He is a former Minister of State for Infrastructure in the Republic of Rwanda and has over thirty years of energy, water, and communication experience in Africa. He is skilled in high-level public sector policy, project development, project implementation, engineering, social development, and economic development. His background in education includes a PhD in energy policy formulation tools for effective implementation.
