The neon-lit skyline of Luquillo, Puerto Rico, casts a vibrant glow over the river as Commander Eric Cintron and 2IC Nicholas Sheppard from the River Patrol Rescue Command Always Ready 24/7, Inc investigate a submerged disturbance beneath the water’s surface. Palm trees sway in the humid breeze, framing the towering skyscrapers with their green spires, but the team’s focus is on the "Echo Pulse"—a rhythmic electromagnetic anomaly that’s now causing tidal disruptions along the river. Specter has flagged it as part of a global pattern, and the River Patrol is here to determine if this anomaly poses a new threat or signals a deeper mystery beyond their coastal jurisdiction.

Eric stands at the helm of the patrol boat, its red hull slicing through the water, as he examines a holographic sonar display glowing blue against the twilight. “Specter, this is River Lead, Eric Cintron. We’re at coordinates 18.3780, -65.7200. The ‘Echo Pulse’ is active—causing tidal surges in a 3-kilometer radius. No signs of human activity yet, but this level of disruption is highly unusual,” he reports, his voice calm and authoritative.

Specter mentioned it’s part of a global pattern—possibly tied to an incident in Kentucky last week.” He taps his comms again. “Specter, any updates on the ‘Echo Pulse’? We need to confirm there’s no human interference before we can rule out a local cause.”

A voice crackles through their headsets—Specter’s operations lead, Enigma, with the AFP officer assisting remotely. “River Lead, this is Specter. The ‘Echo Pulse’ matches disturbances we’ve seen globally, but we can’t identify its cause yet. It’s not a local MO—too advanced and synchronized. Secure the area and trace the signal’s source to ensure there’s no human involvement. We’ll take over from there.”
