And the reasons are general: rising costs due to inflation and enhancements to the quality of teaching.

Who wouldn't want to dress comfortably for school/work? We've been brought up in an environment where we wear uniforms from Primary 1 all the way to Secondary 4/5, JC/ITE. Keyword: UNIFORM. We probably feel stifled in expressing ourselves.
In Poly/Universities, we break free from all that and can dress whatever way we like. You can dress as a hypebeast, a punk rockstar, an army slacker, a cosplay model, a footballer, and even your justwakeupnomakeup PJays and flipflops. It's a local culture.
Of course when you have a business presentation, I'm sure we all know what to do. Even Secondary/JC/ITEs provide blazers for their councillors for school events.
