بيان تونس بمناسبة الذّكرى 76 للإعلان العالمي لحُقوق الانسان

في العاشر من ديسمبر من كُلّ عام، تحتفلُ تونس مع المجتمع الدّولي بذكرى أهمّ وثيقة تُصدرها منظّمة الأمم المتّحدة، مُمثلةً في الإعلان العالمي لحقوق الإنسان، الذي ما يزال، رغم مرور 76 عامًا على اعتماده، المرجعيّة الرّئيسيّة لمنظومة حقوق الانسان في العالم ونبراسًا تهتدي به الشّعوب في تحقيق تطلّعاتها لحياة كريمة وآمنة.
ويُمثّل الاحتفاء بهذه الذّكرى فرصةً سانحة للوقوف على التّقدّم الذي تمّ إحرازه في منظومة حقوق الانسان في العالم وتقييم التّحدّيات والرّهانات الماثلة ومحاولة استنباط الحُلول المُثلى لها.
ولئن أحدثت الموادّ الثلاثين للإعلان تحوّلات عميقة في إعمَال عديد الحقوق والحرّيّات، فإنّ المجتمع الدّولي لم يتوصل بعدُ الى ضمان تنزيل كافة مبادئ هذا الإعلان على أرض الواقع.
ويُشكّل اتّساع فوارق التّنمية بين دُول العالم، في ظلّ نظامٍ مالي دولي غير عادل، وفشل العمل متعدّد الأطراف في مجابهة قضايا تغيّر المناخ والمديونيّة وغيرها، وانتشار التّوتّرات والنّزاعات المسلّحة، مصدرا للمخاطر الحقيقيّة التي تُعيق التّنمية البشريّة وتُهدّد الأمن والسّلم الدّوليّين وتنتهك حقوق الانسان في العالم.
وتغتنمُ تونس هذه المناسبة لتجدّد التّأكيد على التزامها الرّاسخ بضمان الاحترام الكامل لحقوق الانسان على المستوى الوطني، وانخراطها الفاعل في مختلف المبادرات الرّامية لتعزيز حقوق الانسان وحمايتها على المستوى الأممي والإقليمي، وانفتاحها على التّعاون مع مختلف الآليات الدّولية المعنيّة بحقوق الانسان.
وإنّ تونس، التي كانت، منذ القرن التّاسع عشر، رائدة في تكريس المبادئ التي جاء بها لاحقًا الإعلان العالمي لحقوق الانسان، لهي حريصة كلّ الحرص على تجسيد سيادة الشّعب الذي عبّر عن إرادته الحرّة والمستقلّة في مختلف المواعيد الانتخابيّة الأخيرة.
وتُعرب تونس عن تصميمها على استكمال مسار ثورتها عبر تكريس مبادئ العدالة الاجتماعيّة والتصدّي لكافة مظاهر الظّلم والحيف والإقصاء، سَندُها في ذلك الوعي العميق الذي أظهره شعبُها بانخراطه في مواصلة معركة التّحرّر الوطني الكامل والانطلاق في مرحلة جديدة من البناء والتّشييد.
وايمانًا منها بأنّ حقوق الإنسان لا تقبل التّجزئة، تُعرب تونس مجدّدًا عن التزامها بمزيد تعزيز الحقوق الاقتصاديّة الاجتماعية والثقافية وتطويرها بما يستجيب لتطلّعات الشّعب التّونسي في الحياة الكريمة والعيش الآمن دون تمييزٍ أو استثناء أو تقييد.
وأمام تواصُل المظلمة التّاريخيّة التي يتعرّض لها الشّعب الفلسطيني الشّقيق منذ أكثر من 76 سنة في إنكارٍ تامّ لحقوقه الوطنيّة الأساسيّة التي أقرّتها كافة الشّرائع والقرارات والعُهود والمواثيق الدّوليّة وفي مقدّمتها الإعلان العالمي لحقوق الانسان، فإنّ تونس تؤكّد مجدّدا دعمها للنضالات العادلة والمشروعة لهذا الشعب الأبيّ الصّامد من أجل تقرير مصيره وإقامة دولته المستقلّة على كامل التّراب الفلسطيني وعاصمتها القدس الشّريف. وتُجدّد، في هذا الظرف، الدّعوة لوقف حرب الإبادة الجماعيّة بقطاع غزّة ومحاسبة الكيان المحتلّ على كافة الجرائم التي ارتكبها.

Déclaration de la Tunisie à l’occasion du 76ème anniversaire de la Déclaration universelle des droits de l'Homme

La Tunisie célèbre le 10 décembre de chaque année, avec la communauté internationale, l'anniversaire du document le plus important issu des Nations Unies, qui est la Déclaration universelle des droits de l'Homme, qui, malgré les 76 ans écoulés depuis son adoption, reste la principale référence pour le système des droits de l'Homme dans le monde et un phare qui guide les peuples dans la réalisation de leurs aspirations à une vie décente et sûre.
Célébrer cet anniversaire représente une occasion pour passer en r***e les progrès qui ont été réalisés dans le domaine des droits de l'Homme dans le monde, évaluer les défis et les enjeux en cours et essayer d'y trouver les meilleures solutions.
Même si les trente articles de la Déclaration ont apporté de profondes transformations dans la mise en œuvre de nombreux droits et libertés, la communauté internationale n’a pas encore réussi à garantir la concrétisation et l’application de tous les principes de cette Déclaration.
L'élargissement des écarts de développement entre les pays du monde, dans un contexte caractérisé par un système financier international injuste et l'échec du multilatéralisme à faire face aux problèmes du changement climatique, de la dette et d’autres problèmes, ainsi que la propagation des tensions et des conflits armés, constituent une source de véritables risques qui entravent le développement humain, menacent la sécurité et la paix internationales et violent les droits de l'Homme dans le monde.
La Tunisie saisit cette occasion pour réaffirmer son engagement ferme à garantir le respect total des droits de l'Homme au niveau national, son implication active dans les diverses initiatives visant à promouvoir et à protéger les droits de l'Homme aux niveaux international et régional et son ouverture à la coopération avec les divers mécanismes internationaux concernés par les droits de l’Homme.
La Tunisie, qui a été, depuis le XIXe siècle, pionnière dans la consécration des principes énoncés plus t**d dans la Déclaration universelle des droits de l'Homme, tient à réaffirmer son engagement à concrétiser la souveraineté du peuple qui a exprimé sa volonté libre et indépendante lors des diverses élections organisées récemment.
La Tunisie exprime sa détermination à poursuivre le chemin de sa révolution en défendant les principes de justice sociale et en luttant contre toutes les formes d'injustice, d'oppression et d'exclusion, grâce à la profonde prise de conscience exprimée par son peuple à travers son engagement continu dans la lutte de libération nationale et son adhésion à une nouvelle phase de construction et d'édification.
Convaincue que les droits de l'Homme sont indivisibles, la Tunisie réaffirme son engagement à renforcer et à développer davantage les droits économiques, sociaux et culturels de manière à répondre aux aspirations du peuple tunisien à une vie digne et sûre sans discrimination, exception ou restriction.
Face à l'injustice historique persistante subie par le peuple palestinien frère depuis plus de 76 ans, dans un déni total de ses droits nationaux fondamentaux reconnus par toutes les législations, résolutions, conventions et pactes internationaux, notamment la Déclaration universelle des droits de l'Homme, La Tunisie réaffirme, une fois de plus, son soutien aux luttes justes et légitimes de ce peuple fier et résilient pour l'autodétermination et l'établissement de son Etat indépendant sur l'ensemble de ses territoires, avec Al-Quds Al-Sharif comme capitale.
La Tunisie renouvelle, à cette occasion, l’appel pour mettre fin à la guerre d'extermination dans la Bande de Gaza et à tenir l’entité occupante pour responsable de tous les crimes qu’elle a commis.

Tunisia's statement on the 76th anniversary of the Universal Declaration of Human Rights (December 10th, 2024)
On December 10th of every year, Tunisia joins the international community in celebrating the anniversary of the most important document issued by the United Nations: The Universal Declaration of Human Rights. Despite the 76 years since its adoption, this Declaration remains the principal reference for the human rights system and a guiding beacon for people striving to achieve a dignified and secure life.
Celebrating this anniversary offers an occasion to assess the progress achieved in advancing the global human rights framework, evaluate existing challenges and stakes, and devise optimal solutions.
While the 30 articles of the Declaration have profoundly transformed the realization of many rights and freedoms, the international community has yet to ensure the full implementation of all its principles.
The widening developmental disparities between nations under an inequitable international financial system, the failure of multilateral efforts to address issues like climate change and debt, and the spread of tensions and armed conflicts, all pose genuine threats to human development, undermine international peace and security, and violate human rights worldwide.
On this occasion, Tunisia reaffirms its unwavering commitment to ensuring full respect for human rights at the national level and its active participation in initiatives to promote and protect these rights on the global and regional levels. Tunisia remains open to cooperate with all relevant international mechanisms concerned with human rights.
Tunisia which has been, since the 19th century, a pioneer in upholding the principles later enshrined in the Universal Declaration of Human Rights, remains steadfast in embodying the sovereignty of the people, who have expressed their free and independent will through successive recent electoral events.
Tunisia expresses its determination to continue the path of its revolution by upholding the principles of social justice and combating all forms of injustice, discrimination, and exclusion, thanks to the deep awareness expressed by its people through their continued commitment to the national liberation struggle and their embrace of a new phase of construction and edification.
Believing that human rights are indivisible, Tunisia reiterates its commitment to further strengthening and developing economic, social, and cultural rights to meet the aspirations of the Tunisian people for a dignified and secure life without discrimination, exclusion, or restriction.
Amid the ongoing historical injustice faced by the Palestinian people for over 76 years, marked by the denial of their fundamental national rights as affirmed by all laws, resolutions, treaties, and international conventions, including the Universal Declaration of Human Rights, Tunisia reaffirms its support for the just and legitimate struggle of this steadfast and proud people to exercise their right to self-determination and establish their independent state on the entirety of Palestinian territory, with Al-Quds Al-Sharif as its capital.
Tunisia also renews its call for an immediate end to the genocidal war in Gaza and for the occupying entity to be held accountable for all the crimes it has committed.
