จากท้องถิ่น…สู่ระดับประเทศ
[English below] บทเรียนจากการขับเคลื่อน #งบประมาณที่คำนึงถึงมิติเพศภาวะ (GRB) ในพื้นที่อุบลราชธานี ไม่ได้หยุดอยู่เพียงระดับท้องถิ่น แต่กำลังถูกนำไปต่อยอดสู่เวทีนโยบายระดับประเทศ
เมื่อวันที่ 31 มีนาคม 2569 โครงการ GRB Ubon โดย ผศ.ดร.อรุณี สัณฐิติวณิชย์ คณะรัฐศาสตร์ มหาวิทยาลัยอุบลราชธานี ในฐานะหัวหน้าโครงการ ได้นำประสบการณ์จากการทำงานจริงในพื้นที่ ไปแลกเปลี่ยนบนเวทีรัฐสภาไทย ภายใต้หัวข้อ “รัฐสภาปราศจากการคุกคามทางเพศ” เพื่อสะท้อนว่า เครื่องมืออย่าง GRB สามารถนำไปปรับใช้ได้จริงในองค์กรภาครัฐ และมีบทบาทสำคัญในการออกแบบนโยบายที่คำนึงถึงความแตกต่างหลากหลายของผู้คน ทำให้การจัดสรรทรัพยากรมองเห็นคนทุกกลุ่ม และอยู่บนฐานของข้อมูลที่ไม่ทิ้งใครไว้ข้างหลัง
กิจกรรมนี้จัดโดย คณะกรรมาธิการการพัฒนาการเมือง การมีส่วนร่วมของประชาชน สิทธิมนุษยชน สิทธิ เสรีภาพ และการคุ้มครองผู้บริโภค วุฒิสภา ร่วมกับ Westminster Foundation for Democracy (WFD) สถาบันพระปกเกล้า The Active Thai PBS สถานเอกอัครราชทูตอังกฤษประจำประเทศไทย และสถานเอกอัครราชทูตแคนาดาประจำประเทศไทย
เพราะการเปลี่ยนแปลงที่ยั่งยืน อาจเริ่มต้นจากจุดเล็ก ๆ ในท้องถิ่น แต่สามารถเติบโตไปสู่การเปลี่ยนแปลงในระดับประเทศได้
Lessons from implementing Gender Responsive Budgeting (GRB) in Ubon Ratchathani have not remained at the local level—they are now being extended into national policy spaces.
On 31 March 2026, the GRB Ubon, led by Assoc. Prof. Dr. Arunee Santhitiwanich of the Faculty of Political Science, Ubon Ratchathani University, as Project Lead, shared the lessons and experiences to the Thai Parliament under the theme “Parliament Free from S*xual Harassment.” The session demonstrated how GRB can be effectively applied within public sector institutions, serving as a key tool for designing inclusive policies that respond to diverse needs. It also enables resource allocation that recognizes all groups and is grounded in data that leaves no one behind.
This event was convened by the Senate Committee on Political Development, Public Participation, Human Rights, Rights, Liberties and Consumer Protection, in collaboration with the Westminster Foundation for Democracy (WFD), King Prajadhipok’s Institute, The Active by Thai PBS, the British Embassy in Thailand, and the Embassy of Canada to Thailand.
Because meaningful and sustainable change may begin with small steps at the local level, but it can grow into transformation at the national level.
