Человѐк ( a person/a human) до̀лжен (must ) бы̀ть (to be, after быть the instrumental is used) или (either) вѐрующим (верующ-ий (ая) a believer, here in the Instrumental, a noun(participle) from the verb верить - to believe) , или ѝщущим ( ищущий - a noun(participle) from the verb искать - to look for, requires the Accusative or the Genitive after it, according to the meaning of the phrase, the direct object, here is abstract, and we use the Genitive) вѐры ( вера - a belief, here the Genitive , ends in Ы) . Ина̀че (otherwise) он пусто̀й (empty, here in the nomitive, as the predicate adjective) человѐк.
A person must be either a believer or must seek for a belief. Otherwise, this person is empty.

Peter the Great founded the fortress and port city of Taganrog in 1698. Its rise and development are closely connected with the great and dramatic history of the Russian Empire, with its century-long struggle for the access to southern seas. Here for the first time, fireworks in honor of Azov Russian Navy's victories took place, that Navy being created by Peter the Great.
