Introduction:
The CONSTITUTIONAL AND LEGAL STUDIES INSTITUTE (COLSIN) is
independent and based in Mogadishu, Somalia.
The Institute conducts research, issues publications, and provides legal
education andprofessional development programs, In addition,the
Institution offers Continuing Education Programs and hosts seminars and
conferences aimed at various target groups. Within its scope of work, the
Institute also offers consultations, Constitutional and Legal research
services.
Vision:The Institute’s vision is to advance legal research, the rule of law,
and constitutional studies in Somalia.
Mission:The Institute’smission is to promote and enhance
Constitutionalism, Good Governance and Human Rights through
systematic generation of knowledge, research, advocacy and public
education.

Objectives:
The overall objective of the Institutionisutilizing research and knowledge
generation to enhance constitutionalism and promote legal knowledge in
Somalia.
The Center& #39;s specific objectives include:
 Generation of knowledge and information around the tenets of
constitutionalism and law, such as respect for human rights and rule of
law;
 Empowerment of the public and promotion oflegal studies as a resource
for social transformation through civic education, training, lobbying, and
research
 Developing information, education and communication materials;

 Networking with local and international organizations and individuals to
enhance constitutionalism and rule of law in Somalia; and
 Being a legal resource centre.
Units of the Center:
For implementation of its tasks, the Center incorporates various units:
A- Researchand Publication Unit:
The Research and Publication Unit includes research departments
operating on various fields: Comparative Law Department that
features the International Law, Law and Society Department
addresses the reciprocal effect between law and the society,
Constitutional Law Department and Support Department that is
primarily concerned with applied research.
B- The continuing legal Education and professional development
Unit:
The Continuing legal Education Unit offers Professional Diploma in
Legal Practice for young lawyers. The unit offers a professional
course with knowledge, skills, and values to facilitate lawyers with the
necessary skill, knowledge and knowhow for practicing law in
Somalia, Also available at this Unit is the Continuing Judicial
Education Programs for judges and members of the Public
Prosecution as well as those occupying administrative positions in the
Judiciary. In addition, the Continuing legal Education Unit holds
needed training activities on legal developments.
C- The Legislative Assistant unit:
Legislative assistant Unit provides technical assistance for the
purposes of legislative drafting as well as the drafting of laws and
bylaws for national and sub-national legislative organs of the
government as well as non-governmental bodies and organizations.
D- Human rights and public interest Unit:
Human rights and public interest unit is tasked with conducting
advocacy in areas of human rights by means of public engagement
and communication through mediums of publications, research and
litigation.
