A serious concern has emerged regarding the recent Annual SLO-based examinations conducted by Federal Board of Intermediate and Secondary Education for SSC during E-Marking.
The SLO system was introduced to reduce rote learning and promote conceptual understanding. However, if questions from “Formative SLOs” are included in board exams despite clear instructions in the Assessment Framework, then this raises important questions about fairness and policy implementation.
Students prepare according to officially provided guidelines. If a paper includes content outside the declared summative scope, students should not suffer due to paper-setting mistakes.
Even if such questions are given as an “OR” option with a summative question, the issue remains unfair because:
Both choices should be equal and valid
An out-of-syllabus/formative option limits true choice
Students may lose marks despite proper preparation
A fair solution would be:
Neutralization of the affected question
Full credit marks for all students
Special marking instructions during E-Marking moderation
Teachers, examiners, and subject specialists should collectively raise this matter with the board authorities so that students’ academic futures are protected.
Education systems must prioritize transparency, fairness, and student welfare above all.

Federal Board of Intermediate and Secondary Education کے حالیہ SLO-Based امتحانات کے حوالے سے ایک نہایت اہم مسئلہ سامنے آیا ہے۔
SLO سسٹم کا مقصد رٹہ سسٹم کا خاتمہ اور Conceptual Learning کو فروغ دینا تھا۔ لیکن اگر Assessment Framework میں واضح ہدایات کے باوجود “Formative SLOs” سے سوالات بورڈ امتحان میں شامل کیے گئے ہیں، تو یہ نہ صرف پالیسی پر سوال اٹھاتا ہے بلکہ طلبہ کے ساتھ ناانصافی بھی ہے۔
طلبہ اپنی تیاری سرکاری گائیڈ لائنز کے مطابق کرتے ہیں۔ اگر پیپر میں Summative Scope سے باہر سوالات شامل ہوں، تو اس کا نقصان طلبہ کو نہیں اٹھانا چاہیے۔
چاہے ایسے سوالات “OR” کی چوائس میں ہی کیوں نہ دیے گئے ہوں، پھر بھی مسئلہ برقرار رہتا ہے کیونکہ:
دونوں آپشنز برابر اور منصفانہ ہونے چاہییں
Out of Syllabus/Formative سوال حقیقی چوائس کو محدود کر دیتا ہے
محنتی طلبہ بھی غیر ضروری طور پر مارکس کھو سکتے ہیں
اس صورتحال میں منصفانہ حل یہ ہو سکتا ہے:
متاثرہ سوال کو Neutralize کیا جائے
تمام طلبہ کو Full Credit Marks دیے جائیں
E-Marking Rubrics میں خصوصی ہدایات شامل کی جائیں
اساتذہ، ایگزامینرز اور سبجیکٹ اسپیشلسٹس کو چاہیے کہ اس مسئلے کو اجتماعی طور پر بورڈ حکام کے سامنے اٹھائیں تاکہ طلبہ کے تعلیمی مستقبل کا تحفظ یقینی بنایا جا سکے۔
تعلیمی نظام کی اصل ترجیح شفافیت، انصاف اور طلبہ کے مفاد کا تحفظ ہونی چاہیے۔
