你有聽過「韌性領導(resilient leadership)」嗎?

在《教育研究月刊》中,臺北市立大學教育行政與評鑑研究所吳清山教授將「韌性領導」定義為:
當領導者面對危機、不確定性或逆境時,能夠確立優先順序、採取適當策略與果斷行動,同時引領並激發成員能力,讓組織恢復活力與適應力,並持續朝向目標前進。

文章中特別提到,「resilient」源自「resilience」,除了「復原」之外,也包含了抗壓與適應的能力。

而韌性領導,並不只是「撐過危機」而已。

文中進一步整理出六項韌性領導的重要特質:

🔹 描繪願景:建立清楚的未來方向
🔹 自我管理:在不確定中穩定情緒與判斷
🔹 成長心向:持續學習,也帶動團隊成長
🔹 正向樂觀:即使面對挫折,仍相信問題能被解決
🔹 果斷行動:危機中保持冷靜並採取行動
🔹 創新適應:在變動中尋找新的平衡與可能性

文章也引用 Stoltz 提出的「逆境商數(AQ)」概念,指出韌性不只是心理上的承受力,更包含:
是否相信自己能掌控逆境、是否願意採取行動,以及是否能避免讓困境全面擴散。

在充滿不確定性的時代,
韌性領導談的,也許不是「永遠不失敗」,
而是在變動中,組織是否仍有能力調整方向、重新適應,並繼續前進。

【Resilience Lens】

In his discussion of resilient leadership, Professor Wu Ching-Shan defines resilient leadership as a leader’s ability to establish priorities, adopt appropriate strategies, and take decisive action when facing crises, uncertainty, or adversity, while also motivating members and guiding the organization toward its goals and long-term development.

Professor Wu further explains that the concept of “resilient” originates from resilience, which refers not only to the ability to recover from difficulties, but also to one’s capacity for adaptability, endurance, and growth. From this perspective, resilient leadership is not simply about “holding on” during difficult times, but about helping organizations regain vitality and adaptability amid uncertainty and change.

The article also introduces Stoltz’s concept of the Adversity Quotient (AQ), which emphasizes four important dimensions of resilience: control, ownership, reach, and endurance. In other words, resilience is closely related to whether individuals believe they can influence adversity, take action to respond to challenges, prevent difficulties from spreading into other areas of life, and maintain perseverance through uncertainty.

Professor Wu further summarizes six major characteristics of resilient leadership: vision-building, self-management, growth mindset, positive optimism, decisive action, and innovative adaptation. These qualities highlight that resilient leadership is not merely an individual personality trait, but also an important organizational capacity in today’s increasingly uncertain and risk-filled society.

From this perspective, resilient leadership is not about maintaining perfect stability at all times. Rather, it is about sustaining the ability to adapt, respond, learn, and continue moving forward in the face of uncertainty and change.

In addition to presenting at the 2026 International Conference on Resilience and Management (ICRM 2026), authors will also have the opportunity to be recommended for submission to a special issue of the Journal of Technology Management, a TSSCI-indexed journal in Taiwan.

✨ Special Issue Theme:
“Resilience in Times of Technological Disruption and Environmental Uncertainty: Transition, Transformation and Adaptation”

Selected papers presented at ICRM 2026 may be recommended for submission to the special issue after the conference review process.

📌 Authors who wish to be considered for the special issue are required to submit a full paper after receiving abstract acceptance notification.
📌 All manuscripts will still undergo the journal’s regular peer-review process, and final publication decisions will be made independently by the guest editors and editorial board.

The special issue welcomes interdisciplinary research related to resilience, sustainability, governance, innovation, organizational transformation, and adaptive capacity.

【活動回顧|晶片戰爭、地緣政治與韌性供應鏈】

在全球供應鏈重組與地緣政治緊張持續升溫的背景下,本次 seminar 由 Prof. Henry Yeung 帶領大家從經濟地理學的視角,重新思考當代「晶片戰(Chips War)」與全球半導體產業的變化。

講座指出,當前世界並非單純走向「去全球化(deglobalization)」,而是進入一種全球生產網絡重新配置的時代。區域發展不再只是由市場效率決定,而是越來越受到國家安全、產業政策與地緣政治的影響。

講座中也進一步探討「technationalism(科技民族主義)」的興起。過去常被批評的產業補貼與國家介入,如今已成為各國共同採取的策略,美國與歐盟也積極透過政策扶植半導體產業。然而,這樣的「韌性布局」往往伴隨高成本與低效率,形成所謂的「resilience paradox(韌性悖論)」——企業為了降低風險,被迫投資於非最佳生產地點,進而增加供應鏈成本。

此外,講者也分享了美國推動晶片回流(re-shoring)所面臨的挑戰。例如,台積電在亞利桑那州設廠的進度與成本問題,顯示先進晶圓廠的建置不只是設備移轉,更涉及大量高端工程人才與製造文化的累積。講者以「中央廚房與主廚(chef)」作為比喻,說明真正關鍵的不只是機器,而是背後擁有經驗與技術的核心人才。

相較之下,東南亞則在全球供應鏈重組中逐漸成為重要的「中性樞紐(neutral hub)」。新加坡、馬來西亞、越南、菲律賓與泰國,正透過不同形式參與半導體生產網絡,並在美中競爭之間尋求新的發展機會。

講座最後也提醒我們,半導體產業已不只是科技競爭,更是當代地緣政治與全球經濟重組的核心場域。在不確定性持續增加的時代,「韌性」不再只是快速恢復的能力,更涉及如何在風險、效率與地緣政治之間取得平衡。

Seminar Recap|Chips War, Geopolitics, and Resilient Supply Chains

In the context of intensifying geopolitical tensions and the restructuring of global supply chains, this seminar by Prof. Henry Yeung explored the contemporary “Chips War” through the lens of economic geography and global production networks.

The seminar argued that the world is not simply experiencing “deglobalization,” but rather a reconfiguration of globalization itself. Regional development is increasingly shaped not only by market efficiency, but also by national security concerns, industrial policy, and geopolitical competition.

A key concept discussed was “technationalism” — the growing use of technology and industrial policy as tools of national strategy. Policies such as subsidies and state intervention, once heavily criticized, are now widely adopted by countries including the United States and the European Union in their efforts to strengthen semiconductor industries. However, the speaker emphasized that resilience often comes with significant costs, creating what he described as a “resilience paradox”: firms invest in less efficient or second-best locations in order to reduce geopolitical risk, ultimately increasing production costs and reducing efficiency.

The seminar also highlighted the challenges of semiconductor re-shoring in the United States. Using TSMC’s Arizona fab project as an example, the speaker explained that advanced semiconductor manufacturing depends not only on equipment, but also on highly specialized engineering talent and accumulated production culture. Through the metaphor of a “central kitchen” and its “chefs,” he illustrated that the true competitive advantage lies in the expertise of core engineers rather than machines alone.

Meanwhile, Southeast Asia is emerging as a relatively “neutral hub” within the restructured semiconductor production network. Countries such as Singapore, Malaysia, Vietnam, the Philippines, and Thailand are increasingly positioning themselves within different stages of the semiconductor supply chain as firms diversify away from geopolitical uncertainty.

Ultimately, the seminar emphasized that the semiconductor industry has become one of the central arenas of contemporary geopolitical competition. In an era of uncertainty, resilience is no longer simply about recovery after disruption, but about balancing risk, efficiency, industrial policy, and global interdependence.

今天,清華大學韌性研究中心主任 林福仁教授 受邀參與「2026 家庭韌性與社會情緒教育論壇」,從教育、家庭與社會系統的角度,分享他對「韌性」與「能動性(agency)」的觀察與思考。

林福仁教授提到,韌性並不只是個人的抗壓能力,而是一種能夠在變動時代中,陪伴彼此、共同創造價值的能力。真正的韌性,不只是支撐自己,而是能夠逐漸支撐團隊、社群,甚至成為推動社會前進的力量。

他也分享,目前台灣社會正處於價值觀快速轉變的階段。年輕世代對人生、工作與成功的想像,已經與過去不同。我們不能再只用過去的標準看待孩子,而是需要重新理解他們所面對的處境,並學會欣賞每個人的天賦與不同的生命道路。

林教授進一步指出,大學教育不應只關注學生畢業後的工作能力,而應回到「人」本身。因此,清華大學近期也正推動「教室裡的韌性(Resilience in the Classroom)」教師社群,希望透過跨領域合作,讓教學、研究與陪伴彼此連結,重新思考教師如何陪伴學生面對壓力、挑戰與未來的不確定性。

此外,他也談到,當前學術界需要更積極的跨域合作。面對複雜且快速變動的社會問題,真正重要的,也許不是「誰最厲害」,而是我們是否願意彼此學習、共同創造價值,並一起回應社會真正需要解決的問題。

最後,林教授引用 “Life is great.” 的概念,認為每個人在不同生命階段中,都可以找到自己的使命(purpose),並透過彼此連結與合作,共同創造更好的社會與未來。而家庭,也正是這一切最重要的起點之一。



Today, Fu-Ren Lin was invited to speak at the “2026 Forum on Family Resilience and Social-Emotional Education,” where he shared reflections on resilience and agency from the perspectives of education, family, and social systems.

Prof. Lin emphasized that resilience is not only about an individual’s ability to cope with stress, but also about the capacity to support one another and co-create value in times of uncertainty and change. True resilience is not limited to sustaining oneself — it is also the ability to gradually support teams, communities, and even contribute to social progress.

He also noted that Taiwanese society is currently undergoing rapid shifts in values and life expectations. Younger generations often view work, success, and life differently from previous generations. Rather than evaluating students through outdated standards, educators and families need to better understand the realities young people are facing today and appreciate the uniqueness and potential of each individual.

Prof. Lin further shared that higher education should not focus solely on preparing students for future employment, but should ultimately return to the question of “human development.” At National Tsing Hua University, initiatives such as “Resilience in the Classroom” are encouraging interdisciplinary collaboration among educators to rethink how teaching, research, and student support can be more meaningfully connected.

In addition, he highlighted the importance of interdisciplinary collaboration in academia. In an increasingly complex and rapidly changing world, what matters most may not be who is “the best,” but whether we are willing to learn from one another, co-create value, and work together to address the challenges society truly faces.

Finally, Prof. Lin referenced the idea that “Life is great,” suggesting that resilience begins when individuals discover their sense of purpose at different stages of life and connect with others to build a better future together. In this process, family remains one of the most important foundations.

In today’s fast-paced and high-pressure learning environments, teaching is not only about delivering knowledge — it is also about building meaningful human connections.

In this session, Resilience in the Classroom: Breaking the Fourth Wall in the Classroom, Galit Shmueli will share how she has spent the past 12 years designing courses that foster connection while creating healthy challenges for students.

The session will include ideas and demonstrations on:
🪑 Classroom design and shared learning spaces
🧘 Yoga for body-mind integration and classroom connection
🌿 Relaxation and recharge practices
💡 Using lights on/off to shape classroom atmosphere
⚖️ Balancing poses for class closure

Happy to Chat 散步地圖設計工作坊活動回顧

清大校園地廣景美,每天的「移動」都是清華人的日常。但你是否曾想過,從宿舍到教室、從湖邊到餐廳的路上,其實也藏著許多互動與驚喜的可能?

Happy to Chat 團隊舉辦「散步地圖設計工作坊」,邀請清大與交大學生從自己的校園移動經驗出發,重新觀察日常路徑中的風景、情緒與人際互動機會。

在工作坊中,參與者透過設計思考方法,先分享各自熟悉的校園路線,再共同找出移動過程中的「痛點」與「快樂點」。接著,各組走出教室,實地觀察不同場域的人流、停留意願與互動氛圍,並將觀察轉化為具體的驚喜站點設計。

有小組為成功湖涼亭設計更溫暖的燈光與打卡互動;也有小組將施工場域中的三角錐轉化為裝置藝術,或在相思湖加入 QR code 音樂清單與底片相機體驗,讓散步不只是移動,而是一段感官與情感的旅程。

當我們開始細細觀察校園裡的每一個角落,也是在重新想像人與人之間連結的可能。Happy to Chat 不只是讓大家「願意聊聊」,也讓校園成為一個更有溫度、更能承載對話與驚喜的韌性互動場域。

Happy to Chat Walking Map Design Workshop Recap

Walking across campus is part of everyday life at NTHU. But have we ever paused to notice the landscapes, emotions, and small opportunities for connection hidden along these familiar routes?

The Happy to Chat team organized the “Walking Map Design Workshop,” inviting students from NTHU and NYCU to begin with their own campus mobility experiences and co-create walking routes filled with interaction and surprise.

Through design thinking, participants first shared their personal routes and identified the “pain points” and “joy points” along the way. They then moved out of the classroom to observe real campus spaces, paying attention to pedestrian flow, willingness to stay, and the atmosphere for interaction.

Some groups proposed warmer lighting and check-in spots at the Chengkung Lake pavilion. Others turned construction cones into creative installations, or designed QR code music playlists and film-camera experiences around Acacia Lake, transforming walking into a sensory and emotional journey.

By paying closer attention to the corners of campus, we are also reimagining how people connect with one another.
Happy to Chat is not only about being open to conversation, but also about creating a warmer, more resilient campus environment where dialogue, surprise, and connection can happen.

【高齡韌性論壇:研究、政策與實務】

「Resilience in Old Age: Research, Policy & Practice」圓滿落幕!本論壇由清大韌性研究中心閻愛皖教授促成並主持,邀集國內外學者交流高齡韌性的多元觀點💪

🧑‍🏫英國布魯內爾大學Christina Victor特聘教授從孤獨的生命歷程視角出發,指出老年孤獨可能是暫時、反覆或慢性的歷程,而非單一狀態,強調理解變化本身是促進心理與社會韌性的關鍵。

🧑‍🏫成大劉立凡教授則聚焦於「人與地方的連結」,說明心理韌性、地方依附與社會參與如何共同形塑健康老化與社區韌性。

🧑‍🏫台大游曉微教授分享Reablement的實踐經驗,提出「與長者一起做」的照護思維,透過日常活動訓練強化能力與自主性。

🧑‍🏫台北大學王品教授則從制度比較切入,分析台灣與德國長照保險制度,指出政策設計背後的治理文化與知識傳遞,深刻影響制度運作方式。

🧑‍🏫國衛院嚴嘉明助研究員以雲林地區研究提醒,社會疏離不等於孤獨,情緒與社會韌性更取決於自信、關係品質與社區連結。

🧑‍🏫長庚醫院陳英仁醫師則從臨床案例出發,直面超高齡社會的醫療與照護挑戰,並提出以「WHO 4M」為核心的整合式老年醫療與醫療長照銜接。

清大韌性研究中心雖非長期深耕高齡議題的單位,卻有幸邀集來自醫學、社工、老年研究與國衛院的講者齊聚交流,跨域對話本身即展現了韌性的最佳實踐。感謝所有講者及與會者,為高齡韌性帶來豐富而深刻的思考。
