Position Title: Project Coordinator:

The Gaza Culture and Development Group (GCDG) is a non-profit and non-governmental organization established in 1990 by a group of Palestinian intellectuals aiming at promoting cultural awareness for all categories of the society. The association works on achieving sustainable development to achieve a better and sustainable future for all. It is officially registered with the Palestinian Ministry of Interior under No. 7288 since 2003. (GCDG) is recruiting a qualified candidate for the following position:

The project Coordinator will be responsible for the planning, implementation & management of the project activities and stakeholders related to advocacy including promotion & awareness, contribute in related assessments and capacity building.

Position Type: Full time (100 %).
Location: Gaza culture and Development Group (GCDG), Gaza.
Duration: 12 months subject to be extended based of fund availability and performance evaluation.
Expected starting Date: Based on fund secure, Expected: November 2023.
Reports to: Executive Director.

The “GCDG” places at the forefront of its mission the care and development of children's talents as a primary goal in its pioneering path with strong belief in the importance of building a brighter future for the upcoming generations by enhancing their capabilities and involving them in rich educational and cultural activities.
The ” GCDG” adopts multiple and integrated approaches to achieve this goal, with a focus on improving the educational, social, and cultural environment in which children grow. The association offers a diverse range of purposeful activities and projects that allow children to maximize their potential and skills.
Also, encourages social participation and collective work by organizing cultural and community events that promote values of cooperation and interaction among children.

(GCDG) will be implementing a project titled Enabling Talented Children for a Better Future (Russol Centre Phase II). in partnership with Islamic Relief and funded by IR Canada, The project will contribute to Improved interdependence, connectedness, and productivity of Russol-enrolled children in the Gaza Strip This project recognizes the immense potential and talent present among children and aims to empower them for a brighter future, By nurturing their abilities, skills, and competencies, The Gaza culture and development group will take advantage of its three headquarters in Gaza and north of Gaza governorates to implement the project, the project contributes to the broader vision of Islamic Relief in promoting sustainable development and fostering positive change within communities.

In order to strengthen its technical and operational capacities in implementing this project, (GCDG) is seeking a highly motivated Project Coordinator.

Duties and Responsibilities:

Under the overall supervision of the (GCDG) Manager of the Office the Project Coordinator will perform the following tasks:

 Ensure efficient and quality project implementation according to the workplan, in line with the project document and following the agreed upon guidelines and templates. This includes preparing, updating and monitoring detailed workplans for the project and supervising and coordinating the timely implementation of all project activities.
 Establish close collaboration and working arrangements with a multidisciplinary team of technical experts, short-term consultants, national /international staff/consultants and support personnel and provide day to day follow up as needed.
 Mobilize resources and ensure the buy-in of all stakeholders including local partners and private sector organizations.
 Provide ongoing updates on progress and tracking, reporting and documenting achievements and bottlenecks.
 Take the lead in handling the agreements with the implementing partners including managing the agreements for results, reviewing, and clearing the monitoring reports from implementing partners, and certifying requests for payments in compliance with the requirements of the Agreements.
 Liaise, under the supervision of the (GCDG) Manager of the Office, with INGOs, LNGOs, implementing partners, and other governmental and non-governmental actors to ensure that project interventions are implemented, coordinated, and synergized with donor guidelines and integral to the achievement of the project overall objective.
 Collect, consolidate, and prepare the progress and final reports and other information materials following the donor guidelines, requirements, and templates as well as doner applicable policies and procedures.
 Conduct frequent field visits, follow up and monitoring to the project rightsholders; and provide the needed support, advice and follow up in order to ensure optimal use and sustainability of the support provided by the projects to the rightsholders.
 Contribute to building the project staff’s and partners’ capacity in understanding and utilizing approaches, tools, and best practices relevant to the project.
 Perform other related duties as required.
 Cooperate with GCDG MEAL department to ensure proper implementation of the project-related monitoring and evaluation activities through data collection and documentation.
 Supporting in developing progress and final narrative reports.
 Any other tasks requested by direct supervisor.
The key results have an impact on the delivery of the programme in terms of quality and accuracy of work. Accurate information management, analysis, and presentation and a client-oriented approach enhance TFS’s capability to effectively and efficiently manage project’s activities while ensuring quality implementation of projects in contribution to the attainment of progressing SDG 4 and SDG 8 among other relevant SDGs.

Job Requirements
Required Skills and Experience

Education:

- A Bachelor’s or Master’s degree in a field relevant to the required tasks (i.e., Business Administration, Development, or related field).

Experience:

- At least 6 years (for the Bachelor’s degree) and 4 years (for the Master’s degree) of proven experience in the implementation and/or development of talent development approach skills and/or developmental programs/projects targeting talented.
- Proven experience in coordinating capacity strengthening interventions targeting market-oriented capacity development of talented children and youth,

Language Requirements:
- Working knowledge in both Arabic and English languages

Other:
- Excellent reporting and communication skills in both Arabic and English.
- Professional skills in standard computer applications.

Position Title: Project Accountant

Position Type: Full time (100 %)

Reports to: Finance Manager.
Key Responsibilities:
 Managing the projects budget-by-budget formulation, controlling allocations, monitoring expenditures, and preparing revisions according to the needs of the projects.
 Analyze, evaluate, and process all financial data of the project's activities.
 Recording and bookkeeping of financial transactions includes payments, receipts and another journal entries.
 Prepare payment requests and get the needed approvals with checking for correctness of expenditure lines and budget project codes against which the payment requests are issued.
 Timely and accurate preparation of financial reports, in compliance with the financial obligations stated in the signed partnership agreement.
 Work closely with the financial manager and Project Coordinator and under financial supervision of financial manager, for budget follow up, proposed budget reallocations, cash forecast and other issues related to purchases.
 Prepare Monthly Cash flow forecasts and the bank reconciliation.
 Ensures the effective recording and reporting system, internal control and audit follow-up and processes administrative and financial transactions in an accurate and timely way.
 Assist the project team in developing and tracking the project procurement through facilitating timely communication of procurement/purchase needs, status updates on the progress of all orders, and effective and efficient service delivery.
 Prepare monthly payroll sheets for staff salaries and maintain records of their income tax and insured that staff gets their salaries in time.
 Review the invoices, purchase requests and other supporting documents before prepare payment process.
 Make sure all accounting vouchers are reviewed and approved before entering data in Golden Asseal software program.
 Follow up the Bank account, payables, Receivables and donor's budgets on daily basis.
 Support the members of admin, project and procurement team in the follow up and implementation of current accounting regulations and ensure all admin staff adhere to organization procedures.
 Provide Logistic support and conduct procurements (obtain validated purchase requests, collect quotations, prepare summary bid analysis, and issue purchase orders) in accordance to established policies and procedures.
 Attend Tender opening committees to ensure competitiveness and quality in the submissions and document findings and monitor tendering processed in coordination with the procurement coordinator to ensure that tendering occur in accordance with the cooperation agreement and local laws.
 Interacted with external auditors in completing audits, and work with them closely upon request.
 Manage petty cash and make cash count every month according to Organization guidelines.
 Prepare checks and bank transfers for Organization according to Organization financial procedures and sign it by the authorized persons on timely basis.
 Support in coordinating with the finance department to avoid any discrepancy and to agree on the contract’s payment terms and supporting documents.
 Ensure procurement & financial files are accurate and records comply to GCDG procurement policies, the filing system is properly established, all soft copies and hard copies of procurement files are accessible and manageable.
 Ensure that all payments are reviewed and signed by the relevant staff/beneficiaries and submitted, recorded.
 Handling all the fixed assets related tasks including the physical counting and updating all related records.
 Maintain appropriate records (soft and hard copies) to ensure that the Payments and Receivables process, and contractual agreements are accurately documented for accountability and audit purposes.
 Maintain up to date archiving system for the financial reports, and staff work contracts. (Both soft and hard copies).
 Any other tasks requested by direct supervisor.
Qualifications and Experience:
• A Bachelor degree from an accredited university in accounting or other relevant filed.
• At least 3 years of experience working with local NGOs.
• Experience in using the accounting system (Golden Asseal).
• Ability to work under pressure and within a team.
• Excellent reporting and formal writing skills in both English & Arabic.
• Proficiency in computer applications (MS Word, Excel).
• Understanding of protection in humanitarian context.

 Commitment to attend all trainings and meetings related to the project and submit reports to project coordinator.
 Preparing all administrative papers and weekly plans for the team and handing them over to the supervisor.
 Follow up on project financial statement, payments and financial reports with the participation of the project and finance officer.
 Participate in procurement in terms of planning, commissions and reports.
 Maintain effectively project participant’s database and produce reader-friendly presentations.
 Participate in feeding the project reports, sharing field challenges, complaints, success & best practices.
 Maintain efficient project documentation and archiving system of project.
 Assisting in preparing the success stories, case studies and media coverage.
 Support the implementation of MEAL activities in coordination with the MEAL Coordinator at Carrying out any other works assigned to him/her related to the project activities.
 Conduct field visits to clubs to monitor work.
 Participating in identifying the needs of clubs.
 Participating in selecting the beneficiary.

Qualifications and Experience:
• Bachelor degree from an accredited university in Social Sciences, Engineering, Business Administration, Development, or related field.
• At least 3 years of experience in projects Assisting and coordination and management and field work with NGOs or INGOs.
• Ability to work under pressure, independently and with minimum supervision, and as part of a team.
• Excellent interpersonal and communication skills.
• Good writing and communication skills in both English and Arabic.
• Proficiency in computer applications (MS Word, Excel).

أطلق مركز مجموعة غزة للتعليم والتدريب المهني والتقني الأسبوع الماضي مشروع "اتحاد" بتمويل كريم من سوبر نوفا الفرنسية ووزارة الخارجية للشئون الأوربية-فرنسا Super-Novae.org و French Ministry of Foreign Affairs
والذي يستهدف 50سيدة ببرنامج تدريبي متكامل في تخصصي صيانة الهواتف الذكيةوالتصميم الجرافيكي والعمل الحر. واليوم تستمر هذه التدريبات واللقاءات المليئة بالشغف من قبل المتدربات حيث أنهت المتدربات مسار المهارات الحياتية لينطلقوا باتجاه التدريبات التقنية المختصة بالمشروع، وخلال هذه الفترة أبدت المشاركات عن سعادتهن وامتنانهن للحصول على هذه الفرصة التدريبية المميزة

GCDG TVET Centre last week launched the "Ettihad" project, with a generous fund by Super-Novae.org and the French Ministry of Foreign Affairs
The project targets 50 women with an integrated training program in the specialties of “ smartphone maintenance, graphic design, and freelancing" Today, the women continue the training with full passion and enthusiasm. The women completed the life skills track and moved towards the technical training. During this period, the women expressed their happiness and gratitude for obtaining this unique training opportunity.

مشروع "ETTIHAD" لدعم الأنشطة المدرة للدخل للمرأة من خلال التدريب المهني والتجاري "وذلك بالشراكة مع مؤسسة (Super Novae) الفرنسية وبتمويل كريم من وزارة أوروبا والشؤون الخارجية - فرنسا.
