Three days of insightful discussions, inspiring presentations, and meaningful exchanges at the 24th ESPAnet Annual Conference in Lisbon.

Researchers, scholars, and policymakers from across Europe and beyond came together to share their work, discuss the challenges facing social policy, and explore new perspectives and ideas.

We are grateful to all participants, keynote speakers, presenters, discussants, and everyone involved in making this conference such a success.

It was a pleasure for the Institute of Public Policy and ISEG – Lisbon School of Economics & Management to host and support this year's ESPAnet Annual Conference.

ESPAnet 2026 starts today!

The 24th ESPAnet Annual Conference officially begins today at ISEG in Lisbon, bringing together researchers and experts from across Europe to discuss the future of the European Social Model.

Under the theme *“Resize? Restructure? The European Social Model under Pressure”*, the three-day conference will explore the challenges and transformations shaping welfare states and social policy in Europe.

We are delighted to welcome the ESPAnet community to Lisbon and look forward to three days of insightful discussions, research and exchange.

One day to go!

Tomorrow, the 24th ESPAnet Annual Conference begins at ISEG in Lisbon, bringing together researchers and experts to discuss the pressures facing the European Social Model.

Under the theme “Resize? Restructure? The European Social Model under Pressure”, the conference will explore how geopolitical, economic, technological, environmental and political developments are reshaping welfare states and social policy in Europe.

Registration for the conference is now closed. We look forward to welcoming all registered participants to Lisbon tomorrow!

New Publication | Policy Paper 41

The Institute of Public Policy – Lisbon has published Policy Paper 41: The Housing Question and Intergenerational Justice in Portugal.

The paper examines intergenerational justice in housing in Portugal between 2016 and 2023 through an index based on four key dimensions: housing affordability, housing cost overburden, residential autonomy, and housing conditions.

No passado dia 1 de junho, o Observador destacou o trabalho desenvolvido pelo Institute of Public Policy – Lisbon (IPP) no âmbito do projeto “Reformar o sistema eleitoral: redesenhar os círculos e mudar o boletim de voto?”.

O artigo sublinhou as propostas em discussão e a importância de aprofundar o debate sobre o sistema eleitoral português, incluindo o redesenho dos círculos eleitorais e mecanismos que reforcem a representatividade e a ligação entre eleitores e eleitos.

O IPP tem vindo a promover este debate de forma contínua, envolvendo académicos, decisores políticos e sociedade civil, com o objetivo de contribuir para uma discussão informada e plural sobre o futuro da democracia em Portugal.

📍 Seminário | Reformar o sistema eleitoral: redesenhar os círculos e mudar o boletim de voto?

Ontem realizou-se, no Centro Interpretativo – Casa do Parlamento, o seminário “Reformar o sistema eleitoral: redesenhar os círculos e mudar o boletim de voto?”, uma iniciativa conjunta da AEDAR e do Institute of Public Policy – Lisbon (IPP).

A sessão de abertura contou com as intervenções de Carlos Coelho, Vice-Presidente da AEDAR, e de Paulo Trigo Pereira, Presidente do IPP.

O painel de oradores incluiu:
João Santos, António d’Orey Capucho, Paulo Trigo Pereira, Tiago Ricardo e Marina Costa Lobo.

Ao longo da sessão, foi promovido um debate muito participado, refletindo a relevância e atualidade do tema da reforma do sistema eleitoral em Portugal.

A iniciativa terminou com um momento de discussão aberta com o público, reforçando a importância de espaços de reflexão plural sobre o funcionamento do sistema democrático.

🤝 O Institute of Public Policy – Lisbon (IPP) e a Associação de Ex-Deputados à Assembleia da República assinaram ontem um protocolo de colaboração.

Este acordo reforça a cooperação entre as duas instituições e cria novas oportunidades para o desenvolvimento de iniciativas conjuntas dedicadas à promoção do debate público, da reflexão sobre políticas públicas e do fortalecimento da participação cívica.

Uma parceria assente em valores comuns e no compromisso de contribuir para uma democracia mais informada, participativa e plural.
