Dr Liu believed that cities are not merely built, but guided by values, foresight, and moral responsibility. Through principled leadership and unwavering conviction, he helped shape Singapore not only in form, but in spirit: one grounded in long-term thinking, public duty, and disciplined excellence.
At Chung Cheng, his legacy as a distinguished alumnus is also quietly present. Dr Liu served on our School Management Committee for three terms, from 2016 to 2024. The Gratitude Rock that he generously donated to both CCHM and CCHY, inscribed with the words “饮水思源”, stands overlooking our Chung Cheng Lake. This is a timeless reminder that progress must be anchored in gratitude, and that those who go far must first remember their beginnings.
We honour a life devoted to the common good, and a vision that continues to guide how we build, serve, and lead.
