ASER Pakistan 2025 national survey cycle has been successfully completed.
Even before its public release, the ASER 2025 data has already been requested by several national and international organisations, highlighting the vital and growing demand for citizen-led evidence on education and learning outcomes in Pakistan.
While we work on making the full dataset publicly available on our website, we invite early data access requests! If you are a researcher, student, policymaker, development partner, or institution interested in utilising the ASER 2025 microdata, please submit your request to us at [email protected].
Together, let’s continue to promote evidence-based research, informed policymaking, and improved learning outcomes for every child in Pakistan.

Pakistan has made significant progress in getting children into school, but enrolment is only the first step.
New evidence from ASER 2025 highlights a deeper challenge: too many children are attending school without acquiring the foundational literacy and numeracy skills they need to succeed. The real education crisis is no longer access alone. It is learning.
As we shape the future of education, the focus must shift from simply counting children in classrooms to ensuring meaningful learning outcomes for every child.

The learning crisis is not improving quickly enough.
Findings from the 2025 State of Foundational Learning show estimated 617 million children worldwide are not achieving minimum proficiency in reading and mathematics.
While we have made progress in measuring learning, outcomes remain critically low. Data alone won’t change this. Action will.

A decade of impact. But the learning crisis is far from over.
For 10 years, the PAL Network has worked across Africa, Asia, and the Americas to make children’s learning visible, especially for those left out of official systems.
In 2025, data from 11 countries confirms a tough truth:
- We are better at measuring learning.
- But millions of children still lack basic reading and math skills.
This is more than just a reflection; it is a call to act. Every child deserves the foundation for lifelong learning.
