SFA’s New SAFE Framework: A Shift from “Passing Inspections” to Building Food Safety Culture

The Singapore Food Agency (SFA) has introduced the SAFE Framework, marking an important shift in how food safety performance is assessed.

Under the previous annual grading system, a single spot inspection could determine an establishment’s hygiene grade for the entire year. While spot checks remain important, they only capture conditions at one moment in time. In reality, food safety risks are shaped by daily practices, staff behaviour, and operational consistency.

The SAFE Framework takes a long-term, risk-based approach, focusing on sustained performance rather than isolated outcomes. This encourages food operators to move beyond short-term compliance and invest in robust food safety management systems (FSMS), regular internal checks, and continuous staff training.
