يؤمن المركز بأهمية الاستثمار بالرأسمال البشري ، وبناء القاعدة الفكرية للوصول إلى تنمية إنسانية متكاملة في المجتمع عبر سلسلة من البرامج التدريبية بالتعاون مع هيئات دولية ومحلية .

الرسالة:
ومما لاشك فيه أنه في السنوات الأخيرة استقطب موضوع التنمية عامةً والتنمية التشاركية خاصةً اهتماماً واضحاً من قبل المجتمع الدولي بأسره في ظل تنامي الدعوة إلى الاهتمام بالموارد البشرية والعمل على إدماجها في عملية التنمية .
ولقد حرص المجتمع الدولي في مختلف البرامج و الاستراتيجيات و السياسات على إبراز دور العنصر البشري و دعمه كونه استثمار معنوي، لذا فمن الضروري العمل على تمكين المجتمع المحلي في شتى المجالات، وإشراكه في كافة خطوات العملية التنموية، سواء من حيث التخطيط والتنفيذ، مما يعزز دور المجتمع و الاستفادة من قدراته وتعزيز مفهوم و دور المجتمع المدني ومؤسساته في الدولة.
إن تمكين وتأهيل العاملين في مجال التنمية وتحفيزهم وتطوير معلوماتهم بشكل مستمر بكل ما يستجد في مجالات التنمية المختلفة، عملية ضرورية ليكونوا على دراية ومعرفة كاملة وواضحة بماهية التنمية ومداخلها المختلفة وأطرافها الرئيسية وأدوارهم، لأن القصور في معرفة هذه الموضوعات يعتبر من المؤشرات السلبية على نوعية وجودة العمل والأنشطة التي تقام بهدف تنمية المجتمع وتلبية احتياجاته. نجد كذلك أن كثير من العاملين في مجال التنمية مشغولون بكثرة العمل وسير مشروعاتهم، وليس لديهم الوقت الكافي للوقوف والتأمل فيما يقومون به من عمل في ظل الأطر المنطقية والمداخل الخاصة بالعمل التنموي. هناك أيضا الكثير من الأشخاص الذين يدخلون في مجال العمل التنموي بصورة مستمرة، وقد لا يكون عندهم العلم والخبرة الكافية التي تمكنهم من أداء عملهم بصورة جيدة. وفي الوقت ذاته فإن مجال العمل التنموي يتطور بصورة كبيرة ويجب على العاملين فيه أن يكونوا على علم ودراية بهذه التطورات، لذلك فمن المهم بالنسبة للمتمرسين في هذا العمل أن يطوروا من أنفسهم ويكون لديهم الفرصة على الإطلاع على الجديد في مجال عملهم من نظريات ومداخل حديثة فيه من أجل أن يكون لديهم فهم أكبر بعملية التنمية. من هنا تنبع أهمية التدريب على موضوعات التنمية ومفاهيمها للخروج بفهم أوسع وأعمق للتنمية وتطبيقاتها العملية.

ونحن المركز السوري لخدمات التنمية مؤسسة استشارية تعمل بالتعاون مع شركاء عديدين من أجل حشد الدعم الفني والمالي للجهود التنموية في سورية والعالم العربي. ويكرس جهوده من أجل
"دعم الأفراد والمنظمات لإطلاق إمكاناتهم وتعزيز التغيير النابع من مفهوم التنمية المستدامة"

تشكل قضية التنمية التشاركية المستدامة إحدى أهم القضايا لدى المجتمع الدولي و المنظمات الدولية والإقليمية والمحلية المعاصرة ، إذ أن تعزيز دور المجتمع المحلي في العملية التنموية ، يمثل إحدى المعايير الأساسية التي تقاس عليها حضارة كل مجتمع من المجتمعات ومدى تطوره مع التأكيد على أن الاهتمام بهذه المجتمعات ، يجب أن يقوم على أساس ما يجب أن تتمتع به المجتمعات من حقوق .
و نحن في المركز السوري أحد الشركاء المهتمين بعملية التنمية عموماً والمستدامة خصوصاً، نسعى إلى دعم برامجنا بالخبرات السبّاقة في المجال و التي لاقت على أرضها رواجاً و استدامة ، وبما أننا مؤسسة استشارية تعمل بالتعاون مع شركاء عديدين من أجل حشد الدعم الفني والمالي للجهود التنموية في سورية والعالم العربي. ، تمت النمذجة بين المركز السوري لخدمات التنمية وبين مركز خدمات التنمية في مصر، وغيره من المؤسسات التنموية العربية والدولية ذات الاختصاص لتطبيق ما يتوافق بين مجتمعنا وبرامجهم لإغناء الفئات المستهدفة بما هو جديد ومعاصر في التنمية والمهارات التنموية وتكريس الجهود من أجل:


"دعم الأفراد والمنظمات لإطلاق إمكاناتهم وتعزيز التغيير النابع من الذات والمستدام "
و ذلك وفق منهجية:
1. الاهتمام بمشاركة المجتمع والمعرفة العامة بالأوضاع المحلية ومدى المبادرات الأساسية للتنمية في هذا المجتمع من أفراد ومؤسسات .
2. استثمار و تنمية الموارد التي تولد الإنتاج الذي يستغل لتنمية القدرات البشرية عن طريق الاهتمام بتطوير التدريب في المؤسسات التي تتيح المشاركة و الانتفاع بمختلف القدرات لدى كل الأفراد .
و يأتي عمل مركزنا اليوم ليكرس اعتبارات استثمارية وخدمية وتنموية أهمها أن
" الإنسان جوهر عملية التنمية ومحركها "
من خلال شراكتنا مع المؤسسات الدولية والعربية والتعاقد مع أكفئ المدربين الدوليين والعرب والمحليين من أساتذة أكاديميين ومهنيين محترفين التنمية وأساليب العمل فيها وتوصيلها إلى متلقي التدريب بأمانة مهنية ليكونوا النواة المتجددة من أبناء الوطن ولخدمة أبنائه.
ويأتي تنفيذ ذلك من خلال معطيات أهمها :
1. القدرة على تنفيذ برنامج تدريبي شامل لمدة ثلاثة سنوات .
2. تنفيذ برنامج تدريبي شامل بغرض البحث بالمشاركة لزيادة عدد المستهدفين و المستفيدين.
3. تأسيس برنامج شامل لتقييم هذه المبادرة و نشاطاتها و معرفة نقاط القوة والضعف فيها .

والتنمية لا تتعلق فقط برفع مستويات المعيشة بل هي بالأحرى الانضمام إلى أطراف آخرين في محاولة لتحديد النوعية المرجوة للحياة على أساس المدركات والقيم الشخصية، وبالرغم من أن التنمية تتطلب وجود نتائج ملموسة وتحسينات ملحوظة لنشل الناس من الفقر، إلا أن مشاركتهم في عملية التنمية هي التي تعطى المعنى لأي جهد تنموي.

Message:

The issue of participatory development of sustainable one of the most important issues to the international community and international organizations, regional and local contemporary, as strengthening the role of community in the development process, is one of the basic criteria which are measured by the culture of each society and the extent of its development with an emphasis on the interest in these communities, must be based on what should be enjoyed by human communities.
