''إفريقيا للأفارقة'' هذا الشعار الذي لطالما رددته الأصوات المنادية بسيادة الشعوب الإفريقية على دولها و اقتصاداتها ومواردها مازال اليوم يتردد صلب النقاشات التي تخوضها عدة دول إفريقية فيما يتعلق بإتفاقية التجارة الحرة القارية الإفريقية والتي تعد أهم إتفاقية تجارية متعددة الأطراف في تاريخ إفريقيا على مستوى عدد الدول المنخرطة ، والتي تطرح اليوم عدة رهانات في ظل إقتصاد إفريقي يتطلع للإندماج و التكامل و في ضل مخاطر تحوم حول هذه الإتفاقية من توسع على حساب الموارد البشرية والطبيعية و المالية للدول الإفريقية ، وبالتالي لا زالت هذه الإتفاقية في مرمى التجاذبات بين من يرى أنها خطوة نحو تغيير موازين القوى الإقتصادية العالمية ومن يرى أنها ممر لتوسع الشركات والأسواق الأجنبية على حساب إفريقيا و شعوبها . وبالتالي لازالت عدة سؤالات تطرح تستوجب الاجابة عنها لرفع الضبابية حول ماتؤول إليه هذه الإتفاقية .

📝 يطرح الوضع المالي في تونس عدة تساؤلات حول الموازنات المالية لسنة 2024 التي أصبحت محط قلق خاصةً مع وجود فجوة مالية واسعة بين موارد الاقتراض الخارجية المتوقعة لسنة 2024 وموارد الاقتراض الخارجية التي تم تحصيلها إلى حدود جوان 2024.

الاقتراض الداخلى بديل للإقتراض الخارجي أم ركض داخل الدولاب؟ : التجأت الدولة في ظل إنعدام موارد الإقتراض الخارجي إلى خيار الإقتراض الداخلي الذي يمثل 91% من إجمالي موارد الإقتراض (الى حدود جوان 2024 ) والمعضلة تكمن في كونه لم يكن مصحوبا بإستثمارات للدولة بل فقط لتغطية النفقات ما يجعل من هذا الإقتراض حلاّ ظرفيّا واضطراريّا لا يغني من جوع ويؤدي الى المواصلة في سياسة التداين لتغطية النفقات .

The COP28 started today in Dubai-UAE with heavy expectations and serious concerns. There was a salient point in these international negotiations ; which is the “Loss and Damages Fund” agreement. The UAE considers it as a victory of its highly controversial presidency. At the same time, many are questioning the sustainability of financing the L&D fund given the fact that the loss and damages are already estimated to be up to 580 billion dollars (R. Mechler, L M. Bouwer and al. 2019), when the startup fund is only 429 million dollars (the Guardian 30 Nov 2023) which is barely 0.07% of the estimated residual damages. This ratio is only calculated based on the projected economic cost of residual damages (beyond adaptation) by 2030 that will rise exponentially with time. In addition, the fund that many expect to be a reparation and compensation mechanism would be relevant only if:

1- Integrated Assessment Models of Loss and Damages were part of the decision-making process and ;

2- mitigation and adaptation measures were undertaken optimally.

Since this is not the case, it is legitimate to be sceptical instead of applauding, especially when the Fund is subject to a blueprint agreement that involves the World Bank as the interim host of the fund. This information is very worrying for the Global Majority given the antecedents of IFIs pushing for disastrous and damaging reforms to condition their funding which suggests also a large influence over the Loss and Damage. Hence, we consider that at least Tunisia along with the so-called developing countries was supposed to put pressure, so this fund won’t be put under the IFIs cartel otherwise it should be closely monitored and controlled.
