Director of the Institute of IT and Intelligent Systems Mikhail Abramsky comments on new measures to support IT professionals
A special executive order was signed by President of Russia Vladimir Putin on 2 March.
Among other points, IT professionals can now receive conscription deferments until they turn 27 years old. They will also have access to special mortgage programs. In the next three years, IT companies will be exempt from profit taxation and will be eligible for 3 percent interest loans (which is significantly lower than the current standard rate).
Mikhail Abramsky opines that this can help retain staff and hopes that the measures can be expanded to IT educators and researchers.
“Developers are most in demand today. There is also very high demand for system analysts, business analysts, system administrators, and testers,” says he. “Apart from that, the need for data analysts will also grow every year. We are trying to be in pace with the time and expand IT teaching at the Institute.”
He continues, “I think that the interest towards open source will grow significantly in the nearest future. We are waiting for national repositories to be established. Evidently, we will move to Linux-based operating systems, including Russian ones, and relevant open source applications. We plan to stimulate students working in this area.”
The Russian government pays much attention to the companies’ transfer to Russian software. Abramsky notes that the Institute of IT and Intelligent Systems has cooperation projects with local companies in both development and teaching.

Cooperation discussed with State Institute of Agricultural Aero Photo Geodesy Surveying of Kazakhstan
The guests were accompanied by Director of the Institute of Physics Marat Gafurov.
He met with Deputy Director of SIAAPGSK Eldar Azizov. Also invited were Chair of the Department of Astronomy and Space Geodesy Vladimir Bezmenov and Associate Professor of the same department Renat Zagretdinov.
Mr. Azizov comments, “Our objective is to digitize the whole landmass of Tatarstan, which amounts to 272.5 million hectares; as of now, 81.6 million have been digitized. Employees of Kazakhstan Geodesy Company have interned at KFU, and they were very impressed. We’d like to cooperate with you and develop geodesy and cartography in Kazakhstan.”
Marat Gafurov informed that KFU and SIAAPGSK will sign a cooperation agreement to map agricultural lands of Kazakhstan.
Student exchange and internships were also discussed.

Interim Rector Dmitry Tayursky and Vice-Rector for Biomedicine Andrey Kiyasov visited Tatpharm
The delegation was headed by President of Tatarstan Rustam Minnikhanov.
The company produces a range of medical materials and medications, including cardiovascular, antiviral, neurological, ophthalmological, and others.
KFU is a home for Pharmaceutics Center and is in tight cooperation with Tatpharm in production and testing of innovative drugs.
As of now, there are three substances in testing – anti-epileptic, anti-tumor, and anti-inflammatory. In light of recent international sanctions, they may soon join the roster of import-substituting medications.
The President was informed by Tatpharm executives that all production lines are in order, and there are significant reserves of raw materials, components, and consumables.
Tatpharm is working on new logistical chains for its production, and solutions have been found to continue operations. President Minnikhanov recommended that relevant departments and offices speed up their efforts in making new proposals in pharmaceutical production.

Evaluation of allergenic and mutagenic activity of new inhibitors proves they are safe for biota and environment
A new publication was issued in BioNanoScience.
Previously, KFU’s Laboratory for Hydrate Technology of Utilization and Storage of Greenhouse Gases developed biodegradable inhibitors based on waterborne polyurethanes and aimed at preventing hydrate formation and corrosion. The results were published in Molecules.
“The takeaway of lab tests is that our compounds in 1% concentration do not have any detrimental effects on lab animals and are not mutagenic,” explains Junior Research Associate Yuliya Zaripova.
The animal tests were conducted in full compliance with the Ethics Committee’s requirements and general guidelines. Experimental animals were kept in sanitary conditions; healthy animals were tested after a 21-day quarantine.
“The research was funded by a joint Russian-Norwegian grant from the Russian Foundation for Basic Research,” says Chair of the Department of Petroleum Engineering Mikhail Varfolomeev. “This work is very important to create a multifunctional and non-toxic compound. We have made first steps in that direction by obtaining bifunctional and bio-safe inhibitors applicable at sea deposits including the Arctic shelf.”
