1. زبان کی تعریف:
زبان وہ صوتی اور لفظی وسیلہ ہے جس کے ذریعے ہم اپنے احساسات، جذبات اور خیالات دوسروں تک پہنچاتے ہیں۔

2. اردو کے معنی:
اردو لفظ ترکی زبان کے "اوردا" سے آیا ہے جس کے معنی لشکر یا فوج ہوتے ہیں۔ اردو زبان فارسی، عربی، ترکی اور ہندی بولیوں کے امتزاج سے بنی ہے، اسی لیے اسے "لشکر زبان" بھی کہا جاتا ہے۔

3. اردو کے مختلف نام:

ہندی یا ہندوی: اردو کا قدیم ترین نام، جو چودھویں سے اٹھارویں صدی تک استعمال ہوتا رہا۔

ریختہ: فارسی زبان کا لفظ ہے جس کا مطلب مرکب زبان یا ملے جلے الفاظ والا کلام ہے۔ امیر خسرو نے اس لفظ کو موسیقی کی اصطلاح کے طور پر استعمال کیا۔

ہندوستانی: ابتدائی دور میں اردو کو ہندوستانی بھی کہا جاتا تھا، خاص طور پر انگریزوں کے زمانے میں۔

اردو: اٹھویں صدی سے اردو کا نام عام ہوا، اور آج یہی نام رائج ہے۔

دیگر علاقائی نام:

دکنی (دکن کی زبان)

دہلوی (دہلی کی زبان)

گجراتی (گجرات کی زبان)

اردو معلی (شاہی دربار کی زبان، خاص طور پر مغل شہنشاہ جہان کے دور میں)

ذیل میں جنرل اسمبلی کی منظور شدہ قرارداد "افغانستان کی صورتحال" (دستاویز A/79/L.100) کے اہم نکات پیش کیے جا رہے ہیں:

قرارداد کے اہم نکات:

1. افغانستان سے مطالبہ کیا گیا کہ وہ انسانی حقوق کا احترام کرے، بین الاقوامی قانون کی پاسداری کرے اور دہشت گردی کے خلاف فیصلہ کن اقدامات کرے۔

2. قرارداد 116 ووٹوں سے منظور ہوئی؛ 2 مخالفت (امریکہ اور اسرائیل) اور 12 غیر حاضر رہے۔

3. قرارداد میں افغان عوام کی ان کوششوں کی حمایت کا عزم کیا گیا جن کا مقصد ایک مستحکم، محفوظ، خودکفیل ریاست کا قیام ہے۔

4. افغانستان سے کہا گیا کہ وہ دہشت گردی، منشیات کی غیر قانونی تجارت، سرحد پار جرائم اور بدعنوانی کے خاتمے کے لیے کام کرے۔

5. آئینی اور جامع حکومت کی تشکیل کے لیے افغان کوششوں کی حمایت کی گئی۔

6. قرارداد میں طالبان کی جانب سے خواتین اور بچیوں پر مظالم پر "سخت تشویش" کا اظہار کیا گیا۔

7. طالبان کے بنائے گئے ادارہ جاتی نظام کو امتیازی، علیحدہ کرنے والا، اور انسانی وقار کی توہین پر مبنی قرار دیا گیا۔

8. افغانستان کو یاد دلایا گیا کہ وہ بین الاقوامی انسانی حقوق، پناہ گزینوں اور انسانی قانون کا پابند ہے۔

9. قرارداد میں افغانستان میں جاری تشدد اور دہشت گرد گروپوں (جیسے القاعدہ، داعش) کی موجودگی پر تشویش کا اظہار کیا گیا۔

10. افغانستان سے مطالبہ کیا گیا کہ امتیازی پالیسیوں کو فوری طور پر واپس لیا جائے۔

11. احتساب کے نظام (مثلاً بین الاقوامی فوجداری عدالت) کو اپنانے پر زور دیا گیا۔

12. قرارداد میں "صنفی امتیاز" (Gender Apartheid) کو بین الاقوامی جرم تسلیم کرنے پر زور دیا گیا۔

15. بگڑتے انسانی بحران، غذائی قلت اور بنیادی خدمات کی کمی پر گہری تشویش کا اظہار کیا گیا۔

16. بین الاقوامی برادری سے مطالبہ کیا گیا کہ وہ انسانی امداد کی فراہمی میں اضافہ کرے۔

17. افغان عوام کے لیے ایک مشمولاتی، نمائندہ اور عوامی حکومت کے قیام کو ضروری قرار دیا گیا۔

18. طالبان پر زور دیا گیا کہ وہ بنیادی حقوق کی پاسداری اور شمولیت پسند پالیسی اپنائیں۔

19. پاکستان نے افغان پناہ گزینوں کی میزبانی پر اپنے کردار کو تسلیم کیے جانے کا خیر مقدم کیا۔

20. پاکستان نے افسوس ظاہر کیا کہ قرارداد میں زمینی حقائق مثلاً طالبان کو "de facto authorities" نہ ماننا شامل نہیں کیا گیا۔
