Russia will receive 30 thousand foreign students annually

Russia intends to accept 30,000 foreign students annually. This was stated by the head of Rossotrudnichestvo, Yevgeny Primakov, in an interview with journalists on September 6. He also revealed the specifics of the implementation of the Concept of Russia's Humanitarian Policy Abroad.

The rights and position of the Russian-speaking population are one of the key factors in building relations with any state, said the head of Rossotrudnichestvo, Yevgeny Primakov, in a commentary to the Sputnik news agency. The day before, Russian government signed a decree on the concept of the Russian Federation's humanitarian policy abroad, the corresponding document was published on the official website of the Kremlin.

Primakov emphasized that the Concept is an important strategic document for mobilizing Russia's humanitarian policy. He explained that it sets the main coordinates for the work of Rossotrudnichestvo offices around the world. At the same time, special attention in the document is paid to the promotion of the Russian language, culture, achievements in the field of science, culture, education and sports. “Russia will accept 30,000 foreign students annually,” the channel quotes him.

We remind you that the high prestige of Russian education is evidenced by the growing number of foreign students: in 2020, more than 315,000 foreigners studied at Russian universities (7.7% of the total number of students), while more than 60% of them are from the CIS countries. The country is trying in every possible way to develop its scientific and educational system. From 2022, Russia will annually accept 31,000 undergraduate and graduate students from all over the world.

The possible withdrawal of Russia from the Bologna process does not cancel the agreements on the mutual recognition of documents on education, which is carried out in a regular manner and on time.

Russian school students are the winners of the 52nd International Olympiad for High School students in Physics

All Russian participants in the International Physics Olympiad, which was organized in Switzerland this year, took first place for the second year in a row, the press service of the Ministry of Education of the Russian Federation reports.
Russian students became the winners of the 52nd International Physics Olympiad IPhO2022 (International Physics Olympiad), winning five gold medals.

Minister of Education of the Russian Federation Sergey Kravtsov noted that the success of Russian school students at the Olympiad in mathematics, and now in physics, is an indicator of a high level of training in natural science disciplines, which are already studied at an advanced level at school.

This year the competition was organized by Switzerland. Students from Russia took part individually at the MIPT site. The International Olympiad consisted of two rounds, which took place on July 11 and 13. Participants demonstrated various skills in solving theoretical and practical problems.
The International Physics Olympiad (IPhO - International Physics Olympiad) is an annual international competition in physics among high school students from different countries. In 2021, at the International Physics Olympiad, all five members of the Russian team also won gold medals, then the competition was hosted by Vilnius University.

MAI Graduation Ceremony: Foreign Graduates 2022 Received Their Diplomas

On July 8, at the Almaz Orbital Station exposition, that is located at the premises of Moscow Aviation Institute, the commencement ceremony took place: foreign graduates of Russian-language bachelor's, specialist's and master's degree programs received their diplomas.

Alexander Ermakov, the acting vice-rector for academic affairs, opened the ceremony. 284 students from 40 countries, including China, Vietnam, Uzbekistan, Kazakhstan, Belarus and others, have successfully completed their studies at MAI this year. 64 of them graduated from the university with red diplomas, 42 of them are Russian-language programs graduates.

The directors of the institutes No. 1 "Aviation Technology", No. 2 "Aviation, Rocket Engines and Power Plants", No. 3 "Control Systems, Informatics and Electric Power", No. 4 "Radio Electronics, Infocommunications and Information Security", No. 6 "Aerospace", No. 11 "Materials Science and Technology of Materials" gave the diplomas to the MAI graduates 2022.

The life of International students will become easier

The total number of foreign students receiving higher education in Russia has increased by more than 26,000 over the past three years. So, in 2019, 298 thousand foreign students studied in Russia, in 2020 - 315 thousand, in 2021 - 324 thousand. Most of all in Russian universities there are students from Kazakhstan (61 thousand), Uzbekistan (48.7 thousand) and China (32.6 thousand).

And very soon the stay in Russia for foreign students will become even more convenient! The Duma adopted a law on a special legal regime for foreign students. The new amendments to the federal law “On the Legal Status of Foreign Citizens in the Russian Federation” should make it much easier for foreign students to obtain and formalize their status in Russia. And most importantly, the new law provides for the issuance of a temporary residence permit for the purpose of obtaining education (RVPO).

A new document will be issued in addition to the established quota. If it is available, it will not be required to submit an annual notice of residence, there will be no need to take off and then re-register for migration when leaving for another city or home for the holidays, and much more. RVPO will be provided to foreign students for the entire period of study and for another 180 days. A special regime applies to a student in case of transfer to another university. In addition, the presence of this document will enable foreigners not to take exams that prove their knowledge of the Russian language, knowledge of the history and legislation of the country, and will also free them from the need to submit annual notifications of residence. Also, the RVPO will allow its holder to obtain a residence permit in Russia under a simplified procedure, the benefit will be valid for three years after issue. To date, Russian citizenship under a simplified procedure can only be obtained by residents of Ukraine (President Vladimir Putin signed the corresponding decree on July 11), the DPR and the LPR.

In accordance with the new law, it is universities and scientific organizations that have more responsibility for administering the relationship between their students and migration services. When transferring from one organization to another or extending the term of study, the international departments are responsible for the timely submission of student data. And, if they do not provide a certificate of enrollment of the student within 30 days, the RVPO may be canceled. The difficulty lies in the fact that previously universities did not have the obligation to issue such a certificate within the specified period. In connection with the redistribution of responsibilities and changes in the technology of migration registration of foreign students, adjustments will be made to by-laws and orders of ministries.

It will also be necessary to make changes to the Labor and Tax Codes. Therefore, the law will enter into force only after 180 days from the date of publication.
