அனர்த்த முகாமைத்துவம் (Disaster Management)
இலங்கை எனும் வளமிக்க நாடு, காலந்தோறும் இயற்கை மாற்றங்களால் உருவாகும் இடர்களை எதிர்கொண்டு வருகிறது. அண்மையில் ஏற்பட்ட Ditwah Cyclone போன்ற பேரிடர்கள், நாடு முழுவதும் அனர்த்த முகாமைத்துவத்தில் புதிய மாற்றங்கள் மற்றும் பலப்படுத்தப்பட்ட திட்டங்களை அவசியப்படுத்துகின்றன.
இத்தகைய இடர் நிலைகளில் ஒருங்கிணைந்த மற்றும் சீரான முகாமைத்துவம் உருவாகுவதற்காக சில பரிந்துரைகளைக் கீழ்வருமாறு முன்வைக்கிறேன்.
I. நிவாரண சேகரிப்பும் விநியோகமும்
(Relief Collection and Distribution)
• இடர் ஏற்படும் போது, பாதிக்கப்பட்டவர்களின் தேவைகள் குறித்து பிரதேச செயலகங்கள் உத்தியோகபூர்வமாக அவசர பட்டியல் ஒன்றை வெளியிட வேண்டும்.
• அந்த தேவைகளின் அடிப்படையில் உள்நாட்டு மற்றும் வெளிநாட்டு பகுதிகளில் பணம் அல்லது பொருள் வடிவிலான நிவாரணங்கள் சேகரிக்கப்பட வேண்டும்.
• ஒவ்வொரு மாவட்டத்திலும் தனிப்பட்ட நிவாரண நிலையங்கள் நிறுவப்பட்டு, அனைத்து நிவாரணங்களும் இந்நிலையங்கள் வழியாக மட்டுமே சேகரிக்கப்பட்டு விநியோகிக்கப்பட வேண்டும். (பிரதேச செயலகங்கள் நேரடி தலையீடு செய்யக்கூடாது.)
• சேகரிக்கப்பட்ட நிவாரணங்கள், பாதிக்கப்பட்ட மக்களின் சேதாரங்களையும் அவசரத் தேவைகளையும் கருத்தில் கொண்டு விகிதாசாரமாக சரியான முறையில் வழங்கப்பட வேண்டும்.
• வெளிநாடுகளில் உள்ள இலங்கை தூதரகங்கள் அவசர நிவாரண நடவடிக்கைகளை உடனடியாக ஆரம்பிக்க வேண்டும். சேகரிக்கப்பட்ட நிவாரணங்கள் அரச அமைப்புகள் வழியாக மட்டுமே அனுப்பப்படல் வேண்டும்.
• வெளிநாட்டு தூதரகங்களில் சேவைகளை நாடும் இலங்கையர்களிடமிருந்து “அனர்த்த நிவாரண நிதி” எனும் கட்டாய சிறு தொகை உண்டியல் முறையில் சேகரிக்கப்பட வேண்டும். இது அவசரநேர (Instant) நிதியாக பயன்படுத்தப்படலாம்.
• நாட்டின் அனைத்து பாதிக்கப்பட்ட பிராந்தியங்களுக்கும் சமமாகவும் தேவைக்கு ஏற்பவும் நிவாரணங்கள் ஒதுக்கப்பட வேண்டும்.
• சேகரிக்கப்பட்ட நிவாரணங்கள் உரிய பயனாளர்களை சென்றடைந்ததா என்பதைப்பற்றி வாரந்தோறும் அறிக்கை மூலம் குறித்த நிலையத்தால் அரசாங்கத்திற்கு அறிவிக்க வேண்டும்.
• ஊடகங்கள், பாதிக்கப்பட்ட பகுதிகளில் சிறப்பு தரை ஆய்வுகள் செய்து உண்மை நிலையை சமூகமயமாக வெளிப்படுத்த வேண்டும்.
• மாவட்ட நிவாரண நிலையங்கள் அனைத்து சேகரிப்பு மற்றும் விநியோகம் தொடர்பான இறுதி அறிக்கைகளை பிரதேச செயலகங்கள் மூலமாக அரசாங்கத்திற்கு சமர்ப்பிக்க வேண்டும்; பின்னர் அவை மக்களிடம் வெளிப்படுத்தப்பட வேண்டும்.
II. இடர் முகாமைத்துவ படையணி
(Disaster Management Force-DMF)
• இலங்கையில் முப்படைகளுக்கு அப்பால், தனித்துவமான இடர் முகாமைத்துவ படையணி (Disaster Management Force) ஒன்று நிறுவப்படல் வேண்டும்.
• இப்பிரிவிற்கு தேவையான நவீன கருவிகள், வாகனங்கள் மற்றும் பிற வளங்கள் பிரத்தியேகமாக ஒதுக்கப்படல் வேண்டும்.
• படையணி உறுப்பினர்களுக்கு உள்நாடு மற்றும் வெளிநாடுகளில் இடர் முகாமைத்துவம் தொடர்பான பிரத்யேக பயிற்சிகள் வழங்கப்படல் வேண்டும்.
• பாடசாலைகள் மற்றும் தொழில்நுட்ப கல்லூரிகளின் பாடத்திட்டத்தில் இடர் முகாமைத்துவம் சார்ந்த அடிப்படை அறிவு மற்றும் பயிற்சிகள் சேர்க்கப்பட வேண்டும்.
• சிவில் அமைப்புகளில் மாவட்ட அடிப்படையில் இடர் முகாமைத்துவ பிரிவுகள் நிறுவப்பட வேண்டும்.
• இளைஞர் சேவை மன்றங்கள் வழியாக, பாதிக்கப்படாத பிராந்தியங்களிலிருந்து இளைஞர்களை அனர்த்த கால உதவி பணிகளில் பங்கேற்பது கட்டாயமாக்கப்பட வேண்டும். (பங்கேற்காத இளைஞர் கழகங்கள் பதிவு ரத்துச் செய்யப்படல் வேண்டும்.)
• இடர் நிலை முடிந்தபின், பாதிக்கப்பட்டவர்களுக்கு மன வெற்றிடத்தை சமாளிக்க சிறப்பு மன வலிமை பெறும் செயலமர்வுகள் நடத்தப்பட வேண்டும். (மத அமைப்புகளும் இதில் பங்கேற்கலாம்.)
• சுனாமிக்குப் பிறகு கடற்கரையில் வீடமைப்பு தடை செய்யப்பட்டதைப் போன்று, நிலச்சரிவு ஏற்படும் பிராந்தியங்களிலும் இதே போன்ற கட்டுப்பாடுகள் செயல்படுத்தப்பட வேண்டும்.
• மத நிலையங்கள் மற்றும் பள்ளிகளை அவசர தங்குமிடங்களாக பயன்படுத்துவதைத் தவிர்க்க, ஒவ்வொரு பிரதேச செயலகத்திற்கும் உட்பட்ட பிராந்தியங்களில் பிரத்தியேக அனர்த்த தற்காலிக தங்குமிடங்கள் நிரந்தரமாக அமைக்கப்பட வேண்டும்.
• நாட்டிற்குள் இருக்கும் சக உள்ளூராட்சி மன்றங்கள் மற்றும் வெளிநாடுகளில் இருக்கும் உள்ளூராட்சி மன்றங்களின் வளங்களை இடர் நிலையின் போது பயன்படுத்த பரஸ்பர உடன்படிக்கை கைச்சாத்திடப்பட வேண்டும்.
• திடீர் அனர்த்தங்கள் ஏற்பட்டால் வெளிநாடுகளிலிருந்து விரைவாக உதவி பெறுவதற்கான பரஸ்பர ஒப்பந்தங்கள் முன்னதாகவே கையெழுத்திடப்பட வேண்டும்.
முடிவுரை
இவ்வாறான நடவடிக்கைகள் எமது இலங்கை எனும் வளமான நாட்டில் நடைமுறைக்கு வந்தால், இனிமேல் நேரிடக்கூடிய இயற்கை பேரிடர்களில் இருந்து மக்களின் வாழ்க்கையை பாதுகாக்கலாம்.
இந்தப் பரிந்துரைகள் (Recommendations) ஜனாதிபதி மற்றும் பிரதமருக்கு உத்தியோகபூர்வமாக அனுப்பிவைக்கப்படும்.அவர்கள் விரும்பிய பரிந்துரைகளை ஏற்கலாம் அல்லது நிராகரிக்கலாம்;ஆனால் ஒரு பொறுப்புள்ள இலங்கையனாக இதை முன்வைப்பது எனது கடமையாக நான் கருதுகிறேன்.

Disaster Management
Sri Lanka, a resource-rich nation, continues to face recurring natural disasters such as the recent Ditwah Cyclone. These events highlight the urgent need for improved and strengthened disaster-management systems. The following recommendations aim to establish a more coordinated and efficient national response.
I. Relief Collection and Distribution
• Divisional Secretariats should publish official emergency needs lists immediately after a disaster.
• Relief—cash or goods—should be collected locally and internationally based on these needs.
• Each district should operate a dedicated Relief Centre to handle all collections and distributions. (Divisional authorities must not intervene directly.)
• Relief should be distributed proportionally based on actual damage and urgency.
• Sri Lankan embassies abroad must initiate emergency-relief efforts quickly and send all collected aid only through government channels.
• A compulsory “Disaster Relief Fund” (till box) contribution should be collected from Sri Lankans seeking services at foreign embassies, to serve as an instant emergency funding.
• Aid should be allocated fairly across all affected regions.
• Weekly reports must be submitted to the government to confirm whether relief reached the intended beneficiaries.
• Media should conduct ground assessments and report the actual situation to the public.
• Final district-level reports must be submitted to the government through Divisional Secretariats and made public.
II. Disaster Management Force (DMF)
• A dedicated Disaster Management Force should be established apart from the tri-forces.
• To allocate modern equipment, vehicles, and other resources specifically for this force.
• To provide specialized disaster-management training locally and internationally.
• To include basic disaster-management education and training in school and technical-college levels’ curriculum.
• To form district-level disaster-response units within civil organizations.
• Youth clubs in unaffected regions must participate in disaster-relief activities; non-participating clubs should lose their registration for a certain period.
• To conduct post-disaster mental-health programs to help victims recover; religious groups may participate.
• To enforce resettlement restrictions in landslide-prone areas, similar to post-tsunami coastal construction restrictions.
• To establish permanent emergency-shelter facilities in each region to avoid using temples, churches, mosques, and schools.
• To form mutual-aid agreements between local government bodies within Sri Lanka and those abroad to share resources during disasters.
• To sign pre-disaster international agreements (mutual) to ensure rapid foreign assistance when sudden emergencies occur.
Conclusion
Implementing these measures will help safeguard the lives of Sri Lankans during future natural disasters.
These recommendations will be formally submitted to the President and Prime Minister for consideration.
Whether accepted or rejected, presenting them is my responsibility as a concerned Sri Lankan citizen.
