123 صوبوں کے حق میں ایک مقدمہ

پاکستان کی موجودہ ڈویژنوں کو صوبوں میں تبدیل کرنا بظاہر ایک آسان اور واضح حل دکھائی دیتا ہے، لیکن اس سے ایک ایسے انتظامی جغرافیے کو برقرار رکھنے کا خطرہ ہے جس کی بنیاد بڑی حد تک برطانوی راج سے ورثے میں ملنے والے انتظامی ڈھانچے پر قائم ہے۔

جب پاکستان وجود میں آیا تو اس کے مشرقی حصے میں آبادی کی اکثریت آباد تھی۔ 1951ء کی مردم شماری کے مطابق مشرقی پاکستان کی آبادی تقریباً 4 کروڑ 20 لاکھ تھی، جبکہ مغربی پاکستان کی آبادی تقریباً 3 کروڑ 40 لاکھ تھی۔ 1971ء تک یہ آبادی بالترتیب تقریباً 6 کروڑ 50 لاکھ سے 7 کروڑ اور 6 کروڑ تک پہنچ چکی تھی۔

نصف صدی سے زائد عرصہ گزرنے کے بعد صورتحال یکسر بدل چکی ہے۔ آج بنگلہ دیش کی آبادی تقریباً 17 کروڑ 60 لاکھ، جبکہ پاکستان کی آبادی تقریباً 25 کروڑ 50 لاکھ ہے۔ اس سے بھی زیادہ قابلِ غور تبدیلی دونوں ممالک کی معاشی اور سماجی صورتحال میں آئی ہے۔

سیاسی قتل و غارت، فوجی حکومتوں، موروثی سیاست اور بار بار پیدا ہونے والی بدامنی کے باوجود بنگلہ دیش نے نمایاں ترقی کی ہے۔ اس کی مجموعی قومی پیداوار (GDP) تقریباً 511 ارب ڈالر ہے، جبکہ پاکستان کی تقریباً 452 ارب ڈالر۔ اسی طرح فی کس آمدنی کے لحاظ سے بنگلہ دیش کا GDP تقریباً 2,960 ڈالر فی کس ہے، جبکہ پاکستان میں یہ تقریباً 1,901 ڈالر ہے۔

یہ فرق صرف معیشت تک محدود نہیں۔ انسانی ترقی کے اشاریے (Human Development Index) میں بنگلہ دیش کا درجہ 130 جبکہ پاکستان کا 168 ہے۔ بالغ افراد میں شرحِ خواندگی بنگلہ دیش میں تقریباً 79 فیصد جبکہ پاکستان میں 59 فیصد ہے۔ شیر خوار بچوں کی شرحِ اموات بنگلہ دیش میں ہر ایک ہزار زندہ پیدائشوں میں 24 ہے، جبکہ پاکستان میں 48۔ دورانِ زچگی اموات کی شرح بنگلہ دیش میں ایک لاکھ زندہ پیدائشوں پر 115 جبکہ پاکستان میں 155 ہے۔ اسی طرح اوسط متوقع عمر بنگلہ دیش میں تقریباً 75 سال جبکہ پاکستان میں 68 سال ہے۔

آخر ایسا کیوں ہے کہ دو ممالک جو 1971ء تک ایک ہی ریاست کا حصہ تھے، جنہیں بڑی حد تک ایک جیسے ادارے ورثے میں ملے اور جنہوں نے کئی حوالوں سے یکساں نوعیت کے سیاسی بحرانوں کا سامنا کیا، آج اتنے مختلف نتائج دے رہے ہیں؟

اس کی یقیناً بہت سی وجوہات ہیں، لیکن پاکستان میں حکومتی ڈھانچے کے ایک اہم فرق پر زیادہ توجہ دینے کی ضرورت ہے۔

بنگلہ دیش میں پاکستان کی طرح وفاق اور اضلاع کے درمیان طاقتور صوبائی حکومتوں کی ایک سطح موجود نہیں۔ وہاں انتظامی ڈویژن اور اضلاع ہیں، جن کے بعد منتخب مقامی حکومتوں کے ادارے کام کرتے ہیں، جن میں اپازیلا (Upazila) اور یونین پریشد (Union Parishad) شامل ہیں۔

اصلاحات کے ذریعے قومی فنڈز براہِ راست یونین پریشدوں کو منتقل کیے گئے ہیں، جبکہ ان کے ساتھ سالانہ آڈٹ اور کارکردگی کا جائزہ بھی لیا جاتا ہے۔ اس طریقۂ کار سے سرکاری اخراجات اور احتساب کو عوام کے قریب لانے میں مدد ملی ہے۔

بنگلہ دیش کا نظام بھی ایک مثالی مقامی حکومت کے نظام کے مقابلے میں زیادہ مرکزیت کا حامل ہے، لیکن اس کا تجربہ پاکستان کے سامنے ایک بنیادی سوال ضرور رکھتا ہے:

کیا پاکستان کو چار ایسی وسیع و عریض صوبائی حکومتوں کی ضرورت ہے جن میں سے بعض کی آبادی پورے پورے ممالک کی آبادی سے بھی زیادہ ہے؟

پاکستان کی موجودہ ڈویژنوں کو صوبوں میں تبدیل کرنا بظاہر ایک آسان حل محسوس ہوسکتا ہے، لیکن اس سے ایک ایسے انتظامی جغرافیے کو برقرار رکھنے کا خطرہ ہے جس کی بنیاد بڑی حد تک برطانوی راج سے ورثے میں ملنے والے اور آزادی کے بعد معمولی ترامیم کے ساتھ جاری رہنے والے ڈھانچے پر ہے۔

یہ انتظامی ڈھانچے ایک مختلف دور کے تقاضوں کو سامنے رکھ کر تشکیل دیے گئے تھے۔ اس کے بعد پاکستان کی آبادی، ٹیکنالوجی، معیشت اور شہریوں کی توقعات میں بہت بڑی تبدیلی آچکی ہے۔

جب صوبے حکمرانی کے لیے بہت بڑے ہوجائیں

موجودہ ڈویژنوں کو تقریباً 32 صوبوں میں تبدیل کرنا یقیناً چار انتہائی بڑے صوبوں کے مقابلے میں بہتری ہوگی، لیکن پھر بھی ان میں سے بہت سے صوبے حکومت کو حقیقی معنوں میں عوام کے قریب لانے کے لیے بہت بڑے ہوں گے۔

اس سے بھی اہم بات یہ ہے کہ محض جغرافیائی تقسیم سے ان صوبوں کے اندر موجود سیاسی ڈھانچے میں شاید کوئی بنیادی تبدیلی نہ آئے۔

چار بڑے سیاسی خاندانوں کی جگہ پاکستان میں محض 32 بااثر سیاسی خاندان پیدا ہوسکتے ہیں۔ موروثی سیاست مزید مضبوط ہوسکتی ہے، نئی نسل کی سیاسی قیادت کے لیے مواقع محدود رہ سکتے ہیں اور احتساب بدستور عوام سے جغرافیائی طور پر دور رہ سکتا ہے۔

ایسی صورت میں یہ حقیقی سیاسی اختیارات کی منتقلی کے بجائے محض انتظامی تقسیم ہوگی۔

لہٰذا اصل چیلنج صرف زیادہ صوبے بنانا نہیں بلکہ اکیسویں صدی کے لیے حکمرانی کی موزوں ترین اکائی پر ازسرِنو غور کرنا ہے۔

آج کی دنیا میں شہری اپنے اسکولوں، اسپتالوں، سڑکوں، پولیس اور دیگر عوامی خدمات کا دوسرے علاقوں سے فوری طور پر موازنہ کرسکتے ہیں۔ چنانچہ حکومت کا دائرۂ اختیار جغرافیائی لحاظ سے نسبتاً محدود، عوام کے قریب اور براہِ راست جواب دہ ہونا چاہیے۔

میں گزشتہ کئی برسوں سے یہ مؤقف اختیار کرتا آیا ہوں کہ پاکستان کو موجودہ صوبائی سطح ختم کرنے پر غور کرنا چاہیے اور پہلے مرحلے میں اپنے تقریباً 123 اضلاع کو صوبوں میں تبدیل کرنا چاہیے۔

اس اقدام سے سیاسی اور انتظامی اختیارات نمایاں طور پر عوام کے قریب آسکتے ہیں۔ وفاق اور شہریوں کے درمیان موجود غیر ضروری دفتری رکاوٹوں کی ایک سطح ختم ہوسکتی ہے، بڑے بڑے علاقوں پر قائم سیاسی خاندانوں کی گرفت کمزور ہوسکتی ہے، نئی سیاسی قیادت کے لیے مواقع پیدا ہوسکتے ہیں، احتساب عوام کے قریب آسکتا ہے اور صوبوں کے درمیان بہتر کارکردگی کے لیے مسابقت پیدا ہوسکتی ہے۔

مزید برآں، موجودہ اضلاع میں پہلے ہی ایسا بنیادی ڈھانچہ موجود ہے جسے اسمبلیوں اور حکومتوں کے لیے استعمال کیا جاسکتا ہے۔ چنانچہ نئی عمارتوں اور دیگر تعمیراتی سہولیات پر کوئی بڑا اضافی خرچ بھی نہیں ہوگا۔

لیکن اس کا مطلب صرف یہ نہیں ہونا چاہیے کہ 123 اسمبلیاں قائم کردی جائیں اور سائن بورڈ تبدیل کردیئے جائیں۔

سیاسی اختیارات کی منتقلی کے ساتھ انتظامی اور مالی اختیارات کی منتقلی بھی ضروری ہے۔

صوبائی انتظامیہ اور پولیس کا انتظام نئی حکومتوں کے سپرد کیا جانا چاہیے، جبکہ ان حکومتوں کی معاونت کے لیے ایسی صوبائی بیوروکریسی تشکیل دی جائے جو ان کی سلامتی، انتظامی اور سماجی ذمہ داریوں کے مطابق منظم ہو۔

اس کے نتیجے میں وفاقی بیوروکریسی کا حجم بھی کم کیا جاسکے گا اور اسے حقیقی وفاقی نوعیت کے معاملات پر توجہ مرکوز کرنے کا موقع ملے گا۔

نئے صوبوں کے پاس محصولات جمع کرنے اور انہیں خرچ کرنے کے بارے میں فیصلہ کرنے کے حقیقی اختیارات ہونا ضروری ہیں۔

اگر ان کے پاس ٹیکس عائد کرنے، مالی معاملات چلانے، اپنے علاقوں کا انتظام کرنے اور پولیس کو کنٹرول کرنے کا اختیار نہیں ہوگا تو وہ محض ایک اور انتظامی سطح بن کر رہ جائیں گے جو اسلام آباد کی مالی اور انتظامی مدد کی محتاج ہوگی۔

ابتدائی طور پر ان صوبوں کی اسمبلیاں چار سالہ مدت کے لیے منتخب کی جانی چاہئیں۔

123 صوبوں کا پہلا نقشہ حتمی نقشہ ہونا ضروری نہیں۔ پہلے چار سالہ دور کے بعد عملی تجربہ یہ واضح کرسکے گا کہ کون سے صوبے معاشی طور پر قابلِ عمل ہیں اور کن صوبوں کو اپنے پڑوسی صوبوں میں ضم کردیا جانا چاہیے۔

آبادی، معاشی سرگرمی، بنیادی ڈھانچہ، جغرافیہ اور حکمرانی کا عملی تجربہ بتدریج ان اکائیوں کے مناسب حجم اور حدود کا تعین کرے گا، نہ کہ اسلام آباد میں بیٹھے سیاست دان پہلے سے ان کی حدبندی کریں گے۔

بالآخر صوبوں کی تعداد 110 ہوسکتی ہے، 90 ہوسکتی ہے یا 70 بھی ہوسکتی ہے۔

اصل مقصد یہ دعویٰ کرنا نہیں کہ تجربہ شروع کرنے سے پہلے ہی ہمارے پاس حتمی جواب موجود ہے۔

تقریباً 123 صوبوں کا تصور بظاہر انتہائی انقلابی محسوس ہوسکتا ہے، لیکن پاکستان کے موجودہ نظام کو یہ ثابت کرنے کے لیے سات دہائیوں سے زیادہ کا وقت مل چکا ہے کہ وہ عوام کو کیا فراہم کرسکتا ہے۔

لہٰذا اصل سوال یہ نہیں کہ ہمارے ورثے میں ملنے والے موجودہ نظام کے مقابلے میں 123 صوبے بہت زیادہ محسوس ہوتے ہیں یا نہیں۔

اصل سوال یہ ہے کہ کیا چھوٹی، مالی طور پر بااختیار اور سیاسی طور پر جواب دہ انتظامی و سیاسی اکائیاں بہتر حکمرانی کرسکتی ہیں؟

آغاز اضلاع سے کیا جائے۔

انہیں سیاسی اختیار، مالی ذمہ داری اور انتظامی کنٹرول دیا جائے۔

انہیں چار سال تک حکومت کرنے، ایک دوسرے سے مقابلہ کرنے، نئی قیادت پیدا کرنے اور عوام کو ان کے گھروں کے قریب بہتر خدمات فراہم کرنے کا موقع دیا جائے۔

اس کے بعد عملی تجربے کو یہ فیصلہ کرنے دیا جائے کہ کون سی اکائیاں الگ حیثیت سے برقرار رہیں اور کنہیں اپنے پڑوسی صوبوں میں ضم کردیا جائے۔

بالآخر یہی عمل اس بات کا تعین کرے گا کہ اکیسویں صدی کے پاکستان کو درحقیقت کتنے صوبوں، کس حجم اور کس جغرافیائی ساخت کی ضرورت ہے۔
