گورنمنٹ گرلز ہائیر سیکنڈری اسکول بڈیانہ میں پیش آنے والا حادثہ انتہائی افسوسناک ہے، جس پر ہر دل دکھی ہے۔ تاہم کسی بھی سانحے کے بعد فوری طور پر کسی ایک فرد کو قصوروار ٹھہرانا انصاف کے تقاضوں کے منافی ہے۔ CEO ایجوکیشن کا کردار بنیادی طور پر انتظامی اور پالیسی سطح کا ہوتا ہے۔ تعمیراتی کاموں کی براہِ راست نگرانی متعلقہ انجینئرنگ ڈیپارٹمنٹ، ٹھیکیدار اور مقامی انتظامیہ کی ذمہ داری ہوتی ہے۔ کسی بھی زیرِ تعمیر منصوبے کی تکنیکی جانچ، مٹیریل کا معیار اور حفاظتی انتظامات متعلقہ فنی شعبوں کے دائرہ اختیار میں آتے ہیں۔
لہٰذا جب تک مکمل اور شفاف تحقیقات مکمل نہیں ہو جاتیں، کسی افسر کو مجرم قرار دینا قبل از وقت ہوگا۔ ہم قانون نافذ کرنے والے اداروں سے توقع رکھتے ہیں کہ وہ غیر جانبدارانہ تحقیقات کریں گے اور اصل ذمہ داران کا تعین کریں گے۔
ادارہ جاتی سربراہان کو بلاوجہ موردِ الزام ٹھہرانا نہ صرف انتظامی نظام کو متاثر کرتا ہے بلکہ انصاف کے بنیادی اصولوں کے بھی خلاف ہے۔ ہمیں جذبات کے بجائے قانون اور حقائق کی روشنی میں فیصلے کا انتظار کرنا چاہیے۔
حکام بالا سے گزارش ہے کہ اساتذہ کی عزت و وقار کا خیال رکھا جائے۔ CEO ایجوکیشن ضلع سیالکوٹ اور پرنسپل صاحبہ کے ساتھ انصاف پر مبنی رویہ اپنایا جائے۔

A comprehensive and substantive meeting was held in the Committee Room of the School Education Department (SED), Government of Punjab. The Special Committee Meeting was presided over by Special Secretary SED, Mr. Muhammad Iqbal.

Mr. Ali Raza, Chairman, Pakistan Chamber of Education, delivered a detailed and well-articulated presentation on behalf of the private education sector. The meeting was also attended by Former Minister for Education, Mian Imran Masood, along with eminent educationists from both the public and private sectors.

During the session, the Pakistan Chamber of Education presented the proposed Academic Calendar, with particular emphasis on the rationalization of vacations. A comprehensive and practical solution was formally presented and submitted to the competent authority for consideration.

All private sector representatives present in the meeting recorded their strong protest against the closure of schools, particularly in Bahawalpur. The Pakistan Chamber of Education also formally recorded its strong protest against the sealing of schools by PERA in Muridke. Former Minister for Education Mian Imran Masood and Mr. Abrar Ahmad Khan strongly supported this stance and presented compelling arguments on the matter.

After detailed deliberations, the forum developed consensus on the following key points, primarily presented by Mr. Ali Raza, Chairman, Pakistan Chamber of Education:
• A minimum of 190 instructional days per year should be mandatory, exclusively dedicated to academic activities.
• An additional 20 days should be allocated specifically for examinations.
• Summer vacations should be limited to six weeks, while winter vacations should be two weeks.
• In view of continuous climate change, it was recognized that Punjab comprises three distinct climate zones: Upper Punjab, Central Punjab, and South Punjab.
• Decisions regarding emergency vacations (due to war, floods, earthquakes, fog, smog, law and order situations, etc.) should be made at the district level only, based on local conditions.

علم، محبت اور رفاقت سے سجا یادگار ظہرانہ
یہ نشست محض ایک ظہرانہ نہیں بلکہ علم، محبت اور فکری ہم آہنگی کا خوبصورت مظہر تھی۔
کل ہمارے نہایت قابلِ قدر دوست، معروف ماہرِ تعلیم حافظ خالد محمود صاحب (سینئر نائب صدر، پاکستان چیمبر آف ایجوکیشن ضلع سیالکوٹ) نے اپنے رفیقِ میزبانی پرویز باجوہ صاحب (صحافی و دانشور) کے ہمراہ پاکستان چیمبر آف ایجوکیشن ڈویژن گوجرانوالہ کے نو منتخب عہدیداران کے اعزاز میں ایک شاندار اور باوقار ظہرانے کا اہتمام کیا۔
اس بامقصد اور خوشگوار تقریب میں ڈویژن کے نامور ماہرینِ تعلیم کی شرکت نے اس کی وقعت کو مزید بڑھا دیا۔ مہمانانِ خصوصی میں ڈویژنل صدر عامر یوسف بٹ صاحب اور ضلعی صدر مبشر حسین ایڈووکیٹ صاحب کی موجودگی باعثِ اعزاز رہی۔
نالہ ڈیک کے کنارے قدرتی حسن، خوشگوار دن کا ماحول، علم و فنونِ لطیفہ پر سیر حاصل گفتگو، خلوص سے بھرپور میزبانی اور باہمی محبتوں نے اس ملاقات کو ایک یادگار تجربہ بنا دیا۔ ایسی محفلیں نہ صرف تعلیمی حلقوں میں فکری ربط کو مضبوط کرتی ہیں بلکہ مستقبل کے لیے مثبت سمت کا تعین بھی کرتی ہیں۔

پاکستان چیمبر آف ایجوکیشن نے ہمیشہ پرائیویٹ تعلیمی اداروں کے مسائل پر بھرپور آواز اٹھائی اور مسائل کو گورنمنٹ کے سامنے پیش کیا۔ رجسٹریشن کو ایک سال سے دوسال اور اب چار سال تک! پاکستان چیمبر آف ایجوکیشن کی سالانہ کانفرنس اور جنرل باڈی میٹنگ 2025 میں وزیر تعلیم پنجاب نے اس بات کا وعدہ کیا تھا۔ اور اسی طرح ارباب اختیار تک مسلسل یہ آواز پہنچائی کہ بورڈز کے چئیرمین اور سیکرٹری کی تعیناتی کوجلد ممکن بنایا جائے- پاکستان چیمبر آف ایجوکیشن اپنے تعلیمی اداروں کے مسائل پر انشاءاللہ آواز اٹھاتی رہے گی اور ان مسائل کے حل میں اپنا بھرپور کردار ادا کرےگی-
