The next GPE programs (2017-2023) were built on the lessons learned from implementing the previous grant (2013-2016), which closed on 31 October 2016. Similar to the 2013-2016 GPE program, the proposed program would be implemented along three key output areas: 1) improving the quality of education, 2) improving equity and access, and 3) increasing the effectiveness of the education system. Still building on the previous grants, the current (active) grant in the amount of US$8.83 million was supposed to run from 2020 to 2023.

The second GPE program continued from 2013 to 2016 and had a nationwide focus, with shifting administrative roles. Now UNICEF acted as the grant agent for this phase of the GPE program in Puntland, while USAID acted as the coordinating agency. The overarching goal of the program (in this phase) was to improve the quality of education, promote equity and access for the most socially excluded children in Puntland, and to strengthen the capacity of the MoEHE to deliver effective and efficient education services.

The education sector in Puntland has seen a relative boom in the last couple of decades, with humanitarian education accounting for the rise. Millions of dollars reached hard-to-access areas in the region from 2012 to 2023, thanks to unregulated international support. In the name of building school facilities and supporting teacher salaries, household names such as UNICEF, GPE, Care International, and others kept on spending outrageous amounts of money with no
quantifiable data that could show the impact of humanitarian education. While the logic behind the humanitarian education was healthy and propelled by the willingness of the international
community to invest in the lives of young people of post-civil-war Somalia, the MoEHE is coming short to coordinate the phenomenal financial support.

In 2012, Puntland married into a three-phase consultative process leading to the development of the Education Sector Strategic Plan (ESSP). The first phase of the process entailed the enrolment of relevant stakeholders for the success of the Education Sector Program Implementation Grant (ESPIG). The key stakeholders of the program were identified as beneficiaries of education, including not only students but also parents and regional- and district-level education officers; the ministry of education; and legislatures and politicians.
Theoretically, the GPE program in Puntland would result in (1) the development of a predictable
teacher salary payment system, (2) hiring close to 1000 additional primary teachers, and (3) hiring a handful of pastoralist female primary teachers.

the Global Partnership for Education (GPE), a crucial partner of Somalia in the education sector, has invested an incredible sum of money thus far. The objectives of the GPE facilitated financial and technical support for Somalia were to ensure “equitable, quality education programmes. In 2012, upon request by the Transitional Federal Government (TFG),” GPE approved U.S. 14.5 million for Somalia under the “Programme Implementation Grant” for the period between 2013 and 2014. UNICEF acted as the managing institution and the European Union (EU) as the coordinating agency for the GPE Programme in Puntland.
