С 29 декабря 2021 года вступил в силу Федеральный закон от 1 июля 2021 г. № 274-ФЗ «О внесении изменений в Федеральный закон «О правовом положении иностранных граждан в Российской Федерации» и Федеральный закон «О государственной дактилоскопической регистрации в Российской Федерации» (далее-Закон).
-Что это за процедура:
Процедура включает в себя прохождение медицинского освидетельствования, фотографирование и дактилоскопирование. Перечень медицинских организаций, уполномоченных проводить медицинские осмотры, установленным правительствами Российской Федерации для города Москвы, можно ознакомиться, перейдя по ссылке, кроме Сахарово (только для работающим ИГ).
-Для кого это нужно:
Эту процедуру должны пройти все иностранные граждане (за исключением граждан Беларуси), которые пересекли границу в Российскую Федерацию после 29 декабря 2021 года. В течение 90 дней с момента пересечения границы необходимо пройти всю процедуру и подать документы для прохождения дактилоскопии в местном отделении МВД/МФЦ.
-Что нужно делать:
Вам нужно выбрать одно удобное для вас медицинское учреждение. Позвоните и запишитесь на медицинское освидетельствование для МВД для студентов. Стоимость процедуры составляет около 4200 рублей, нужно уточнить в медицинском учреждении. При себе необходимо иметь паспорт, визу (если действует визовый режим въезда), миграционную карту, регистрацию по месту жительства, нотариально заверенный перевод паспорта. Вся процедура занимает около недели. После прохождения медицинского освидетельствования вам необходимо обратиться в местное отделение МВД/МФЦ для фотографирования и дактилоскопирования. Вам необходимо взять с собой все документы (паспорт, регистрацию и т.д.) и медицинские справки.
-Как часто нужно это делать:
Дактилоскопирование и фотографирование - один раз. Медицинское освидетельствование - до истечения срока действия справок. Более подробную информацию можно уточнить в местном отделении МВД, поскольку в закон будут вноситься поправки.

From 29th of December 2021, a new law has come into effect for foreign nationals living in the Russian Federation for a long period of time.
-What procedures do the foreign nationals have to do:
Foreign nationals need to go through a thorough medical examination (which includes different tests) only in specific medical organizations appointed by the Government of Russian Federation for the city of Moscow. After the medical examinations, once the foreign nationals receive the medical test results, they need to visit the local Ministry of Internal affairs in their area or My Documents, and have their photo taken and fingerprinting done.
-Who has to go through this procedure:
All foreign nationals (excluding citizens of Belarus) entering the territory of Russian Federation after the 29th of December 2021 for a period of stay for more than 90 days. Foreign nationals need to complete the entire medical examination and fingerprinting within a period of 90 days from the date of entry into Russia.
-What do you need to do:
You need to pick the hospital from the list which is convenient for you (list of hospitals). Call them and set up an appointment to go through the medical examination for the Ministry of Internal Affairs for students. The procedure costs around 4200 rubles (exact amount needs to be confirmed with the hospital). It takes around 1 week to complete the procedure and receive the results. You need to take with you, your passport, visa (if you require a visa), migration card, registration and notarized translation of your passport. Once you go through all the medical examinations and receive the results, you need to go to the local office of the Ministry of Internal Affairs or My Documents office in your area with all the documents mentioned above (passport, migration card, etc) and the medical results, and get your photograph taken and fingerprinting done. After a few days you will need to collect the card with the photo and fingerprinting.
-How often do you have to get this done:
Fingerprinting and photo- just once. The medical examination- before the test results expire. However, you will need to recheck with the Ministry or My documents office before getting the re-examination done, as changes are expected to be made to the law.
