一時期礦業部門的開放過程,探討不同群體之間的競爭如何賦予政府既有「大」與「小」分類以新的意義。

自1980年代初以來,這些分類已被廣泛使用,既可指涉地殼中礦石品質的差異 ,也可指涉開採規模的大小 ,甚至涵蓋被授權從事採礦活動的組織類型。在雲南南部山區推動礦業改革的過程中,地方行動者必須發展出新的方式來吸納或排斥不同背景的勞動者 ,並在既有國有企業礦工與新進者之間建立山區中的社會關係 ,同時創新開採實踐,進一步改變國家、集體與私人經營組織之間的運作模式。關於規模、政府監管、勞動階序 、所有權、毛澤東時期基礎設施的命運 🏛,以及更為根本的問題——即「群眾」如何、以及是否能夠被納入這一開放中的經濟體系——等關鍵辯論,皆在箇舊周邊山區的具體實踐與衝突中被形塑與裁決。

📖 Abstract:
In 1985, Hu Yaobang gave a speech in Gejiu urging local officials to follow national efforts to “release” nearby minerals. Tens of thousands of workers who had previously been excluded from the industry subsequently flocked to the nearby mountains to aid in extraction efforts 🏔️. Tin outputs surged over the next decade . This essay explores the opening of the mining sector in this period by attending to how competition among different groups gave new meanings to the government's categories of Big and Small.

Common since the early 1980s, these designations could refer to the quality of ore in the earth's crust , the scale of extraction efforts 🏭, as well as the types of organizations authorized to mine. Reforming this sector in the mountains of southern Yunnan required local actors to pioneer new ways of both recruiting and repelling workers of various backgrounds, foster mountainside relationships between long-standing SOE miners and newcomers , and innovate extraction practices that further transformed state, collective, and privately run organizations. Crucial debates about scale, government oversight , hierarchies of labor, ownership, the fate of Maoist infrastructures , and, most fundamentally, if and how the “masses” (qunzhong) could be integrated into the opening economy came to be adjudicated on and in the mountains around Gejiu. This talk will offer a discussion of the broader context within which I undertook this research and a critical assessment of the legacies of this Reform era set of experiments.

This reading forum discusses the book Governing Digital China (2026) by Daniela Stockmann and Ting Luo. It is organized into two parts: reading group discussions and a book talk by the authors. The book engages with the conceptual and empirical contributions of The Digital Dilemma, which interrogates how states navigate the tension between digital openness and political control . Focusing on China, it challenges the binary view that digital governance in authoritarian contexts is purely top-down. Instead, it introduces the concept of popular corporatism — a framework that foregrounds the dynamic, mutually dependent relationships among the state, platform companies, and citizens .

While digital technologies enable economic growth and innovation, they also facilitate collective action and potential political instability 📈⚠️. The Chinese case is particularly instructive because it combines strong regulatory capacity with a thriving digital economy. The authors argue that this balance cannot be explained by state control alone; rather, it emerges through ongoing negotiation with platform firms and user practices. The book also critically examines the Social Credit System as a concrete institutionalization of these dynamics — one in which data generated through everyday digital participation are repurposed for governance, evaluation, and behavioral regulation, blurring the boundary between economic incentives and political oversight .

This forum invites participants to reflect on how this triadic relationship reconfigures our understanding of power, governance, and participation in digital societies . How might this framework travel beyond China — to South and Southeast Asia, or even to liberal democracies? And what does it reveal about the political life of everyday digital practices?

Trade Policy and Labor Rights: Competition and Convergence ⚖️💼

📖 Introduction to the Event:
Amid the restructuring of global supply chains and intensifying geopolitical competition, trade policy is no longer limited to tariff reductions 🌐📈. It has increasingly become an important policy instrument for advancing labor rights protection and human rights standards. The National Yang Ming Chiao Tung University School of Law and the International Center for Cultural Studies (ICCS) have long been concerned with this issue and have continued to explore related institutional developments. This event is organized by ICCS Subproject III, “Migration, Unequal Citizenship, and Critical Legal Studies,” and features Associate Professor Ying-Jun Lin of the Fu Jen Catholic University School of Law as the keynote speaker 👩‍🏫. The event will be moderated by Associate Professor Yu-Fan Chiu, the principal investigator of the project, with Attorney Yen-Po Chen of InfoShare Tech Law Office and Bonny Ling, Executive Director of Work Better Innovations, serving as discussants 🤝⚖️. Together, they will explore the complex relationship between trade policy and labor rights protection. This lecture will approach the issue from the perspective of international trade law, analyzing the interaction between trade liberalization and labor rights protection, while also examining the development and institutional implications of labor provisions in contemporary trade agreements.

. Kwang-Suk Lee argued that generative AI, driven by techno-optimism and FoMO, intensifies creative labor precarity in Taiwan and Korea through three crises: exploitative commodification, task-ification, and workslop. He calls for collective bargaining and institutional reform.

The lecture highlighted how generative AI causes alienation and exploitation in creative labor, underscoring the need for collective action and transnational solidarity to protect labor rights.

📌Discussant Prof. Sang-Min Kim noted that generative AI causes dual alienation for creative workers through unauthorized use and accelerated deskilling. He warned that gig workers adopting AI out of survival pressure risk hastening their own obsolescence, stressing collective action and caution against overextending FoMO.

📌Discussant Secretary-General Fu-Chuan Tseng 曾福全 noted that generative AI creates invisible labor and creative alienation through data extractivism, fragmentation, and deskilling. He stressed that workslop remains
uncompensated and called for mandatory AI risk disclosure, a ban on AI-based KPIs, and Taiwan-Korea union collaboration.
