In May 2026, the International Organization for Migration (IOM) participated in a joint meeting with the Cluj County Prefecture (Instituția Prefectului - Județul Cluj), bringing together local stakeholders to discuss the implementation of the new provisions introduced under Emergency Ordinance 32/2026.
The meeting aimed to provide practical guidance on the new migration framework and to support stakeholders in planning interventions during the transition period. Representatives of NGOs delivering social services to migrants were invited to share field-based insights and operational perspectives.
IOM facilitated a mapping exercise of existing services and identified the key needs of migrants affected by the legislative changes. This process enabled a clearer alignment between available support mechanisms and emerging needs, thereby contributing to a more coordinated and effective local response.
