Pre-Budget Coffee & Conversation | 5 February 2026

On 5 February 2026, HCS convened SME owners and professionals at Empire Chinese Cuisine for a ground-up dialogue ahead of Budget 2026, to listen closely to SME realities and strengthen how these voices can be represented in Parliament.

โ€œPre-Budget listening helps us understand real SME challenges better, and advocate more effectively in Parliament.โ€ - MP Lee Hong Chuang ๆŽๅฎๅฃฎ

Guided by Dr JediPan ZhengXiang, participants shared about operating pressures, for example, rental realities and todayโ€™s rental structures that affect cashflow and planning. Some SME owners also noted that when MRT and other infrastructure works take place near malls, landlord expectations can shift and rents may be raised, adding further pressure to tenantsโ€™ business costs.

HCS also brought up the Economic Strategy Review (ESR) lens, linking immediate pressures to longer-term priorities such as workforce transformation, capability building, digitalisation, productivity and resilience.
