The title of the article is a bit sensationalist. If wanting to build 30 floating homes is the equivalent to "wanting to build a city" then the marina already has more than enough boats for their city.

Please do not take some title of a random news article to imply that I somehow plan on bypassing all legal authority of the country I enjoy living in, the country where I help feed the hungry, the country where Ocean Builders is working to 3D print medical supplies during this pandemic, to somehow construct my own city.
I have never claimed this. Please do not fall into the knee jerk reaction that Thailand fell into claiming first that I wanted to build a nation (while in a nation), and then positing all sorts of logical fallacies based upon than untrue notion.
If wanting to build boats implies wanting to build a city, state, nation...then Lagoon, Catalina and all sorts of other ship manufacturers are guilty of the same. Cruise ship builders literally build cities on the sea, and yet their stated goal is not to build a city.
Our small group of houseboats at best could be described as a floating home owner's association. Or just some vessels in an anchorage, which already exists.
