On Monday, November 29th, 2021, NEO held the Information Day under the auspices of H.E the Minister of Higher Education and Scientific Research, Dr. Mamoud Abu Mweis, and with the presence of the Deputy of EU Representative in Jerusalem, Maria Velasco, and Dr. Nedal Jayousi, the Director of the National Erasmus Office in Palestine. Over 250 participants attended the event from universities, civil organizations, and other stakeholders. Among the audience were representatives of Ministries, Palestinian universities, distinctive scholars, representatives of embassies, NGOs, and various beneficiaries.
The event introduced the European Union Program (Erasmus+) and its new components to urge universities to apply for the different grants that will be open for 2022. The event took its place at the National Institution for educational training in Ramallah.
The representative of the Erasmus + office in Palestine, Dr. Nidal Jayyousi, welcomed the attendees; He presented the new horizons of the Erasmus+ program. The Erasmus+ program in Palestine plays an essential role in building higher education institutions' capacities and providing opportunities to participate in knowledge and professional exchange in Palestine. It has contributed to the internationalization of higher education and Palestine and allowed a large number of Palestinian students to study abroad and benefit from Erasmus+ scholarships. It also contributed to the technical and financial support of the Ministry of Education and Higher Education, universities, and the private sector.
After the opening, the Minister of Higher Education and Scientific Research, Dr. Mahmoud Abu Mweis, emphasized the significant role of EU in supporting Palestinian higher education institutions. He highlighted that the National Erasmus+ Office remarkably influenced the modernization of education system by creating new opportunities and enhancing the networking between the universities, which paved the way for bridging the gaps between the Palestinian, Arab, and European Higher Education Institutions. Moreover, he shed light on the distinctive role of Erasmus+ in upgrading the quality of Higher Education Institutions at all levels in Palestine.
The Minister concluded his speech by highlighting the importance of developing the quality standards and national policies for higher education and utilizing European standards in education. In his remarks, the Minister praised the essential and distinct role of the Erasmus + program, noting that the Erasmus + program is one of the most important programs in supporting the Palestinian higher education institutions.
Dr. Jayousi emphasized the role of the Erasmus Programme in supporting the Palestinian higher education institutions and developing the higher education system through providing new opportunities, fostering partnerships between higher education institutions, bridging the gap between local and global higher education systems, and enhancing the quality of higher education system on various levels. Dr. Jayousi pointed out that the new Erasmus Call will focus on youth and vocational training and expand the existing actions, highlighting that there will be a significant increase in the budget amount in the next Call.
Dr. Jayyousi praised the role and programs of the Erasmus+ in developing, supporting, and establishing many qualitative master programs in Palestine in several fields. These programmes brought new expertise to many areas, such as computer engineering, information technology, health, education, intellectual property, software, agriculture, electronic governance, and alternative energy - which are in harmony with the needs of the Palestinian market. This role intersects with the directions of the Prime Minister to promote the educational process by adding and developing new master and doctoral programs.
In her speech, the Deputy Representative of the EU, Maria Velasco, expressed her most profound thanks and gratitude for the invitation to the information day. She focused on the crucial role played by Erasmus+ in Palestine, which aims to strengthen the cooperation between national and international coordinators and partners and enhance knowledge sharing. The Deputy Representative expressed many thanks to the Ministry for the support and adoption of Erasmus+ in Palestine. She also congratulated Palestine for winning the most significant number of projects in the Southern Mediterranean region.
The event was arranged to present the 2022 Call for project proposals within the European Union Erasmus+ programme, which included information and guidelines for applying to the following action: CB in Higher Education, CB in VET and Youth, and Learning Mobility with its various strands.
During the event, new opportunities were introduced to the Higher Education Institutions and some distinctive experiences of successful projects. The participants had the opportunity to learn about the application procedures and got some beneficial advice on how to improve their proposals.
A discussion panel followed the final session, in which the participants had the chance to pose questions and raise remarks on the information provided during the day.

Under the auspices of its director, National Erasmus Office in Palestine launched the Information Day in Gaza on Wednesday, October 27, at Israa University. In the opening session, the NEO Director gave a speech in which he welcomed the guests and expressed his gratitude to Israa University for hosting the event and all universities in Gaza for their generous contribution. Dr. Jayousi emphasized the role of the Erasmus Programme in supporting the Palestinian higher education institutions and developing the higher education system through providing new opportunities, fostering partnerships between higher education institutions, bridging the gap between local and global higher education systems, and enhancing the quality of higher education system on various levels. Dr. Jayousi pointed out that the new Erasmus Call will focus on youth and vocational training and expand the existing actions, highlighting that there will be a significant increase in the budget amount in the next call.
Israa University President, Dr. Abdelkhaleq Al Farra, provided a speech during the opening session saying that the Erasmus Plus Programme has offered Palestinian universities an invaluable opportunity for development amid difficult circumstances on political and social levels. “At Israa University, we are looking forward to establishing effective partnerships with our Palestinian counterparts as well as with European universities in order to enhance the role of this university and its engagement with the Palestinian society,” said Dr. Farrah.
The following session was dedicated to explaining the most important aspects related to the Capacity Building in Higher Education (CBHE) programme. Dr. Nedal Jayousi provided a one-hour information session about CBHE and the most important changes in the action during 2022. Then, Dr. Ahmed Issa from Azhar University led another session in which he shed light on the best practices of CBHE projects in his university.
After the coffee break, Eng Amani Almaqadmeh, from the Islamic University of Gaza, led the third session on the International Credit Mobility programme. She provided an information session that tackled the changes in the programme and the main criteria to focus on during 2022. After that, she provided examples of the best practices of ICM projects at IUG, giving a glimpse of inspiring stories of success and making change.
NEO Director led the final session in which he introduced the new actions in Erasmus Programme related to youth and vocational educating and training.
