This idiom is used to express extreme frustration or anger. It is often used in a humorous way, but it can also be used more seriously.

Here is an example of how to use the idiom in a sentence:

Bu trafikte keçileri kaçırmak üzereyim! (I'm about to lose my marbles in this traffic!)

It's often the animal names that foreigners find funny. But we often just call it exactly what it is. In this case, a huge head.

This sentence is one of the filler phrases that has little meaning but people still use it a lot.

It literally translates to "Am I able to tell/say it?"

Note: çiçek which means flower in Turkish, is used in some names for rashes. Because rashes on skins "bloom" as like flowers.

Not that the English description is less weird...
