Plenary session 4 of ICBMS5, “Myanmar in the Interregnum: Reimagining the Way Forward amid Regional Dynamics” is happening Sunday, 16 August from 15:30 to 17:00 in conference room 1 & 2, 2F of Uniserv. Joining the discussion will be Debbie Stothard, Founder and Coordinator of ALTSEAN-Burma , Dulyapak Preecharush, Associate Professor at the Faculty of Liberal Arts, Thammasat University, and May-Oo Mutraw, Senior Policy Advisor at the Salween Institute for Public Policy.

Myanmar remains in a volatile interregnum following the 2021 coup, as the State Administration Council faces severe domestic illegitimacy and mounting armed resistance despite its efforts to project authority through state-managed elections. At the same time, neighboring states and ASEAN are leaning towards prioritizing geopolitical stability, border security, and economic interests over substantive structural reform. This panel critically evaluates Myanmar’s contested political transition, analyzing questions of legitimacy, statecraft, constitutionalism, and regional diplomacy required to transcend the current impasse.

ICBMS5 is please to host the launch for Kevin Woods’ new book, “The Fifth Cut: War and the Remaking of Nature in Myanmar,” on Sunday, 16 August from 11 am to 12:30 pm in room 2.

*The Fifth Cut* introduces a political ecology of war framework to explain how environmental transformation drives counterinsurgency in Myanmar’s borderlands. The author argues that post-1990 development—agribusiness, logging, and conservation—acts as a "fifth cut" alongside traditional Myanmar military strategy. By simplifying complex forest landscapes, the state expands surveillance, displaces ethnic communities, and undermines revolutionary governance, while local initiatives like the Salween Peace Park are attempts to mount counter-resistance.

The third plenary session of ICBMS is “Rare Earth: Extractive Industry, Global Supply Chain and Transboundary Water Pollution,” on Saturday 15 August from 9:40 to 11:10 am in Conference Room 4.

The session brings together different perspectives on the expansion of rare earth mining and related questions of resource governance, conflict, and environmental degradation. It examines changes in territorial control during armed conflict, their impact on extractive industries, and the links between Myanmar’s rare earth sector, global supply chains, the clean energy transition, transboundary environmental impacts, human rights, and regional accountability. This plenary session includes discussion with Seng Li, Research Fellow at RCSD, Chiang Mai University, Tara Buakamsri, Strategy Director at Climate Connectors, and Pianporn Deetes, Executive Director and Co-founder of Rivers and Rights.

Plenary Session 2 of ICBMS5, “Migration from Myanmar in Southeast Asia: Multiple Realities of Migration, Policy Implications, and Practices” will be held on Saturday, 15 August from 9:40 to 11:10 am in the Thong Khaw room (2F) of Uniserv CMU .

This session will bring together a range of experts from the non-governmental and academic sectors to view the multifaceted reality of migration from Myanmar in its multiple forms: refugees, migrant labor, long-term Thai border camp residents and recent arrivals leaving behind the precarity and wide spread of conflict in post-coup Myanmar.

Speakers include Rosalia Sciortino Sumaryono, Founder and Executive Director, SEA Junction, Hayso Thako of the Karen Refugee Committee Education Entity (KRCEE), and Bhanubhatra Jittiang, Assistant Professor, Faculty of Political Science, Chulalongkorn University, moderated by Sirada Khemanitthathai, Lecturer, Faculty of Political Science and Public Administration, Chiang Mai University.

Plenary session 1 of ICBMS5, "The Way Forward for the Thai-Myanmar Border: Humanitarian Actions, Governance, Health, and Regional Responses" will be held on Friday, 14 August from 11 am to 12:30 pm in the Thong Khaw room of Uniserv CMU.

Speakers include Fuadi Pitsuwan from Thammasat University; Sirada Khemanitthathai from Chiang Mai University; Piya Hanvoravongchai, National University of Singapore; and Myat Htoo Razak, Faculty of Medicine, Chulalongkorn University addressing and discussing the intersecting challenges of humanitarian aid, shifting geopolitical dynamics, local governance, non-traditional security threats, and public health on the Thai-Myanmar border.

The ICBMS5 committee is happy to announce our conference’s keynote speaker, Saturnino (‘Jun’) M. Borras Jr., Professor, International Institute of Social Studies (ISS) of Erasmus University Rotterdam, Netherlands. RCSD is pleased to announce a book talk with author Melissa Crouch for her new work "The Palimpsest Constitution: The Social Life of Constitutions in Myanmar" on Tuesday, 4 August 2026 from 10 am to noon at the RCSD study room 02-001, 2F, Operations Building, Faculty of Social Sciences, Chiang Mai University. The event is in-person only.

The book focuses on Myanmar people's efforts to resist military rule throughout Myanmar's history and work towards democracy and human rights through constitution-making. The talk will be moderated by Gustaaf Houtman, editor of Anthropology Today. Seating is limited and first-come, first-served.

Registration for non-presenting, non-participant observers of ICBMS5 from 14-16 August is now open! All fees are waived for observers, but due to limited space and seating, we ask that you please register as soon as possible, and before the deadline of 7 August.

Lunch and conference kits will be available only for participants: presenters, speakers, chairs, and discussants. We request that general observers arrange their own food plans (Reasonably priced options are available close to the conference venue).

The international master’s program in social science (development studies) offered by the Department of Social Science and Development, Faculty of Social Sciences, Chiang Mai University is open for applications! This program explores key global challenges through an interdisciplinary approach, including environmental sustainability, climate change, migration, resource management, agrarian change, and ethnic politics.

Students will engage in field-based research and gain both theoretical and practical skills in a vibrant international learning environment. The curriculum focuses on regional dynamics such as ASEAN, the Greater Mekong Subregion, and broader processes of economic integration. Join us to become a development professional, researcher, or policy practitioner, and contribute to building a more sustainable and equitable future.
