Уважаемые студенты,

С 29 декабря 2021 года вступил в силу Федеральный закон от 1 июля 2021 г. № 274-ФЗ «О внесении изменений в Федеральный закон «О правовом положении иностранных граждан в Российской Федерации» и Федеральный закон «О государственной дактилоскопической регистрации в Российской Федерации» (далее-Закон).

-Что это за процедура:
Процедура включает в себя прохождение медицинского освидетельствования, фотографирование и дактилоскопирование. Перечень медицинских организаций, уполномоченных проводить медицинские осмотры, установленным правительствами Российской Федерации для города Москвы, можно ознакомиться, перейдя по ссылке, кроме Сахарово (только для работающим ИГ).

-Для кого это нужно:
Эту процедуру должны пройти все иностранные граждане (за исключением граждан Беларуси), которые пересекли границу в Российскую Федерацию после 29 декабря 2021 года. В течение 90 дней с момента пересечения границы необходимо пройти всю процедуру и подать документы для прохождения дактилоскопии в местном отделении МВД/МФЦ.

-Что нужно делать:
Вам нужно выбрать одно удобное для вас медицинское учреждение. Позвоните и запишитесь на медицинское освидетельствование для МВД для студентов. Стоимость процедуры составляет около 4200 рублей, нужно уточнить в медицинском учреждении. При себе необходимо иметь паспорт, визу (если действует визовый режим въезда), миграционную карту, регистрацию по месту жительства, нотариально заверенный перевод паспорта. Вся процедура занимает около недели. После прохождения медицинского освидетельствования вам необходимо обратиться в местное отделение МВД/МФЦ для фотографирования и дактилоскопирования. Вам необходимо взять с собой все документы (паспорт, регистрацию и т.д.) и медицинские справки.

-Как часто нужно это делать:
Дактилоскопирование и фотографирование - один раз. Медицинское освидетельствование - до истечения срока действия справок. Более подробную информацию можно уточнить в местном отделении МВД, поскольку в закон будут вноситься поправки.

Dear Students,

From 29th of December 2021, a new law has come into effect for foreign nationals living in the Russian Federation for a long period of time.

-What procedures do the foreign nationals have to do:
Foreign nationals need to go through a thorough medical examination (which includes different tests) only in specific medical organizations appointed by the Government of Russian Federation for the city of Moscow. After the medical examinations, once the foreign nationals receive the medical test results, they need to visit the local Ministry of Internal affairs in their area or My Documents, and have their photo taken and fingerprinting done.

-Who has to go through this procedure:
All foreign nationals (excluding citizens of Belarus) entering the territory of Russian Federation after the 29th of December 2021 for a period of stay for more than 90 days. Foreign nationals need to complete the entire medical examination and fingerprinting within a period of 90 days from the date of entry into Russia.

-What do you need to do:
You need to pick the hospital from the list which is convenient for you (list of hospitals). Call them and set up an appointment to go through the medical examination for the Ministry of Internal Affairs for students. The procedure costs around 4200 rubles (exact amount needs to be confirmed with the hospital). It takes around 1 week to complete the procedure and receive the results. You need to take with you, your passport, visa (if you require a visa), migration card, registration and notarized translation of your passport. Once you go through all the medical examinations and receive the results, you need to go to the local office of the Ministry of Internal Affairs or My Documents office in your area with all the documents mentioned above (passport, migration card, etc) and the medical results, and get your photograph taken and fingerprinting done. After a few days you will need to collect the card with the photo and fingerprinting.

-How often do you have to get this done:
Fingerprinting and photo- just once. The medical examination- before the test results expire. However, you will need to recheck with the Ministry or My documents office before getting the re-examination done, as changes are expected to be made to the law.

-For Russian students learning Chinese, your movie should be in Chinese language about China.
-For Chinese students learning Russian, your movie should be in Russian language about China.
-For students of other countries, you can choose to make the movie either in Russian or English language about your own country.

The winners will be announced and prizes will be given out* (prizes will be collected when students will be allowed to attend classes in-person)

SCHOLARSHIP ADMISSION FOR FOREIGN NATIONALS TO THE ACADEMY IN 2022 STARTS TODAY!
In 2022, the Academy will accept students within the quota established by the Government of the Russian Federation for the education of foreign citizens, stateless persons and compatriots living abroad in 2 ways:
1) by reviewing the dossiers of candidates who have been selected through Rossotrudnichestvo;
2) by conducting an independent selection based on the results of an open intellectual competition for foreign citizens.
Attention! Parallel participation in the selection through Rossotrudnichestvo and in the selection conducted independently at the Academy is allowed, this significantly increases the chances of studying at the Academy.
Deadlines for accepting applications and documents for participation in the independent selection of RANEPA for the 2022/23 academic year are as follows:
14.12.2021-Start of submission of documents by students for all study programmes
28.02.2022- Deadline for submission of documents by students for all bachelor and master degree programmes
01.03.2022-29.03.2022*- First round of intellectual competition which will include written tests in Russian Language or English Language (for those programmes conducted completely in English). (* dates are subject to change)
30.03.2022-10.04.2022*-Second round of intellectual competition will be conducted which is the interview stage. Candidates will be allotted a time slot for an interview with the head of the programme. Interviews will be conducted online. (* dates are subject to change)

Procedure for traveling to the Russian Federation and entering the Academy campus: Instructions for international students

Dear Students,

From 8th December 2021, the validity of the Covid-19 PCR test has been reduced from 72 hours to 48 hours. From now on, foreign nationals have to get one PCR test done within 48 hours before travelling to Russia and another within 48 hours after arrival.

Procedure for traveling to the Russian Federation and entering the Academy campus: Instructions for international students 1. Starting from September 01, 2021, foreign citizens from all countries can enter Russia for studying, regardless of the resumption of air communication with them.

Important notice: Starting from 08.12.2021, students who will arrive from the Republic of Botswana, the Republic of Zimbabwe, the Kingdom of Lesotho, the Republic of Madagascar, the Republic of Mozambique, the Republic of Namibia, the United Republic of Tanzania, the Kingdom of Eswatini, the Republic of South Africa and the Hong Kong Special Administrative Region to the territory of the Russian Federation must observe the isolation regime within 14 calendar days from the date of arrival with a double laboratory examination for COVID-19 by the polymerase chain reaction (PCR) method:

- The first examination - within 2 days from the date of arrival;

- The second examination - from the 10th to the 12th day from the date of arrival.

From November 15th, Ranepa Academy will resume the mixed format of education in accordance with the decision of the university management. The majority of students of full-time bachelor's, specialist's and master's degree programs at the Moscow campus will study remotely at least two days a week. In Moscow, from 8th of November 2021, to visit theatres, museums and mass events, visitors will require to show their QR codes at the entrance.

Who is eligible for a QR code?
QR codes will be available to citizens who have been in Russia and have had COVID-19 over the past six months, either have been vaccinated here with the second component of the vaccine (or single-component vaccine), or have a negative PCR test valid for three days from the date of registration of the test. (You can find the list of authorised medical labs here https://mosgorzdrav.ru/covid-test).

How to use the QR code service on the mos.ru portal?
If you do not have an account on the mos.ru portal. You will have to create one by registering in the top left corner of the website- https://login.mos.ru/sps/login/methods/password .Please note that all fields must be filled in Russian so you might need to ask a Russian-speaking person to help you

In order to receive a QR code on mos.ru, click on the button “Get a QR code for foreign citizens”- https://immune.mos.ru/foreign?lang=eng. After that, a form will appear on the screen in which the last name, first name, patronymic (if available), date of birth, mobile phone number, series and number of the foreign citizen's passport and the number of the patent for work in Russia (if any) shall be specified. Before submitting the application, double-check the data; make sure that they correspond to the information specified during vaccination, treatment for COVID-19 or undergoing PCR testing.
When confirming the fact of vaccination, previous illness or a negative PCR test, a QR code will be displayed on the screen. It can be saved to the device or printed.
If the data is entered correctly, and the QR code is not displayed on the screen, the user will receive an instruction describing the algorithm for further actions.

If you got the PCR test done but cannot generate the QR code afer filling all the correct details, then you have to contact the medical organization or laboratory where you got the test done and ask them to check if your information was uploaded into the United Medical Information and Analytical System of Moscow.

Дни с 28 октября по 7 ноября объявлены в Москве нерабочими. Соответствующий указ подписал Сергей Собянин.
-С 28 октября по 7 ноября не смогут принимать посетителей пункты общественного питания. Кафе, рестораны и другие аналогичные заведения будут работать только навынос или на доставку готовых блюд. Под исключение попадают объекты питания в гостиницах и хостелах, а также корпоративные столовые, но только при условии, что в них нет доступа людей с улицы.
-Будут закрыты торговые объекты за исключением тех, что реализуют товары первой необходимости. В частности, будут работать аптеки, продуктовые магазины, компании в сфере онлайн-торговли и доставки.
- Театры и музеи смогут продолжать работу, но только на 50 процентов заполняемости. Кроме того, посещать их можно будет только при наличии QR-кодов (подтверждающих защиту от COVID-19) и использовании защитных масок, а также при соблюдении правил рассадки.
-Приостанавливается предоставление государственных и иных услуг в офисах «Мои документы», в Многофункциональном миграционном центре и в других помещениях органов власти и государственных учреждений Москвы. Получить большинство услуг можно в электронном виде на портале mos.ru, их продолжат оказывать в обычном режиме.
-Высшие и средние профессиональные учебные заведения Москвы с 28 октября смогут проводить занятия только в дистанционном формате.

Dear Students,

28th of October till 7th of November 2021, has officially been announced as non-working days in in the Decree signed by the Mayor of Moscow.
-According to this Decree all cafes, restaurants, and other similar places will be closed to the public and will offer only food delivery services (except for cafes and restaurants located inside the territory of hotels).
-All malls and retail stores will be closed during this period, except for certain medical stores/pharmacies and stores selling daily provisions and food.
-Theatres and museums will allow only 50% of occupancy, with all visitors wearing masks and having the QR code, which is provided after getting the vaccination (confirming protection from Covid-19).
-All 'MY Documents' offices will be closed during this period; however, you can use the online services portal.
- Higher educational institutions in Moscow from October 28 will be able to conduct classes only in a distance format (online).

2. Charger for the phone. On the 1st floor of the first building there is a "wave" table with seats, where you can practice and charge equipment at the same time. The booths in the library on the 9th floor of the first building are arranged according to the same principle.
3. Masks. At the entrance to the first building there is a vending machine for medical masks.
4. Printer / scanner. One printer is installed in room 112 of the fifth building. Building 6 houses a multidisciplinary business center. Here you can print, photocopy, scan and laminate a document, as well as order brochures and business cards.
5. Bookstore. Bookstores are located on the 1st floor of the first and fifth buildings. The assortment includes souvenirs, stationery and literature.
6. Medical assistance. In the 7th building there is a 24-hour emergency room. The Academy Medical Center is located in the same building. In addition to basic medical services, you can sign up for a massage or visit a beautician.
