Military Accounts Training Institute Lahore Military Accounts Training Institute (MATI) was established in 1950 at Lahore to cater training needs of Pakistan Military Accounts Department.

It was shifted to Rawalpindi in 1971. With the growing needs of training of the employees in various fields, the training portoflio of MATI was enlarged. Its physical structure also expanded. The present setup of MATI comprises the main Institute at Rawalpindi and its regional Institutes at Lahore, Karachi, Wah Cantt, Peshawar, Multan and Quetta. MATI offering variety of different courses for the

staff and officers of this department. Some courses/orientations have been designed for officers and personnel of Defence Services keeping in view their needs and demands. COURSES

ی‏کہتے ہیں کہ صدر صدام حسین نے گرفتاری کے بعد عدالت عالیہ کو یہ درخواست کی تھی کہ اسے قید کے دوران نہ تو کپڑے دهونے اور نہ ہی سگریٹ پینے کی اجازت ہے۔ اور تو اور اسے پچھلے دو سال سے جوتوں کا صرف ایک جوڑا دیا گیا ہے جو کب کا پهٹ چکا ہے۔ خیر عدالت نے یہ سارے مطالبات منظور کر لیے ‏اور یوں جوتوں کے نئے جوڑے فراہم کرنے کے ساتھ ساتھ جیل کے اندر کپڑے دهونے اور سگریٹ پینے کی اجازت بھی دے دی گئی۔

صدام حسین عراق کا وہ حکمران تھا جو 48 محلات، تین ہزار قیمتی سوٹوں، اڑهائی سو جوتوں، دس هزار خوشبو کی بوتلوں اور گیارہ سو قیمتی گاڑیوں کا مالک تها۔

‏جس نے اپنی مونچهیں رنگنے کے لیئے بارہ ماهرین کی ٹیم رکهی ہوئی تھی۔ جس کے سگار هوانا سے آتے تھے۔ جس کے لیے مشروبات فرانس کی کمپنیاں بناتی تهی۔ جس کے کپڑوں کا ناپ لینے کے لیے ٹیلر لندن سے آتا تها۔ جس کے صرف کپڑے دهونے کے لیے بغداد میں رائل واشنگ سینٹر بنایا گیا تها ‏جس کے دهوبی کو اعزازی کرنل کا رینک دیا گیا تها۔ جس کے کسی بهی سوٹ کی باری دو یا تین سال کے بعد آتی تهی۔

میرا دل چاهتا ہے کہ صدام حسین مرحوم کی وہ تصویر جس میں وہ خود اپنے ہاتھوں سے کپڑے دھو رہا ھے۔ دنیا کے تمام حکمرانوں کے بیڈ روم میں لگوا دوں اور ‏ان سے عرض کروں کہ انسان آخر انسان ہے وہ خدا کبهی نہیں بن سکتا اور دنیا کے ہر صاحب اقتدار کا اقتدار ایک دن ختم هو جانا ہے اور دنیا کے ہر حکمران کو ایک نہ ایک دن اپنے اقتدار کے محل سے باهر ضرور آنا ہے کبهی اپنے قدموں پر تو کبهی دوسروں کے کندهوں پر... . . . .

🌷رات بہت آہستہ اترتی ہے🌷

زندگی کے سفر میں، عمر کے آخری حصے میں ہمیں چھ قسم کے "مناظر" سے واقف ہونا اور انہیں قبول کرنا سیکھنا چاہیے، تاکہ ہم سکون کے ساتھ رات میں داخل ہو سکیں۔
رات بہت آہستہ اترتی ہے۔
یہ مضمون آپ کی زندگی کی سوچ بدل سکتا ہے اور آپ کو امید کے ساتھ اسے جینے کا حوصلہ دے سکتا ہے۔
یہ تحریر ماؤ دون لٹریچر پرائز حاصل کرنے والے ادیب ژوو دائشین کے ناول سے ہے، جو بڑھاپے کے بارے میں ہے۔ وہ عمر کے اس پچھلے حصے کو اس انداز میں بیان کرتے ہیں کہ ہر بوڑھا دل اسےمحسوس کرتا ہے۔ ہر جملہ سچائی سے بھرا ہے
جب ہم 60 برس کی عمر کو پہنچتے ہیں، تو ہم زندگی کے آخری مرحلے میں داخل ہو جاتے ہیں۔ مکمل اندھیرا چھانے سے پہلے، کچھ "مناظر" ایسے ہوتے ہیں جنہیں ہمیں یاد رکھنا چاہیے۔ اگر ہم انہیں یاد رکھیں، تو ذہنی طور پر تیار ہوں گے اور گھبرائیں گے نہیں۔
پہلا منظر: آپ کے ساتھ کم لوگ ہوں گے۔
آپ کے بزرگ—والدین، دادا دادی—اکثر اس دنیا سے جا چکے ہوں گے۔
آپ کے ہم عمر اپنی ہی پریشانیوں میں الجھے ہوں گے۔
نئی نسل اپنی زندگی میں مصروف ہوگی۔
حتیٰ کہ آپ کا شریکِ حیات بھی آپ سے پہلے جا سکتا ہے۔
آپ کے دن لمبے اور تنہا ہو سکتے ہیں۔
آپ کو اکیلے جینا اور تنہائی کا سامنا کرنا سیکھنا ہوگا۔
دوسرا منظر: معاشرے کی توجہ ختم ہو جائے گی۔
چاہے آپ کا ماضی کتنا ہی شاندار ہو، کتنے ہی معروف رہے ہوں۔بڑھاپے میں ہر کوئی عام بوڑھا مرد یا عورت بن جاتا ہے۔
روشنی کا ہالہ اب آپ پر نہیں ہوگا۔
آپ کو چپ چاپ ایک طرف کھڑے ہو کر نئی نسل کی کامیابی اور جوش کو سراہنا سیکھنا ہوگا—بغیر حسد یا شکایت کے۔
تیسرا منظر: راستے میں خطرات بڑھ جائیں گے۔
ہڈیوں کا ٹوٹنا، دل کی بیماریاں، دماغ کی کمزوری، کینسر—یہ سب آپ کے دروازے پر دستک دے سکتے ہیں، چاہے آپ چاہیں یا نہ چاہیں۔آپ کو بیماری کے ساتھ جینا سیکھنا ہوگا، صحت کو کامل ہونے کا خواب چھوڑ دینا ہوگا۔اچھا رویہ رکھنا اور مناسب ورزش کرنا آپ کا مشن بن جائے گا۔
خود کو حوصلہ دینا سیکھیں۔
چوتھا منظر: آپ واپس بستر تک محدود ہو سکتے ہیں، جیسے بچپن میں تھے۔
جیسے ہم پیدا ہوئے تو ماں نے بستر پر ہمارا خیال رکھا—
زندگی بھر کی جدوجہد کے بعد، ہم وہیں واپس آ جاتے ہیں: بستر پر۔
اب دوسروں کی دیکھ بھال کے محتاج ہوتے ہیں۔
لیکن اس بار شاید ماں جیسا پیار کرنے والا کوئی نہ ہو۔
اگر کوئی ہے بھی، تو ممکن ہے وہ اتنی محبت سے نہ کرے—
اکثر یہ خدمتگار ہوتے ہیں، جو باہر سے مسکراتے ہیں مگر اندر سے بے صبرے ہوتے ہیں۔
آپ کو عاجزی اور شکرگزاری کے ساتھ جینا سیکھنا ہوگا۔
پانچواں منظر: راستے میں بہت سے لوگ دھوکہ دیں گے۔
ٹھگ جانتے ہیں کہ بزرگوں کے پاس کچھ جمع پونجی ہوتی ہے—
وہ ہر طریقہ آزمائیں گے: فون، پیغامات، ای میل، مفت چیزیں، کرشماتی علاج، “بابا جی کی برکت”، لمبی عمر کی گولیاں—سب کچھ، صرف آپ کی جیب خالی کرنے کے لیے۔
ہوشیار رہیں۔ اپنا پیسہ بچائیں۔ عقلمندی سے خرچ کریں۔
چھٹا منظر: اپنے شریکِ حیات (یا قریبی ساتھی) کے ساتھ نرمی سے پیش آئیں۔
نرمی سے بات کریں، محبت سے، خیال رکھیں خاص طور پر اپنے شریکِ حیات کا۔وہ آپ کی آخری “زندگی کی بچت” ہیں۔
60 کے بعد بچوں پر انحصار غیر یقینی ہے
ان کی اپنی زندگی، اپنا خاندان ہوتا ہے۔
آخر میں صرف آپ دونوں ایک دوسرے کے سہارے رہ جاتے ہیں۔
اس عمر میں کوئی بھٹکنے نہیں جاتا—بس ایک دوسرے کو کھونے کا خوف ہوتا ہے
رات پوری طرح چھانے سے پہلے، زندگی کا یہ آخری حصہ آہستہ آہستہ مدھم ہوتا ہے، اور سفر مشکل ہو جاتا ہے
لہٰذا 60 کے بعد،
زندگی کو حقیقت کے ساتھ دیکھنا سیکھیں۔
اسے پیار کریں، اس سے لطف اٹھائیں۔
نہ معاشرے کو کنٹرول کرنے کی کوشش کریں، نہ بچوں کی زندگی میں دخل دیں۔
نہ دوسروں پر رعب ڈالیں، نہ انہیں کمتر سمجھیں—
ایسا رویہ صرف خود کو اور دوسروں کو تکلیف دیتا ہے۔
بڑھاپے میں ہمیں عزت دینا سیکھنا ہے۔
زندگی کے آخری مرحلے کو سمجھداری، سکون، اور روحانی تیاری کے ساتھ قبول کرنا ہے۔
قدرت کے راستے پر خاموشی سے چلتے جائیں۔

لیپیڈ پروفائل کیا ہے؟
ایک مشہور ڈاکٹر نے لیپیڈ پروفائل کو نہایت دلنشین انداز میں ایک خوبصورت کہانی کے ذریعے سمجھایا۔

ذرا تصور کریں کہ ہمارا جسم ایک چھوٹا سا شہر ہے۔ اس شہر کا سب سے بڑا شرپسند ہے — کولیسٹرول۔
اس کا ایک ساتھی بھی ہے — ٹریگلسرائیڈ۔
ان دونوں کا کام ہے سڑکوں پر گھومنا، افراتفری پھیلانا اور راستے بند کرنا۔

LDL ان شرپسندوں کو جیل سے نکال کر دوبارہ سڑکوں پر لا کھڑا کرتا ہے۔

جب HDL کم ہوجاتا ہے تو پورے شہر کا نظام درہم برہم ہو جاتا ہے۔
اب سوچیں، کون ایسے شہر میں رہنا پسند کرے گا؟

اگر آپ چاہتے ہیں کہ ان شرپسندوں کی تعداد کم ہو اور اچھے پولیس والے زیادہ ہوں تو۔۔۔
چلنا شروع کریں!

“An Unknown Angel”

During the course of my Army service, I came across an angel, who left a lasting impression on me and my attitude there on.
It was 1989, I was a Lt Col, commanding an AD Regt at Quetta. In those days, Army was functioning on the ‘War System of Accounting’, where pay of the officers was calculated centrally by CMA’O’ office in Rawalpindi, cheque slip would be issued to the officers and amount remitted to the bank. For soldiers, a similar system but with the difference that amount was disbursed in the regiments/ battalions. This system had started since 1965 War,and continued till the time Gen Asif Nawaz, in 1992, literally forced it back to ‘Peace System of Accounting’, where the pay is calculated in the regiments.
As I said, we used to receive the pay slips so once in Aug 1989, I received the pay slip indicating a huge deductions on account of electricity bills and advance of TA/DA etc, and the remitted amount was only Rs 481. I got upset and requested a friend, then serving in Rawalpindi to go to CMA’O’ and check up as to what had happened. He obliged and told me that there was some miscalculation and the balance amount would be adjusted in the next pay, which was subsequently done.
In Oct 1989, the preparations for Army Exercise Zarb-e-Momin had begun and I was attached with a formation at Sargodha. Annoyingly, the pay of Nov again came on the similar lines with deductions etc. Since we were busy in the exercise preparation, so I waited for an opportunity to visit CMA’O’ myself. The actual conduct of Exercise began in Dec 89, and terminated by the last week. There after we were given 10 days off. I came to Islamabad to spend the holidays. It was then that I thought of visiting CMA’O’.
So it was a typical very cold morning of Jan in Pindi, with overcast and prediction of rain, that I drove to CMA’O’, parked the car and went to the reception, introduced myself and briefly explained the reason of visiting. The person guided me to a barrack, couple of hundred yards away. When I entered the barrack, I noticed that it was thinly staffed, about 5-6 persons were sitting in a semicircle in front of a Suigas heater, and some heated discussion was going on. I interrupted them and explained my problem. One of them asked my PA number. Thereafter he told me to go to a person, who was working at the farthest end of the barrack. I approached him. A man of medium height, weak in stature, bespectacled, but was totally engrossed in his work. I exchange the greetings with him and told him the purpose of my visit. He also asked my PA number and then told me that the person looking after our group had absconded to Dubai since the last five months, and this was probably the reason of these difficulties. Then he asked me if I had travelled all the way from Quetta to Pindi for this purpose. With all the innocence that I could bring on my face, I said ‘yes’. He asked me to take a seat, took my papers( I had brought my TA/DAclaims also). He got up from his seat and went a few yards away, I could see him digging files etc. It’s then that a thought started crossing my mind. Why was he doing all this. What would he ask me in return. Perhaps an ‘Irani Water Cooler’(this was an item that we used to get the demand of, from our friends). I thought it’s OK, within financial reach. Meanwhile he came back to his seat, did some writing and went out of the barrack with the papers. In between he came back and took some more papers. Now the thought which crossed my mind was that probably the stakes have gone a bit high and it could be an ‘Irani Double Blanket’, another popular item. I convinced myself that it’s OK, as he was doing so much of running around. I was engrossed in these thoughts that he came back with a smile on his face. He told me that now the papers had gone to the ‘Cheque Section’, and I would get the amount soon. Now I was very uncomfortable and waiting for the dreaded moment, that he would put forth his demand. Meanwhile rising from his seat, he said that it was very cold and that I had com all the way from Quetta so let’s go for a cup of tea. That’s it, I thought, he doesn’t want to demand any thing here. Reluctantly I followed him. Now I was thinking that the stakes had really gone up. It would now be a heavy ‘National Iron’. Those of you, who have served in Quetta or Peshawar would understand what I am referring to. Engrossed in these thoughts, I followed him to the canteen. He asked for a samosa and a cup of tea each. My mind was working fast now. An opportunity appeared to me to cut short this drama, if I pay for the tea and then take a clean break.
سستا چھوٹ جاؤں گا
So when the time came, I tried but he was quick, as he had no back pockets and wallet etc. He just took out a few notes of 10 and 5, told me that I was his guest and paid. Why should he trade a cup of tea with an Iron or Blanket or ...I didn’t persist to pay and now was waiting for the drop scene of the drama.
We came out, it had started drizzling now, we stood facing each other and I was nervous and waiting for him to come out with his demand. In the same go, he extended his hand saying that it was raining and I should hurry up to my car, then turned around and started walking away. Uff, I was in a state of shock in utter shame. I kept standing there and was looking at him. As he was walking away, his size was decreasing with every step but stature increasing. On the other hand, it was me who was getting smaller and smaller with every step of him. What a great man he was, and how small my thoughts were. Without any greed or temptation, not only he helped me, out of the way but treated me as well, and here I was one Lt Col, clean bowled by him.
I kept standing there, the rain had picked by then, I was getting drenched but wanted to punish myself. After a while I started walking towards my car. The car didn’t have a heater then, and had it been there, I would not have switched it on. Such was the intensity of remorse.
The time went by and I started rising in my career. When I reached to a position of authority, I didn’t have to read any big scholar to take any advice. I knew that

But there was a big difference. When I served a cup of tea, then t was from the salary of a Brig or a General, but his 10 rupees meant a lot. No comparison whatsoever.
Today after 30 years, when I sit down and gaze out at the horizon from a picturesque lounge (courtesy Col Fareed, who gave me his plot for construction of our house), I see a silhouette of that man walking away. I don’t know his name, nor his face, nor his whereabouts, but wherever he is, I pray for his prosperity and reward from Allah for his positivity.

Every bank transaction you perform is also taxed based on the amount you send or cash out. The tax amounts are listed below:

On Demand Draft, Payment Order, CDR, STDR, RTC or similar instrument (Over 25,000): Filer – 0%, Non-filer – 0.6%

*On Online Money Transfer or other Electronic Mail* (Over 25,000): Filer – 0%, Non-filer – 0.6%

Most activities related to motor vehicles also include withholding tax (WHT) based on a person’s status as a filer or non-filer, where the latter are taxed higher:

Income on dividend/payment of dividend: Filer – 12.5%, Non-filer – 20%

Income on Sukuk: Filer – 10% to 15%, Non-filer – 17.5%

Profit on National Savings Scheme or Post Office Savings: Filer – 10%, Non-filer – 17.5% (Over Rs. 5 lacs)
Profit on debt paid by banking company: Filer – 10%, Non-filer – 17.5% (Over Rs. 5 lacs)
Profit on bonds , certificates, debentures, securities: Filer – 10%, Non-filer – 17.5% (Over Rs. 5 lacs)
On extraction of minerals from mines: Filer – 0%; Non-filer – 5%
On brokerage or commission:
